HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 11/05/2013 E T Kent City Council Meeting November 5, 2013 The regular meeting of the Kent City Council was called to order at 5:01 p.m. by Mayor Cooke. Councilmembers present: Higgins, Albertson, Boyce, Perry, Ralph, and Thomas. Councilmember Ranniger was absent. CHANGES TO THE AGENDA A. From Council, Administration, Staff. Tom Brubaker, Interim Chief Administrative Officer announced there would be a brief ten minute executive session concerning Labor Negotiations as authorized per RCW 42.30.140(4). B. From the Public. None. PUBLIC COMMUNICATIONS A. Public Recognition. Mark Hendrickson, Cultural Programs Coordinator introduced Ryan Kaufman from Sunrise Elementary School introduced the Christmas Rush Fun Run on December 7. He noted that 192 students run the event and are training with a "couch-to-5K" training program at the school. Ryan Parsons, student at Sunrise Elementary School discussed the program and said he is having fun. His mother, Samira added that she enjoys the program. Jeff Watling, Parks and Recreation Director discussed the run and added that there are over 2,500 runners each year. Mr. Watling continued and said he attended the Lions Club 75th Anniversary event last Saturday night and was presented with three grant awards. The first was for $5,000 for the Kent Senior Activity Center that will be used for fitness equipment. The next grant award was for $5,000 for the Access to Recreation Scholarship Program which helps people with limited funds be able to afford to participate in recreation programs. He also communicated that the final check was for $75,000 for the Parks and Recreation programs and capital projects. He stated that the funds will be invested wisely and it is great to have partners who want to align with the City. Councilmember Thomas stated that he is the President of the Kiwanis Club and thanked the Lions Club. He also announced that he is now cancer-free. B. Community Events. None. C. Intergovernmental Reports. Council President Higgins stated that there is a King County Regional Transit Committee meeting on November 13. He stated that there was a letter sent from the Council to the legislature and Governor urging them to have a special session concerning transportation. That session, he noted, was held today by the Governor to deal with the transportation package and the 777X airline program at Boeing. He noted that the letter was well received. He added that the Sound Cities Kent City Council Minutes November 5, 2013 Association Public Issues Committee will be sending out recommended service reduction guidelines to King County Metro as they move to reduce their budget by 17% in 2014. He continued and noted that the King County Regional Policy Committee meets tomorrow, November 6th. He added that the King County Mental Illness and Drug Dependency Oversight Board met on October 24 and heard a presentation from the Mental Health Diversion Court and "Guided Pathways," a service provider for families in crisis. Councilmember Ralph communicated that the Regional Law Safety and Justice meets tomorrow and they will discuss technology and law enforcement. She noted that the last meeting for the year will be during the first week in December. She encouraged people to purchase tickets to the 27th Annual Magical Strings Concert at Kent-Meridian High School on December 8. Councilmember Albertson noted that the King County Water Quality Committee meeting was cancelled and the next South County Advisory Transportation Board meeting is December 10. Councilmember Perry stated she attended the Sound Cities Association Board meeting a couple weeks ago. She stated that the November 20 meeting is the one for interested councilmembers to attend to get an idea of what the organization is about if they want to be on the board. PUBLIC HEARINGS 1. 2013-2014 Biennial Budget Adjustments - First Public Hearing. Robert Nachlinger, Finance Director explained the adopted 2013-2014 Budget and the adjustments. He noted that this public hearing is the opportunity for public input into the creation of any changes to the previously adopted 2014 annual budget. He noted that the gross operating budget for 2014 is $213,064,987 and reviewed proposed adjustments, total expenditures by fund, total revenues by type, expenditures by program, and city staffing levels. Mayor Cooke opened the public hearing. No one wished to speak to the item. Council President Higgins moved to close the public hearing, seconded by Councilmember Thomas. Motion carried 6-0. 2. 2013-2018 Capital Improvement Plan Adjustments - First Public Hearing. Robert Nachlinger, Finance Director discussed the2013-2018 Capital Improvement Plan Adjustments. He noted that the public hearing is designed to hear public input on the capital plans of the City for the 2014 Annual Capital Budget. He gave a brief presentation which included discussion on the adopted budget and anticipated revenues. Councilmember Thomas inquired about the slide concerning a drop in funds from 2017 - 2018 in the general governmental services category. Nachlinger responded that it reflects the opening of the City's new correctional facility in 2017. 2 Kent City Council Minutes November 5, 2013 Mayor Cooke opened the public hearing. No one wished to speak to the item. Council President Higgins moved to close the public hearing, seconded by Councilmember Thomas. Motion carried 6-0. Council President Higgins communicated that even though these public hearings are closed the public can still speak to the items. PUBLIC COMMENT No one wished to speak. CONSENT CALENDAR Council President Higgins moved to approve Consent Calendar Items A through N, seconded by Councilmember Thomas. The motion carried and the following items were approved: A. Minutes of the workshop and regular Council meeting of October 15, 2013. B. Approval of Bills. Payment of the bills received through September 15 and paid on September 15 after auditing by the Operations Committee on October 15, 2013. Excused Absence for Councilmember Ranniger for November 5, 2013. Councilmember Ranniger was excused for the November 5, 2013 meeting. D. Goods and Services Agreement with Alpha Technologies Service for an AMPS 80 UPS Unit - Authorize. The Mayor was authorized to sign a Goods and Services Agreement with Alpha Technology Services, Inc. in the amount of $101,154 for the purchase of an Alpha Hybrid AMPS 80 uninterrupted power supply unit, subject to terms and conditions acceptable to the City Attorney and Information Technology Director. E. Purchase Order with Hewlett Packard through the Western States Contracting Alliance Contract (WSCA) — Authorize. The Mayor was authorized to sign a Purchase Order in the amount of $143,829 for the purchase of 185 HP 8300 Desktop PCs, services, and maintenance, subject to terms and conditions acceptable to the City Attorney and Information Technology Director. F. 2014 Community Development Block Grant (CDBG) Annual Action Plan — Approve. The Mayor was authorized to execute the appropriate certifications and agreements, thus approving the proposed Community Development Block Grant 2014 Action Plan, including funding allocations and contingency plans. G. 2013 Western States Arts Federation Grant — Accept. The Mayor was authorized to accept the 2013 Western States Arts Federation grant in the amount of $2,500.00 amend the budget, and approve the expenditure of funds in the Kent Arts Commission's budget, with terms acceptable to the City Attorney and Parks and Community Services. H. Recreation Conservation Office Grant Amendment — Accept. The Mayor was authorized to accept the reimbursement grant from the Recreation and Conservation Office for an amount not to exceed $834,725.00, amend the budget, authorize the expenditure of funds, and authorize the Mayor to sign all necessary documents, subject to terms and conditions acceptable to the City Attorney and Parks and Community Services. I. D. A. Hogan Consultant Agreement for Wilson Plavfields - Authorize. The Mayor was authorized to sign the consultant agreement with D. A. Hogan and Associates for $26,450.00 for the Wilson Playfields Synthetic Turf Renovation project, 4 Kent City Council Minutes November 5, 2013 subject to final terms and conditions acceptable to the City Attorney and the Parks and Community Services Director. J. Joint Funding Agreement for the Cooperative Data Collection Program with the U.S. Geological Survey - Authorize. The Mayor was authorized to sign the Joint Funding Agreement for Water Resources Investigations between the City of Kent and the U.S. Geological Survey, subject to terms and conditions acceptable to the City Attorney and Public Works Director. K. Valley Channel Reestablishment Project — Approve. The Mayor authorized staff to explore a potential partnership with King County Drainage District #1 to reestablish channels in the valley to reduce localized flooding and improve water quality and habitat. L. Washington State Department of Ecology 2013-2015 Biennial Municipal Stormwater Capacity Grant - Authorize. The Mayor was authorized to accept a grant from the Washington State Department of Ecology in the amount of $170,000 for activities related to Clean Water Act Permit compliance, subject to final terms and conditions acceptable to the City Attorney and Public Works Director. M. 2013 Tax Levy for 2014 Budget — Set Hearing Date. November 19, 2013 was set as the public hearing date on the 2013 Tax Levy for the 2014 Budget at the regular City Council meeting. N. Garrison Glen Final Plat - Approve. The Mayor signed and approved the final plat mylar for Garrison Glen. OTHER BUSINESS A. Mill Creek Neighborhood Historic District Nomination. Resolution - Adopt. Toni Azzoli, Neighborhood Programs Coordinator discussed the nomination. She highlighted the boundaries and noted that this would be the first Historic District nomination in south King County. She added that there are 77 homes participating in the project and the area was originally platted in 1890. She displayed photos, highlighted what types of homes they were, and discussed the original owners of the homes. Councilmember Perry communicated that this item was passed in the Economic and Development Committee by a vote of 2-0 because one member wasn't at the meeting. She stated there was no controversy, but put it on the agenda to introduce the district to the public. Councimember Thomas confirmed that the age of a home to be deemed historic is 40 years according to the King County Landmark Commission. Councilmember Ralph thanked Toni and the neighborhood for their work. Mayor Cooke inquired about the City's responsibilities if this passes through King County and Julie replied that the City would need to decide what the regulatory body will be when the historic designation is granted. She communicated that the 5 Kent City Council Minutes November 5, 2013 neighborhood council wants to establish a local group for control which would need to be adopted by the Council. Mayor Cooke discussed curbs, gutter and sidewalks and it was clarified that the neighborhood would need to establish their own guidelines through their committee. Councilmember Perry moved to adopt Resolution No. 1880, approving the nomination of the Mill Creek Historic District and authorizing the King County Historic Preservation Officer to process the nomination application pursuant to the Interlocal Agreement for Landmark Services to be paid for by the Mill Creek Neighborhood Council, seconded by Councilmember Boyce. Motion carried 6-0. BIDS There were no bids. REPORTS FROM STANDING COMMITTEES, STAFF AND SPECIAL COMMITTEES A. Council President. Council President Higgins pointed out that the next Council meeting is on November 19. B. Mayor. Mayor Cooke stated that the City received a letter from the Puget Sound Regional Council that noted the City has been awarded $221,750 in federal transportation funding for the James Street Bicycle Corridor. She said she attended a U.S. Immigration Services swearing in ceremony for 33 people from 19 different countries at the Kent Library. She communicated that she also met and spoke to three high school principals from Argentina who were interested in how the City works with the Kent School District to promote learning. Additionally, she said Kent hosted the Diversity Network which promotes the connection between employers and people with different abilities and disabilities. She highlighted that 11 of the 12 homes that housed 70 sex offenders have complied with the City's ordinance and are now sex offender free. She thanked Acting City Attorney Pat Fitzpatrick for his work on that item. Mayor Cooke continued and said she attended a meeting of the Horseshoe Bend Solutions Team led by the U.S. Army Corps of engineers. She noted that the team is working on a report containing solutions to the Horseshoe Bend Levy and is comprised of members of the Muckleshoot Tribe, Puget Sound, Department of Fish and Wildlife, Department of Ecology, and herself. She noted that the report that comes from this group will be a part of the system-wide framework for the entire waterway. C. Administration. Tom Brubaker, Interim Chief Administrative Officer announced there would be an executive session concerning Labor Negotiations as authorized per RCW 42.30.140(4). D. Economic & Community Development Committee. Councilmember Perry discussed the next Economic and Community Development Committee meeting on November 12 at 6:30 p.m. She added that there would be a public hearing on the Downtown Subarea Action Plan. No report. G. Public Safety Committee. No report. H. Public Works Committee. Councilmember Albertson said the meeting last night concerned movement on the eastside of the 224th corridor and the letters are going out concerning LID 363. She said the Council will need to look at it to ensure there is a contingency plan in case the funding doesn't come through. The next meeting of the Public Works Committee is on November 18 at 4:00 p.m. and there is an additional meeting in December. I. Regional Fire Authority. Councilmember Thomas stated that the Regional Fire Authority meets tomorow at Station 78. RECESS At 5:51, Mayor Cooke announced a two minute break. At 5:53, Mayor Cooke reconvened the regular meeting. EXECUTIVE SESSION At 5:53 p.m., Mayor Cooke announced that the Council would recess into an Executive Session for ten minutes to discuss labor negotiations, per RCW 42.30.140 (4)(a). At 6:01 p.m., the Executive Session concluded and Mayor Cooke reconvened the regular meeting. ADJOURNMENT The meeting adjourned at 6:03 p.m. Ronald F. We will present a brief overview of the adopted 2014 budget to frame the discussion. 1 11/6/2013 The 2014 Adopted Budget The gross total operating budget for 2014 is $213,064,987. This amount is reduced by the operations of the internal service funds and transfers between funds for a net total operating budget of $ 161 ,385,335. This net number is $2.2 million less than the adopted 2013 operating budget. :4 Proposed Adjustments to 2014 Operating Budget Refinements to the adopted 2014 Operating Budget total an overall reduction of $ 1 ,091 ,055.
