COMPENSATION by the CLIENT to CH21M HILL to be on the basis of information included in Attachment A. When compensation is on a cost-reimbursable basis,a service charge of 10 percent will be added to Direct Expenses. All sales, use,value added,business transfer,gross receipts,or other similar taxes will be added to CH21VI HILL'S compen- sation when invoicing CLIENT. OTHERTERMS CH2M HILL NORTHWEST , INC . will make reasonable effort to complete the work within the established budget and will keep the City of Kent informed of progress toward that end so that the budget or work effort can be adjusted if found necessary. Services covered by this AGREEMENT will be performed in accordance with the PROVISIONS stated on the back of this form and any attachments or schedules.This AGREEMENT supersedes all prior agreements and understandings and may only be changed by written amendment executed by both parties. COMPENSATION Compensation by the CLIENT to CH2M HILL to be on the basis of actual labor and direct expenses (cost-reimbursable), with labor billed at a multiplier of 2.2 times salary cost. A budgetary amount of Four Thousand Five Hundred Dollars ($4,500) is hereby established for these services. Based on our conversations, and the tour that Lyle provided last Tuesday, we have developed an approach to resolve the odor problem. This approach is presented in the following task descriptions. Task 1 - Problem Definition Based on the information we already have, combined with a summation of your on-going sulfide sampling results, we believe that the problem is already substantially defined. Existing evidence indicates that the major odor and corrosion problems occur in the part of the collection system that drains the Soos Creek system. We therefore believe that the Soos Creek discharge is the primary contributor to the odor and corrosion problems in the Kent Collection System downstream. For Task 1 we will evaluate and summarize the existing data and information and confirm our opinion as to the source of the odors. If necessary, we will recommend additional sampling to provide confirmation of the source of odors. 206.453.5000 CH2M HILL Seattle Office p Box 91500,Bellevue, Washington 9800t9-2050 City of Kent Page 2 November 13, 1990 SEA203 .MW Task 2 - Alternatives Analysis For Task 2 , we will identify and evaluate the alternatives available for reducing odors in the systems. The most promising alternatives for your situation are a combination of source control on the Soos Creek force main and vapor phase sulfide controls on selected manholes downstream from the Soos Creek discharge. There are several alternatives available to Soos Creek to reduce the sulfide level in their wastewater, which we will identify as part of our work. It is customary, when one utility discharges wastewater through another utility, to establish maximum sulfide limits on the wastewater before it enters the second utility. The normal sulfide levels that are specified for this range between 0. 5 and 1.0 mg/1. Even if concentrations are controlled to these levels, we likely will recommend that selected manholes in your system have activated carbon canister inserts installed to allow for odor controlled ventilation. Task 3 - Report The problem definition and alternatives analysis will be summarized in a report that clearly states observations, findings, evaluations, and recommendations. It will include recommendations that will be applicable to both the City of Kent system and the Soos Creek system. In addition, it will provide sampling and analysis protocols, should it be determined that more sampling is required. We estimate the cost to perform the three tasks as described briefly above will be no more than $4 , 500, including labor and expenses. It will be completed within two weeks of your authorization. We anticipate at least one additional visit to collect your existing sulfide sampling data. Should additional sampling be required, we complete a her the train sampling staff to complete the sampling, ourselves (at extra cost) , or you can arrange to have others take samples and analyze them for you. We have found the as-built drawings of the collection system in the vicinity of the odor problems to be a valuable information resource. We plan to return these drawings when we come to collect your existing sulfide sampling data. Please let us know if you need to have the drawings returned sooner.
