A workshop on the 1997 Budget and Capital Facilities Plan was
held at 5: 30 p.m. Present: Councilmembers Bennett, Clark,
Epperly, Houser, Johnson, Orr and Woods. Approximately 15 people
were in attendance, including Mayor White, Chief of Staff McFall,
City Attorney Lubovich, Planning Director Harris, Public Works
Director Wickstrom, Police Chief Crawford, Fire Chief Angelo,
Finance Director Miller, and Information Services Director Spang.
Finance Director Miller explained the property tax allocation,
the local sales tax distribution, and the City's General Fund
expenditures and revenues. Other items she discussed include the
assessed valuation, new construction, building permits, property
tax rates and sales tax informaation.
Miller noted that no increase in taxes is proposed and explained
the proposal to balance the budget. She outlined the Capital
Facilities Plan and explained the projects which will be done if
funds are available. She explained the Street Fund forecast,
revenues and expenditures, the Water Capital Plan, and the
Sewerage and Drainage Funds. She also outlined current and
future bond issues.
Miller recommended holding a public hearing on the Capital
Facilities Plan on September 17th, a workshop on the Budget on
October 15, a public hearing on the Budget in early November, and
adoption of the Budget on November 19 .
Miller then answered questions from Council regarding furniture
for outlying buildings, remodel of the Police Department
Administration Section and Corrections Facility, and the East
Hill and North Benson Fire Stations.
The meeting adjourned at 6: 35 p.m.
