A special meeting of the Kent City Council was called to order at
4: 00 p.m. by Mayor Kelleher. Proper legal notice of the meeting
has been given . Present : Councilmembers Biteman , Dowell , Houser ,
Johnson and Woods , City Administrator McFall , Acting City Attorney
Williamson and Public Works Director Wickstrom. Councilmembers
Bailey and White were not in attendance . Also present : P. Stephen
DiJulio of Roberts & Shefelman. Approximately 10 people were at
the meeting.
Ilayor Kelleher noted that the meeting is being held to decide whether
or not to approve the draft agreement between King County and the
City of Kent concerning the use of King County Solid Waste Disposal
Facilities . McFall noted that Steve DiJulio has negotiated this
agreement with King County on behalf of the City of Kent and that
he would present the contents of the agreement with the results of
the negotiations .
DiJulio distributed copies of the agreement , along with copies of
a memorandum from Ron Main to the King County Council which summarizes
the agreement . He briefly went through the changes which had been
made to the prior draft and noted that the City would have until
March 31 , 1988 to terminate the agreement and remove the City from
the County system. DiJulio recommended approval of the agreement
on the basis that it preserves all the options for the City of Kent
for a 15-month period and it provides a location for City of Kent
garbage on January 2 without resorting to litigation or intergovern-
mental conflict.
JOHNSON MOVED for the adoption of Ordinance No . 2691 authorizing an
interlocal agreement with King County concerning the use of King
County Solid Waste Disposal Facilities . Biteman seconded. Dowell
submitted a memo regarding the agreement and Kelleher noted that it
would be made a part of the record. The motion carried with Council-
member Dowell voting no .
WOODS MOVED to adjourn at 4: 25 p .m. Houser seconded and the motion
carried.
