APPOINTMENT OF HEARINGS EXAMINER
I, Ed Crawford, Chief of Police for The City of Kent, hereby appoint Timothy A. Jenkins
as Hearings Examiner, ("Examiner") for hearings and proceedings held pursuant to
section 9.05.030 of the Kent City Code and section 69.50.505 of the Revised Code of
Washington.
The terms and conditions of this appointment are as follows:
1. The Examiner shall serve as the Examiner for hearings and proceedings held
pursuant to section 9.05.030 of the Kent City Code and section 69.50.505 of the Revised
Code of Washington.
2. Compensation for the services of the Examiner shall be at the rate of$100.00 per
hour. Payment for all services shall be made within thirty (30) calendar days of the
City's receipt and approval of the Examiner's invoice for services.
3. The Examiner shall serve in the capacity of an independent contractor. The
Examiner shall not be deemed an employee or agent of the City of Kent.
4. The Examiner shall hold and direct all hearings pursuant to and in compliance
with all applicable laws and rules promulgated by the State of Washington and the City
of Kent, and shall conduct all hearings in a manner which preserves the integrity of that
process.
5. This appointment shall remain in effect until terminated by either party.
This appointment may be terminated by either party, with or without cause, by
providing thirty (30) calendar days written notice to the other party. In the event
of termination, the Examiner shall complete all work in progress pursuant to the
terms of this appointment.

6. The Examiner and his agents and employees shall defend, indemnify, and
hold harmless the City of Kent, its officers, officials, employees, agents, and
assigns harmless from any and all claims, injuries, damages, losses, or suits,
including all legal costs and attorney fees, which result from the negligent acts of
the Examiner or acts committed outside of the scope of this appointment.
By signing below, the parties accept and agree to all terms and conditions of this
appointment.
