Regular meeting of the Kent City Council was called to order at
7 :00 o ' clock p.m. Present: Mayor Hogan, Councilmembers Bailey,
Biteman, B. Johnson, J. Johnson, Kelleher and Leahy, City
Administrator Cushing, City Attorney DiJulio, Planning Director
Harris, Public Works Director Wickstrom and Finance Director McCarthy.
j Councilperson Woods was not in attendance. Also present: Administra-
tive Assistant Webby, City Treasurer Drotz, and Helen Adams of the
Parks Department. Approximately 20 people were in attendance at
i the meeting.
CONSENT J. JOHNSON MOVED that the Consent Calendar Items A
CALENDAR through E be approved, Biteman seconded. Motion
carried.
MINUTES (CONSENT CALENDAR ITEM 5A)
Approval of Minutes . APPROVAL of the minutes of the
regular Council meeting of December 20, 1982.
WATER (CONSENT CALENDAR ITEM 5D)
i Keyes Agreement. AUTHORIZATION for the Mayor to sign
an agreement allowing Robert Keyes to construct a
residence in close proximity to the Kent Springs
Transmission Main.
The property owners wish to construct a residence in
the vicinity of 16457 - 104th Avenue S .E. Inasmuch
as the proposed sewer line and foundation for the
residence will be in close proximity to the Kent
Springs Transmission Main, the agencies issuing the
necessary permits have required the City to approve
said construction. This agreement has been prepared
by the City Attorney and the Public Works Committee
has recommended approval.
Ranney Well Test Drilling Bids . The bid opening for
this roject was scheduled for December 30, 1982, and

s were received. The Public Works Direc

distributed a bid tabulation and, upon his recommenda-
tion B. JOHNSON MOVED that the bid in the amount of
$38, 277.12 submitted by Armstrong Drilling be accepted
and the contract awarded. Leahy seconded. Motion
carried.
DRAINAGE (CONSENT CALENDAR ITEM 5E)
Green River Management Agreement. AUTHORIZATION for
the Public Works Director to represent Kent in pre-
paration of the Green River Management Agreement.

DRAINAGE At the September 7, 1982 Council meeting, authoriza-
tion was given for Kent to participate in the develop-
ment of the Green River Management Study. It is
recommended that the Public Works Director act as
Kent' s representative in the development of this
agreement.
TRAFFIC (CONSENT CALENDAR ITEM 5C)
CONTROL Transportation Study. APPROVAL of Wilsey & Ham Change
Order in the amount of $18, 368 and AUTHORIZATION to
transfer $15, 000 from completed Storm Drainage Project
funds .
Wilsey & Ham, the consultants working on the Trans-
portation Study, have submitted a change order
originally in the amount of $59, 750. After negotia-
tions with the Public Works Director, this change
order has been reduced to $18, 368. The Public Works
Committee has recommended approval of this reduced
change order and the transfer of $15, 000 from completed
Storm Drainage Project funds to the Transportation
Study. This change order includes two meetings with
the Council for completion of the project. However,
it is proposed to transfer additional funds to allow
for further meetings as required by the Council at
the rate of $200 - $400 per meeting.
FINAL PLAT _YT_IT Final Plat (SU-81-3) . At the request of Public
W orks Director Wickstrom, B. JOHNSON MOVED to hold
over consideration of the YTH Final Plat until the
matter of availability of sanitary sewer service is
resolved. Leahy seconded. Motion carried.
PARKS & Bids Municipal Golf Course Parking Lot Development.
RECREATION Bid opening was held December 22, i982 with seven
bids received. Upon the recommendation of the Parks
Director and ORB, Councilperson BAILEY MOVED that
the Municipal Golf Course Parking Lot Development
Contract, including two alternates, be awarded to
Jensen Sand & Gravel , Inc. in the amount of $64, 242.66
plus State sales tax. B. Johnson seconded. Motion
carried.
Upon Biteman ' s question, Helen Adams described the
areas to be paved and noted that the required planter
strips would also be included. It was determined
that the alternates, consisting of $20, 000, would
provide for paving of two dike areas . Bailey noted
that this was part of the long range park plan and
pointed out that this was an enterprise account.

MIDWAY Cushing noted that EPA had retained a firm to start
LANDFILL the testing and sampling at the Midway Landfill
starting on January 6, 1983 and that the Seattle-King
County Health Department would be the lead agency.
FINANCE Utilities Late Charge. Leahy noted that Ordinance No.
2389 had been prepared amending the section of Ordinance
No. 2371 relating to adding a $5.00 fee to a utility
account if it becomes necessary to mail out a past
due reminder for a delinquent account. He pointed
out that the Finance Committee had discussed this at
the December 30, 1982 meeting after citizens had com-
plained that prior notification of such a charge had
not been given. The Committee has recommended that
the $5 .00 charge not become effective until the next
billing cycle, for which "final notices" for December
will be mailed on January 24. It was also pointed out
that any customers who had already paid the $5.00
charge would receive a credit for this amount. Upon
B. Johnson ' s question, it was determined that the
proposed ordinance provides for a special mailing to
give notice of this $5 . 00 charge to all utility
accounts .
BAILEY MOVED to adopt Ordinance No. 2389, J. Johnson
seconded. Mr. Miller of 24704 - 43rd Avenue S . ques-
tioned the date of the mailing of his last bill and
it was determined that the bills were mailed on Decem-
ber 27, not December 23 . Mr. and Mrs. Rust of 8619
S . 218th objected to a $5 .00 late charge on a $9.00
utilities bill. It was determined that the late charge
was a flat fee and not a percentage of the bill.
DiJulio explained that the State law provides that
bills become delinquent after 21 days and that Kent
has been operating under this law for more than 20
years. He noted that the only thing different is that
now there will be a $5. 00 charge to help defray the
City' s cost for the extra notice. Bailey commented
that there were a surprising number of delinquent
accounts each month which required notification.
Biteman noted that it was recognized that adequate
notice should be given and further suggested that
the bills might include an extra line to show the
addition of the $5 .00 late charge and showing the date
that the bill would automatically be increased by $5.00.
The motion to adopt Ordinance 2389 carried unanimously.

Payment of Bills . APPROVAL of payment of the bills
received through January 4, 1983 after auditing by the
Finance Committee at its meeting at 4 p.m. January 14,
1983 .

COUNCIL B. Johnson noted that Cushing would arrange another
class with Jim Rosenzweig for the Council.
COUNCIL Finance & Personnel. Leahy noted that guidelines
COMMITTEES were to be developed for expenditures from the
capital projects fund and asked input on this subject
be directed to Cushing.
Parks Committee. Bailey noted that the Parks Committee
would meet on January 21 , 1983 at 3 : 30 p.m. in the
2nd Floor Conference Room.
Public Works Committee. Kelleher noted that the
Public Works Committee would meet Tuesday, January
4, 1983 at 3 : 00 p.m. in the Engineering Conference
Room.
Public Safety Committee . J. Johnson noted that he
would contact the committee members to arrange a
meeting.
ADJOURNMENT B. JOHNSON moved that the meeting be adjourned at
7 : 20 p.m. , Leahy seconded. Motion carried.
