with the budget set forth in Exhibit I. The Agency may bill up to the full
amount of the annual Exhibit I at any time during the specified exhibit
year if it can certify and document that its total expenditures have
equaled or exceeded the full amount of the exhibit.
All other terms and conditions shall remain unchanged.
