WASHINGTON May 18,2004
The regular meeting of the Kent City Council was called to order at 7:00 p.m. by Mayor Pro Tern
Peterson. Councilmembers present: Clark,Harmon,Ranniger,Raplee,Thomas and White.

CHANGES TO AGENDA
B. From Council.Administration,or Staff. (CFN-198) CAO Martin noted the addition of
Executive Session Item A.
PUBLIC COMMUNICATIONS
A. Economic Uudate. (CFN-198) Torgelson gave a brief update regarding ground breaking for
Kent Station and for the bridge over the Green River at 228th St.
CONSENT CALENDAR
CLARK MOVED to approve Consent Calendar Items A through B. White seconded and the
motion carried.
A. Approval of Minutes. (CFN-198) The minutes of the regular Council meeting of May 4,
2004 were approved.
B. Avoroval of Bills. (CFN-104) Payment of the bills received through April 30 and paid on
April 30 after auditing by the Operations Committee on May 5, 2004 was approved.

BIDS
A. Historical Museum Re-roof. (CFN-120) The bid opening was held on May 7,2004 with
five bids received. The apparent low bid was submitted by Diamaco in the amount of$42,253.57,
including Washington State Sales Tax (WSST). CLARK MOVED that the Mayor be authorized
to enter into an agreement with Diamaco in the amount of$42,253.57 to complete the roof and
chimney repairs on the Kent Historical Museum. White seconded and the motion carried.

B. 2004 Asphalt Overlays. (CFN-103) The bid opening for this project was held on May 7,
2004,with 4 bids received. The low bid was submitted by ICON Materials in the amount of
$648,964.96. The Engineer's estimate was $795,312.35. WHITE MOVED to award the 2004
Asphalt Overlay contract to ICON Materials in the amount of$648,964.96. Clark seconded and
the motion carried.
C. SprinQbrook Creek Restoration Improvements. (CFN-1038) The bid opening for this
project was held on May 10, 2004,with 9 bids received. The low bid was submitted by Buckley
Nursery Co., Inc. in the amount of$252,621.09. The Engineer's estimate was $285,164.80.
WHITE MOVED that the Mayor be authorized to enter into the Springbrook Creek Restoration
Improvements contract with Buckley Nursery Co., Inc. in the amount of$252,621.09. Clark
seconded and the motion carved.
REPORTS
G. Administrative Reports. (CFN-198) Martin noted that the 20-minute executive session is in
regard to pending litigation, and that no action is expected.
EXECUTIVE SESSION
The meeting recessed to Executive Session at 7:08 p.m. and reconvened at 7:32 p.m. (CFN-198)
ADJOURNMENT
At 7:32 Harmon moved to adjourn. Thomas seconded and the motion carried. (CFN-198)
