HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 01/14/1986 C� rr January 14 , 1986 SPECIAL MEETING Proper legal notice having been given, a special meeting of the Kent City Council was called to order at 5 : 00 p.m. Present: Councilmembers Bailey, Biteman, Houser, Johnson, White and Woods, City Attorney DiJulio and Lyle Price of the Kent News Journal. COUNCIL VACANCY Council President Johnson asked for ideas on how to proceed in the selection of a new councilmember to fill the vacancy. It was suggested that three- minute interviews be held with the candidates for the vacant council position. It was determined that formal questions would not be asked, but that candidates could each make a statement, and all could be interviewed in one hour. Upon questions from the Council , DiJulio determined that tonight ' s special meeting could be continued to Friday, January 17 at 6: 00 p.m. He pointed out that an executive session could be called to review the qualifications of candidates but that action, such as narrowing the field or reaching a consensus, had to be done at an open public meeting. DiJulio advised that the Council ' s choice was not restricted to those who had expressed interest in filling the vacancy, but that any such appointment must be done at an open public meeting. He explained the procedure required to nominate a candidate by motion during an open council meeting. It was determined that the candidates be called and that appointments be set up with four candidates scheduled for each 15-minute block. The City Clerk volun- teered to call the candidates. ( It was later deter- mined that since the special meeting on Friday would be open to the public, that it would be open also to all candidates, therefore the candi- dates should be advised that the meeting would start at 6 : 00 p.m. so they could attend the entire meeting if they so desired. ) It was suggested that candidates who were not available for Friday ' s meeting, could be interviewed at the regular meeting on Tuesday, January 21 . After some discussion it was concluded that the Council did not anticipate having an executive session at the special meeting on Friday, but asked that the subject of filling the vacancy be placed as the last item on the agenda for the - 1 - January 14, 1986 COUNCIL VACANCY regular meeting of Tuesday, January 21. At this time an executive session could be called to dis- cuss the qualifications of the applicants, before acting on this agenda item. SPECIAL MEETING BAILEY MOVED to have the City Clerk notify the applicants for the City Council vacancy of the special meeting to be held at 6: 00 p.m. on Friday, January 17 , 1986 in the Kent City Council Chambers. Biteman seconded and the motion carried. ADJOURNMENT At 6: 00 p.m. WHITE MOVED to recess this meeting until Friday, January 17, 1986. Woods seconded and the motion carried.
