Letter of Understanding
Dear Mr. Wickstrom,
This letter will serve as a Letter of Understanding between the Washington State Department of
Transportation(WSDOT) and the City of Kent for the cooperative management of certain
WSDOT traffic signals within the City. The City, by undersigning in the space provided below
acknowledges and agrees to the following conditions to this Letter of Understanding.
The Department of Transportation is eager to work with the City in this project to interconnect
and run more efficiently the traffic signals in Kent. The signals that are effected by this project
are:
1. SR 167 Southbound Ramp and South 212th Street.
2. SR 516 (Kent-Des Moines) and Reith/Meeker.
These signals will be jointly managed as follows:
1. Modification
A. The City will install the appropriate communication cable, using WSDOT conduit
where available.
B. Once City interconnect cable is extended to the controller cabinets, the City will
furnish an IDC Type 870 controller to replace the Type 170 controller in each
cabinet.

C. WSDOT will retain ownership of the traffic signals, controllers and other
peripheral equipment except for the communication cable and any newly-installed
conduits. The existing Type 170 controllers will remain the property of WSDOT
and will be delivered to the WSDOT Signal Shop. If this Letter of Understanding
is ever terminated, the Type 870 controllers will be returned to the City.
II. Maintenance
WSDOT will maintain the traffic signals at each location. The City will provide technical
support for the IDC controllers at WSDOT's request. Only WSDOT personnel will have
keys to the controller cabinets. Whenever the City needs to get into the cabinet, they will
contact WSDOT for access.
III. Traffic Signal Operation
A. WSDOT will control the signal display, the vehicle detection system, establish a
range of parameters for traffic controller timing settings such as minimum green,
maximum green, gap times, vehicle clearance times,pedestrian walk, etc. The City
and WSDOT will meet annually to review the operation of these signals. All
aspects of the operation will be discussed, including efficiency and safety.
B. The City of Kent will control the traffic signal controller Liming settings within
WSDOT's traffic operation parameters and establish the traffic signal coordination
system using:
1. A family of pre-set coordination patterns (developed jointly by
WSDOT/City) operated by a time-of-day, day of the week schedule, or
2. A real-time on line dynamic traffic control strategy based on current traffic
flow characteristics measured by the system, or
3. A combination of 1. and 2. above.
A system password will be provided to WSDOT which will allow for monitoring
only. If requested, City technicians will assist WSDOT personnel in familiarizing
themselves with system capabilities. The City will fax notification of any signal
timing changes it makes to WSDOT as soon as is practical after they are effected.

The effective date of this Letter of Understand is the date of countersigning by the City of Kent.
We are transmitting two originals of this correspondence. Please sign, if satisfactory, and return
the one labeled"WSDOT" to our office.
