KENT March 21, 2006
WASHINGTON
The regular meeting of the Kent City Council was called to order at 7:00 p.m. by Mayor Cooke.
Councilmembers present: Clark, Harmon, O'Brien, Rarmiger, Raplee, Thomas and Watson.

CHANGES TO THE AGENDA
A. From Council, Administration, or Staff. (CFN-198) Interim CAO Hodgson added Legislative
Report to Public Communications.
B. From the Public. (CFN-1000) Construction concerns were voiced by Teddy Waldrip, 25224
45th Place So. Community Development Director Satterstrom agreed to speak with him about the
issue.
PUBLIC COMMUNICATIONS
B. Community Events. (CFN-198) Councilmember Thomas announced the Kiwanis Wine, Dine
and Clap Your I lands event on April 8 and the Senior Spring Breakfast on April 15.
C. Kentridae and Kent-Meridian High Schools Sister School Presentation. (CFN-155)
Certificates and pins were presented to Japanese high school students from Tokyo and Hiroshima
who are attending Kent-Meridian and Kentridge High Schools.
D. Employee of the Year. (CFN-147) Mayor Cooke introduced the Employee of the Year,Ray
MacPherson,Network Specialist in the Information Technology Department.
E. Introduction of Appointee. (CFN-174) The Mayor introduced Alan Gray, her appointee to the
Land Use and Planning Board.
ADDED ITEM
F. Legislative Report. (CFN-198) Doug Levy gave a brief synopsis of what happened during the
recent Legislative session and how it affects the City of Kent.
G. Mayor's State of the City Address. (CFN-198) Mayor Cooke gave her first State of the City
address.
CONSENT CALENDAR
RANNIGER MOVED to approve Consent Calendar Items A through K. Clark seconded and the
motion carried.
A. Approval of Minutes. (CFN-198) The minutes of the regular Council meeting of March 7, 2006
were approved.
B. Approval of Bills. (CFN-104) Numbers were not available for approval.

C. King County/King Conservation District Project Funding Agreement for Riverview Park
Habitat Restoration Project. (CFN-1038) The Mayor was authorized to sign the Project Funding
Agreement with King County in the amount of$10,000, and to direct staff to accept the grant and
establish a budget for the funds to be spent within the Riverview Park Habitat Restoration Project.
D. Mapcon Mapping, Inc. Contract. (CFN-1038) The Mayor was authorized to sign the Consult-
ing Agreement with Mapcon Mapping Inc. for new aerial photography.
E. 2005 Consolidated Annual Performance and Evaluation Report. (CFN-118) Submission of
the 2005 Consolidated Annual Performance and Evaluation Report to the Department of Housing and
Urban Development was authorized.
F. Shipping Containers in Residential Districts Ordinance. (CFN-131) Ordinance No. 3792,
amending Chapter 15 of Kent City Code to conditionally allow the placement of cargo containers in
residential zoning districts, as recommended by the Planning & Economic Development Committee
was adopted.
G. Walker Business Plaza II Bill of Sale. (CFN-484) The Bill of Sale for Walker Business Plaza
II submitted by WFT Company Two, LLC was accepted.
H. Gage's Grove Bill of Sale. (CFN-484) The Bill of Sale for Gage's Grove submitted by Gage's
Grove, LLC was accepted.
I. Van Doren's North Bill of Sale. (CFN-484) The Bill of Sale for Van Doren's North submitted
by Tarragon-Van Doren's North, LLC was accepted.
J. Land Use and Planning Board Appointment. (CFN-174) The Mayor's appointment of
Mr. Alan Gray to serve as a member of the Kent Land Use and Planning Board was confirmed. He
will replace Elizabeth Watson and his appointment will continue until 12/31/2006.
K. Centennial Center Renovation Project. (CFN-318) The Centennial Center Renovation of
Public Works Engineering was accepted as complete.
BIDS
A. S. 228`h Military Road Widening—Phase 2. (CFN-1269) The bid opening for this project was
held on March 14, 2006, with four bids received. The low bid was submitted by Scarsella Brothers in
the amount of$2,993,985.25. The Engineer's estimate was $2,979,070.00. Public Works Director
Blanchard explained the project and why it is unique. RAPLEE MOVED to award the S. 228th
Military Road Widening—Phase 2 project to Scarsella Brothers in the amount of$2,993,985.25.
Harmon seconded and the motion carried.
REPORTS
Mayor. (CFN-198) Mayor Cooke reported on her recent trip to the NLC Conference in Washington
DC, and on the H2O Festival at Highline Community College.
Operations Committee. (CFN-198&186) Clark noted the Finance Director had given a quarterly
report today and said that finances are stabilizing.

Public Safety Committee. (CFN-198&122) Thomas reported that the Committee recently dis-
cussed funding for bullet-proof vests.
Public Works. (CFN-198&171) Raplee encouraged citizens to participate in an on-line survey
regarding transportation.
PlanninjZ and Economic Development Committee. (CFN-198&377) Harmon noted that the
Committee has discussed the comprehensive plan amendments, and that they will meet again at
4:00 p.m. on April 3rd.
Parks and Human Services Committee. (CFN-198&118) Ranniger announced that the Parks
Department was one of 100 cities across the nation to receive the REI donation, and that the Parks
Department also won awards for the best poster and best brochure at the recent NW Festival awards.
Administrative Reports. (CFN-198&239) Hodgson reiterated that there will be a 15-minute
Executive Session dealing with property negotiation, with no action expected.
REPORTS FROM SPECIAL COMMITTEES
Harmon announced that the Drinking Driver Task Force will hold a Town Hall meeting on March 28
regarding curbing underage drinking and invited those interested to participate. (CFN-122)
EXECUTIVE SESSION
The meeting recessed into Executive Session at 8:20 p.m. and reconvened at 8:45. (CFN-198)
ADJOURNMENT
WATSON MOVED to adjourn at 8:45 p.m. Thomas seconded and the motion carried. (CFN-198)
