Regular meeting of the Kent City Council was called to order at 7:00 o'clock p.m.
by Mayor Hogan. Present: Mayor Hogan, Councilpersons Bailey, Biteman, Johnson,
Kelleher and Woods, City Administrator Cushing, City Attorney DiJulio, Planning
Director Harris, Public Works Director Wickstrom and Finance Director McCarthy.
Councilmembers Leahy and White were not in attendance. Also present: Assistant
City Administrator Webby. Approximately 20 people were in attendance at the
meeting.
PROCLAMATIONS National Historic Preservation Week. A proclamation was
read by Mayor Hogan declaring the week of May 12-18, 1985
as National Historic Preservation Week in the City of Kent
with the theme for Preservation Week being "THE ACTION'S
BACK ON MAIN STREET".
CONSENT CALENDAR JOHNSON MOVED that the Consent Calendar Items A through N
be approved, Biteman seconded. Motion carried.
MINUTES (CONSENT CALENDAR ITEM 5A)
Approval of Minutes. APPROVAL of the minutes of the regular
Council meeting of April 15, and Special Meetings of April 22
and April 29, 1985.
WATER (CONSENT CALENDAR ITEM 5K)
East Hill Well Company Agreement. AUTHORIZATION for the
Mayor to sign an Agreement as corrected with the East Hill
Well Company under which the City will acquire the water
system.

ZATION for the Mayor to sign the amendments of the Inter-
governmental Agreement as recommended by the Public Works
Committee.
STORM DRAINAGE (CONSENT CALENDAR ITEM 5M)
Storm Drainage Utility. ADOPTION of Ordinance No. 2559
authorizing the sale of bonds and establishing interim
financing for the Drainage Utility projects, as approved by
the adoption of the Master Plan.
ANNEXATIONS (CONSENT CALENDAR ITEM 5H)
Ryan No. 3 Annexation. ACCEPTANCE of the 75 percent petition
for the Ryan No. 3 Annexation and authorization for the
City Engineer to file a Notice of Intent with the King
County Boundary Review Board.
(CONSENT CALENDAR ITEM 5I)
Moore Annexation. AUTHORIZATION to set May 20, 1985 as the
date for public hearing to consider annexation of approxi-
mately 2.76 acres located in the vicinity of the northwest
corner of Military Road and Reith Road.

ANNEXATIONS (CONSENT CALENDAR ITEM 5J)
LeBlanc Annexation. ACCEPTANCE of the 10 percent Notice of
Intent for Annexation and authorization to set June 3 as
the date for Council to meet with the initiators.
ALLEY VACATION (CONSENT CALENDAR ITEM 5E)
Alley Vacation. ADOPTION of Ordinance No. 2557, vacating
a portion of an alley between South Bridges Street and
South Central Avenue, located south of Willis Street (appli-
cation of Southland Corporation, relating to Southland
Rezone, Ordinance 2505 for the 7-11 store).
BUSINESS LICENSES (CONSENT CALENDAR ITEM 5F)
Massage Parlor Licensing. ADOPTION of Ordinance 2558
relating to the licensing of businesses, amending Chapter
5.28, Kent City Code, to revise the regulations applicable
to massage businesses and operators.
POLICE (CONSENT CALENDAR ITEM 5D)
Drinking Driver Task Force. ACCEPTANCE of a donation of
$125 from Miller Brands, Inc. to the Drinking Driver Task
Force fund.
CITY HALL (CONSENT CALENDAR ITEM 5C)
Lighting Modification - City Hall. ACCEPTANCE as complete
of the Heutmaker contract for the lighting modification
to City Hall and authorization for payment of same.
ARTS COMMISSION (CONSENT CALENDAR ITEM 5G)
Arts Commission Appointment. CONFIRMATION of the Mayor's
appointment of Connie Huzar to the Arts Commission to fill
the unexpired term of Maureen Curran to October 1987.
REZONES Rent Meadows Rezone No. RZ-85-1. The Kent Meadows Rezone
application for a reclassification of a 3.31 acre site from
R1-7.2, Single Family Residential to MR-G, Garden Density
Multi Family Residential, was heard by the Hearing Examiner
on March 20, 1985. The applicant, Condominium Builders,
is proposing the construction of 40 multifamily units located
on the south side of S.E. 248th Street, approximately 600
feet east of 104th Avenue S.E. The Examiner has recommended
approval with conditions. JOHNSON MOVED that the recommend-
ation of the Hearing Examiner be approved and the City
Attorney be instructed to draft the necessary ordinance,
Woods seconded. Motion carried.
Menses Rezone No. RZ-85-2. The Meneses Rezone application
for a reclassification of a 1.94 acre site from R1-7.2,
Single Family Residential to MR-G, Garden Density Multi

REZONES Family Residential, was heard by the Hearing Examiner on
March 20, 1985. The subject property is located at 11003
S.E. 248th Street. The Examiner has recommended approval
with the condition that the highest density permitted shall
not exceed 12 units per acre. JOHNSON MOVED that the
recommendation of the Hearing Examiner be approved and the
City Attorney be instructed to draft the necessary ordinance,
Woods seconded. Motion carried.
PERSONNEL Reclassification Recommendations/Merit Pay Plan. Review
of the recommendations was conducted at the Finance/Personnel
Committee meetings of April 1 and 30, 1985. The Committee
has recommended approval of the salary reclassification
proposals and the Law Department Merit Pay Plan as pre-
sented in the Council packet. BAILEY MOVED to approve the
position salary adjustments listed in Appendix A of the
Staff Recommendations, Johnson seconded. Biteman expressed
concerns over some of the elements in the reclassification
procedure, noting that he had discussed these inequities
with the Personnel Director. He noted that he would not
vote against the motion but asked that in the future more
attention be paid to making equitable decisions. The motion
carried. BAILEY MOVED to approve Ordinance No. 2560 of the
City of Kent, Washington providing for implementation
of a merit pay plan for Assistant City Attorneys, Johnson
seconded. Motion carried.
FINANCE (CONSENT CALENDAR ITEM 5B)
Approval of Bills. APPROVAL of payment of the bills received
through May 6 after auditing by the Finance Committee at
its meeting at 4:00 p.m. on May 15, 1985.
(CONSENT CALENDAR ITEM 5N)
LID 300 - Segregation Request. ADOPTION of Resolution
No. 1061 directing the Supervisor of Treasury Accounting
to segregate an assessment levied under LID 300. This
request of Elizabeth Stewart, Escrow Officer, was approved
at the Council meeting of April 15, 1985.
ECONOMIC Brotherton-Pleas - Economic Development Corporation Appli-
DEVELOPMENT cation. This hearing was scheduled in conformance with
CORPORATION Internal Revenue procedures governing issuance of Industrial
Revenue Bonds. The Brotherton-Pleas application for issu-
ance of industrial revenue bonds for $1,000,000 was con-
sidered and approved by the City of Kent Economic Develop-
ment Corporation at its regular meeting on Thursday, May 2,
1985.

ECONOMIC The public hearing was opened by Mayor Hogan. The Clerk
DEVELOPMENT noted that no correspondence had been received and there
CORPORATION were no comments. BAILEY MOVED to close the public hearing,
Johnson seconded. Motion carried. BAILEY MOVED to adopt
Resolution No. 1059 approving the proposal of the City of
Kent Economic Development Corporation to finance certain
industrial development facilities to be located in the City
of Kent (Brotherton-Pleas Application). Woods seconded.
Motion carried. BAILEY MOVED to adopt Resolution No. 1060
approving the issuance of industrial development bonds
by the City of Kent Economic Development Corporation for
$1,000,000, and approving Resolution No. 1985-23 of the
City of Kent Economic Development Corporation authorizing
the sale of the bonds to provide funds to finance certain
industrial development facilities for Brotherton-Pleas
in the City of Kent and related matters and approving execution
and delivery by the City of Kent Economic Development
Corporation of a Bond Agreement dated May 1, 1985. Woods
seconded. Motion carried.
COUNCIL Public Works & Planning. At the request of Councilmember
COMMITTEES Kelleher, Sarah Stiteler of the Planning Department reviewed
an ongoing program by the King County Landmarks Commission
to designate historic sites in King County to ensure pre-
servation. She noted that this does not cover such sites
within the City but that a list had been compiled by the
City in 1978 and 1979. She also noted that at the present
time there were no regulations to ensure preservation of
the sites so designated. She requested that the City
initiate an in-depth study to discover what the costs to
the City might be, the development of a preservation board,
time frames and City control. In accordance with her request,
KELLEHER MOVED that such a short term study be initiated,
Bailey seconded. Motion carried.
TRADE & Bailey expressed appreciation to all City employees who
INDUSTRY FAIR helped to make the City's participation a success at the
recent Trade & Industry Fair.
ADJOURNMENT WOODS MOVED that the meeting be adjourned at 7:15 p.m. ,
Biteman seconded. Motion carried. An executive session
followed immediately.
