SPECIAL MEETING
Proper legal notice having been given , this special meeting of
the Kent City Council was called to order at 7 : 00 p .m by Mayor
Pro Tem White . Present: Councilmembers Houser, Johnson, White
and Woods , City Attorney Driscoll and Public Works Director
Wickstrom.
It was noted that the purpose of the meeting was to consider
adopting Ordinance 2701 , confirming the final assessment roll
for LID 318 .
Wickstrom noted in a memo to the Council that assessment items
# 34 & 35 , property owned by Michael Carpinito , were classed
as open space farm and agricultural , a tax exempt classification .
The assessments for these properties were� therefor, included in
the City ' s obligation , shown as assessment item # 53 . Mr . Car-
pinito has submitted proper documents to the City to waive his
exemption .
Wickstrom also noted that in reviewing the costs of this project,
it was found that payment had not been made for acquisition of
one section of right-of-way in the amount of $7100 . Upon his
recommendation, Johnson MOVED to transfer $7100 from the completed
street fund to the LID 318 project fund for right-of-way acquis-
tion . Woods seconded and the motion carried .
Johnson MOVED for the City to accept Carpinito ' s waiver of ex-
emption, and to reduce the City ' s assessment ( #53) by $27 , 487 . 92
and to adopt Ordinance 2701 , confirming the final assessment roll
for LID 318 . Houser seconded and the motion carried .
The meeting was adjourned at 7 : 05 p .m.
( Councilmember Dowell , who arrived a few minutes late , pointed
out that he would not have taken part in any action , since he
owned property contained within the LID)
