The regular meeting of the Kent City Council was called to order at 7:00 p.m. by
Mayor Cooke. Councilmembers present: Albertson, Harmon, Higgins, Perry, Raplee,
and Thomas. Councilmember Ranniger was excused from the meeting. (CFN-198)
CHANGES TO THE AGENDA
A. From Council Administration, Staff. (CFN-198) Public Communications
Item F was added to the agenda.
B. From the Public. (CFN-198) Public Comment Items A, B, and C were added at
the request of members of the audience.
PUBLIC COMMUNICATIONS
A. Public Recognition. (CFN-198) No public recognition was given.
B. Community Events. (CFN-198) The opening of the Morford Family Carousel, the
Magic Strings Concert, the Thunderbirds schedule, and the ShoWalk at ShoWare were
announced.
C. 2010 Local Government Conservation Award. (CFN-155) Higgins announced
that the City of Kent has been awarded the 2010 Local Government Conservation
Award by the King Conservation District, and explained that the KCD assists the City
in getting grants for parks and public works projects.
D. Green Business of the Year Award. (CFN-155) Gina Hungerford announced
that REI has been selected as Green Business of the Year for the third time in four
years. She explained their program and Mayor Cooke presented the award to a
representative of the company.
E. Kenton Firs Neighborhood Council Recognition. (CFN-1304) Toni Azzola
updated the Council on the activities of various neighborhood councils and introduced
members of the Kenton Firs Neighborhood Council.
ADDED ITEM
F. Economic Development Report. (CFN-198) Kurt Hanson introduced Joshua
Hall and gave an update on their economic development efforts including the
Highlands Landfill redevelopment, the City Center garage, the ShoWare marquee, and
the FAA headquarters.
PUBLIC COMMENT
A. Youth Programs. (CFN-198) Stephanie Paladino, 12520 SE 225 Court,
explained that six months ago, under the supervision of Barry Fretwell, she and
other teens formed a non-profit organization for youth by youth called Project Youth.
She said their vision is to have a place where teens can go to get involved in the
community through vocational programs, recreational programs and leadership
experiences. She outlined some of their activities, and requested cooperation from
the City.

B. 2011 Budget. (CFN-186) Bailey Stober, 24911 38th Avenue South, voiced
concern about executive salaries and said the transportation impact fee will keep
businesses away. He said youth programs and human services are needed, and
suggested that the City stop spending.
C. Youth Programs. (CFN-198) Leslie K. Hamada, 28026 189th Avenue SE,
explained a Police Activities League boxing program for youth, and noted that
although most factors are in place, assistance with insurance coverage is needed.
Hodgson noted that staff is aware of the program and is investigating options.
CONSENT CALENDAR
Perry moved to approve Consent Calendar Items A through T. Thomas seconded and
the motion carried.
A. Approval of Minutes. (CFN-198) Minutes of the regular Council meeting of
November 2, 2010, were approved.
B. Approval of Bills. (CFN-104) Payment of the bills received through October 15
and paid on October 15 after auditing by the Operations Committee on November 2,
2010, were approved.

C. Excused Absence for Councilmember Ranniger. (CFN-198) An excused
absence from tonight's meeting for Councilmember Ranniger, was approved.
D. 2010 Annual Docket Report. (CFN-961) The 2010 Annual Docket Report was
approved. In accordance with 12.02.025 Kent City Code (KCC), Planning Services
coordinates on an annual basis a list of suggested changes to the comprehensive plan
and development regulations and recommends to the City Council which items are
appropriate for consideration in various review cycles.
E. Kenton Firs Neighborhood Council Resolution. (CFN-1304) Resolution
No. 1836 recognizing Kenton Firs as a Neighborhood Council was adopted.

F. Bulletproof Vest Partnership Award. (CFN-122) The Bureau of Justice
Assistance Bulletproof Vest (BVP) grant in the amount of $7,202.52 was accepted, the
Mayor was authorized to establish the budget, expend the funds, and to sign all
necessary documents.
G. Washington Traffic Safety Commission Grant (CFN-122) The Washington
Traffic Safety Commission grant in the amount of $10,300 was accepted, the Mayor
was authorized to establish the budget, expend the funds and to sign all necessary
documents. The grant will provide officer overtime funding to conduct high visibility
enforcement traffic safety emphasis patrols in support of Target Zero priorities.
H. Seattle Police Department Interagency Agreement. (CFN-122) The Kent
Police Department was authorized to receive reimbursement funds for overtime not to
exceed $5,000 from the Seattle Police Department. Kent Police Department officers
will work with the multi-jurisdictional task force to implement a coordinated approach
to reducing crime and related activities perpetrated by identified criminal gangs in hot
spot emphasis areas.
I. Corrections Facility Food Services Agreement Amendment. (CFN-122) The
Mayor was authorized to sign the First Amendment to the Corrections Facility Food
Services Agreement, subject to final approval of terms and conditions by the City
Attorney.
J. Corrections Facility Medical Services Agreement Amendment. (CFN-122)
The Mayor was authorized to sign the Third Amendment to the Corrections Facility
Medical Services Agreement, subject to final approval of terms and conditions by the
City Attorney.
K. Chelan County Inmate Housing Agreement. (CFN-122) The Mayor was
authorized to sign the Interlocal Agreement between the City of Kent and Chelan
County and all other related documents for the housing of inmates in the Chelan
County Regional Justice Center, subject to final approval of terms and conditions by
the City Attorney.
L. Winterfest Tree Lighting Firework Display Permit. (CFN-122) The Fire
Marshal was authorized to issue a public firework display permit for the Kent
Winterfest Tree Lighting.
M. 2010 Citywide Large Culvert Pipe Cleaning. (CFN-1038) The 2010 Citywide
Culvert Pipe Cleaning project was accepted as complete and release of retainage to
Olson Brothers Excavating Inc., upon standard releases from the state and release of
any liens. The original contract amount was $941,547.80. The final contract amount
was $918,861.90.
N. 2"d Avenue Sidewalk Improvements (Gowe-Saar). (CFN-1038) The 2nd
Avenue Sidewalk Improvements (Gowe-Saar) project was accepted as complete and
release of retainage to Road Construction, Inc., upon standard releases from the state
and release of any liens. The original contract amount was $335,944.28. The final
contract amount was $322,473.59.

O. South 228th Grade Separation at Burlington Northern Railway. (CFN-1269)
The South 228th Grade Separation at Burlington Northern Railway project was
accepted as complete and release of retainage to Rodarte Construction, upon
standard releases from the state and release of any liens was authorized. The original
contract amount was $9,238,945.29. The final contract amount was $10,405,432.41.
P. Alaskan Copper & Brass Bill of Sale. (CFN-484) The Bill of Sale for the
Alaskan Copper & Brass project, permit #2090575, for 2 gate valves, 1 hydrant, and
143 linear feet of waterline, 1 sanitary sewer manhole, and 48 linear feet of sanitary
sewer line, 900 linear feet of frontage improvements, 9 catch basins, and 181 linear
feet of storm sewer line was accepted.
Q. Sheridan Residence Bill of Sale. (CFN-484) The Bill of Sale for the Sheridan
Residence (Permit #2092553) for 1 sanitary sewer manhole and 236 linear feet of
new street was accepted.
R. Sophia Glenn Plat Bill of Sale. (CFN-484) The Bill of Sale for Sophia Glenn Plat
(permit #2070516) for 1,180 linear feet of new street, 525 linear feet of frontage
improvements, 10 storm sewer manholes, 18 catch basins, 99,570 cubic feet of
detention pond storage, and 3,267 linear feet of storm sewer line was accepted.
S. TAF Academy Bill of Sale. (CFN-484) The Bill of Sale for the TAF Academy
project, permit #2101095, for 1 gate valve, and 419 linear feet of waterline was
accepted.
T. King County Metro Sanitary Sewer Pass-Through Rate Increase Ordinance.
(CFN-110/178) Ordinance No. 3980 amending Section 7.04.280 of the Kent City
Code to increase the sewer rates set forth therein was adopted. King County will
increase its sewer rate starting January 2011. Including applicable utility tax, the rate
will increase by 9.2% per month ($4.20 King County increase and associated $.25
utility tax increase) per residential equivalent. Commercial and industrial sewer rates
will also be increased by 9.2% per month from $6.44 per 100 cubic feet to $7.03 per
100 cubic feet.
OTHER BUSINESS
A. Storm Drainage Utility. Defer Annual Rate Increase. (CFN-110) CAO
Hodgson explained that the Storm and Surface Water Utility System charges are
scheduled to increase annually on January 1s' of each year until January 1, 2014,
and that the proposed ordinance would defer the increase scheduled to occur on
January 1, 2011 and delay implementation of each subsequent increase by one year,
pushing out the final scheduled increase to January 1, 2015. Public Works Director
Tim LaPorte explained that the City is able to hold the storm utility rates to the 2010
level and still accomplish the work plan for 2011. He responded to questions from
Council members regarding a bond sale which would be required to complete the
identified storm water utility projects in 2011, and explained that the commercial
business rates are based on the residential rate.

Raplee moved to adopt Ordinance No. 3981 deferring all storm and surface water
utility system charges for one year, delaying the scheduled January 1, 2011, increase
to January 1, 2012. Harmon seconded and the motion carried.
REPORTS
A. Council President. (CFN-198) Perry asked Council members who are interested
in serving on the committee which will be looking at proposals for the Kent City
Center garage to contact her.
B. Mayor. (CFN-198) The Mayor distributed to Council members copies of the
Regional Transit Task Force report to the King County Committee of the Whole, copies
of an article she and Seattle City Council member Tom Rasmussen wrote about the
King County Metro transit policy, copies of the Expert Review Panel Findings and
Overall Themes on the Eastside Corridor Tolling Study, and copies of Street
Maintenance Utility Technical Paper, and commented on each.
C. Operations Committee. (CFN-198) Thomas reported on his attendance at the
South King County Area Transportation Board and Regional Fire Authority meetings.
D. Parks and Human Services Committee. (CFN-198) Albertson noted that the
next meeting will be at 5:00 p.m. on November 18.
E. Economic & Community Development Committee. (CFN-198) Perry noted
that the next meeting will be at 5:00 p.m. on December 6, and that there was a good
turnout at the last meeting for the discussion of DCE height limits.
F. Public Safety Committee. (CFN-198) No report was given.
G. Public Works Committee. (CFN-198) Raplee noted that the only meeting in
December will be at 4:00 p.m. on December 6, and Harmon thanked the Public Works
Director for handling a Safe Walking Routes to School situation on 248cn
H. Administration. (CFN-198) CAO Hodgson pointed out that the Council meets
only once in December and that the meeting will be on December 14. He said the
2011 budget will be on the Operations Committee agenda on December 7 and will
come to the full Council on the 14.
Deputy City Attorney Fitzpatrick announced that the City will receive a check in the
amount of $419,495 from King County for storm water management fees in the
Panther Lake annexation area.
