HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 05/02/1983 Kent , Washington May 2 , 1983 Regular meeting of the Kent City Council was called to order at 7 : 00 o' clock p.m. by Mayor Hogan . Present : Mayor Hogan, Councilmembers Bailey , Biteman, B. Johnson, Kelleher , Leahy and Woods, City Administrator Cushing , City Attorney DiJulio, Planning Director Harris and Public Works Director Wickstrom. Councilmember J . Johnson was not in attendance . Also present : Personnel Director Webby, Finance Director McCarthy and Walt Ramsey of URS . Fourteen people were in attendance at the meeting. PROCLAMATION Mayor Hogan declared the month of May as Older Americans Month and noted that the Kent Senior Citizen Center will hold an Open House on the evening of May 17 . She presented the proclamation to representatives of the Kent Center . Mayor Hogan read a proclamation declaring the week of May 8 - 14 as Municipal Clerks Week and expressed the City' s appreciation to the City Clerk and her staff for outstanding public service . CONSENT B. JOHNSON MOVED that the Consent Calendar Items A CALENDAR through I be approved and that Item J be deleted . Woods seconded . Motion carried. MINUTES (CONSENT CALENDAR ITEM 5A) Approval of Minutes . APPROVAL of the minutes of the regular Council meeting of April 18 , 1983 . HEALTH & (CONSENT CALENDAR ITEM 5C ) SANITATION LID 296 - Orillia Utilities - Ordinance . ADOPTION of Ordinance 2400 confirming the final assessment roll_ for LID 296 . The public hearing was concluded on April 18 . (CONSENT CALENDAR ITEM 5J ) King County Solid Waste Plan - Resolution. The City Attorney noted that the resolution to adopt the 1982 King County Comprehensive Solid Waste Managment Plan required some clarification and that it would be returned to the Council on May 1.6 . - l - May 2 , 1983 STREET (CONSENT CALENDAR ITEM 5G) VACATION Street Vacation - S . 202nd Street . ADOPTION of Ordinance 2402 vacating S . 202nd Street as approved on January 17 , 1983 . The conditions of approval have been fulfilled. Upon Biteman' s question, Wickstrom noted that this was an industrial site and the portion vacated was a "paper " street only. GARBAGE (CONSENT CALENDAR ITEM 5D ) General Disposal Contract and Ordinance . AUTHORIZATION for the Mayor to sign an addendum to the contract with General Disposal adding two new levels of garbage service , providing for three yard and eight yard containers and changing the appropriate wording from rear load containers to detachable containers. ADOPTION of Ordinance 2401 amending Ordinance 2365 , as previously amended by Ordinance 2392 to address the above changes . BOARD OF (CONSENT CALENDAR ITEM 5H ) ADJUSTMENT Board of Adjustment Appointment . CONFIRMATION of the Mayor ' s appointment of Christi Hauser to the Board of Adjustment to replace Dan Rowley. This term will expire March 15 , 1986 . CITY ATTORNEY (CONSENT CALENDAR ITEM 5I ) Public Defender Contract . AUTHORIZATION for the Mayor to sign an agreement with the law offices of Loren D. Combs for indigent defense representation for the remainder of 1.983 and for 1984 . This matter was discussed at the April 18 workshop. PARKS & (CONSENT CALENDAR ITEM 5E ) RECREATION Municipal Golf Course Parking Lot and Green River Bike Trail . ACCEPTANCE of project as complete and authorization to pay retainage after receipt of releases from the State . CITY POLICY (CONSENT CALENDAR ITEM 5F ) LID Financial Assistance Policy. ADOPTION of Resolution 993 setting forth City policy under which LID Financial Assistance will. be provided . This matter was introduced at the Council meeting of April 18 , and further discussed at the April 25 workshop. 2 - i i May 2 , 1983 PLANNING Planning Department - Fee Changes - Ordinance. DEPARTMENT Changes to certain land use application fees was discussed at the City Council workshop on April 25 . The changes include: 1 . The fee for preparing view graphs to be set at a $10 flat fee, rather than the current $6 plus tax fee . 2 . The Zoning Permit fee be changed from $15 to $25 as approved in the 1983 Budget . 3 . A fee of $100 to be set for the new Binding Site Plan application. B. JOHNSON MOVED to adopt Ordinance 2403 amending Ordinance 2171, as previously amended by Ordinances 2178 and 2249 , amending the fees as listed, Bailey seconded . Kelleher noted that the Public Works and Planning Committee had discussed this matter and recommended against increasing the fees. He stated that although the increases were small , that the City should try to keep all rates as low as possible and not raise fees unless absolutely necessary. The motion to adopt Ordinance 2403 resulted in a tie, with B. Johnson, Bailey and Leahy voting in favor and Kelleher , Woods and Biteman voting against it . Mayor Hogan voted in favor and the motion to adopt Ordinance 2403 increasing the fees as described, carried. ZONING CODE Codification of the Kent Zoning Code - Ordinance . The City Attorney has prepared an Ordinance to make the Kent Zoning Code a part of the Kent City Code . B. JOHNSON MOVED to adopt Ordinance 2404 amending Ordinance 1827 , as previously amended providing for the Zoning Code to be included in the City Code and establishing a new title - Title 15 for this purpose, Leahy seconded. Motion carried. COUNCIL Parks Committee . Bailey noted that an article in COMMITTEES the Green River Community College publication featured Councilmember Judy Woods . He complimented Dr . Woods on her academic achievements and her involvement in community affairs, noting that the Council was proud to have her as a colleague. I� 3 - May 2 , 1983 COUNCIL Bailey pointed out that Barney Wilson had recently COMMITTEES been named as the Outstanding Parks Director of the Pacific Northwest and commended Wilson on behalf of the Council for his contributions to the City of Kent . FINANCE (CONSENT CALENDAR ITEM 5B) Payment of Bills. APPROVAL of payment of the bills received through May 3 , 1983 after auditing by the Finance Committee at its meeting at 4 : 00 p.m. on May 13 , 1983 .
