December 20 , 1982
Regular meeting of the Kent City Council was called to order at
7 : 00 o'clock p.m. by Mayor Hogan . Present: Mayor Hogan, Council-
persons Bailey, Biteman, B. Johnson, J. Johnson, Kelleher, Leahy
and Woods, City Administrator Cushing, City Attorney DiJulio,
Planning Director Harris , Public Works Director Wickstrom and
Finance Director McCarthy. Also present: Administrative Assistant
Webby, Police Chief Skewes, Parks Director Wilson and URS repre-
sentative Abed. Approximately 15 people were in attendance at
the meeting.
CONSENT B. JOHNSON MOVED that the Consent Calendar Items
CALENDAR A through W be approved, Leahy seconded. Motion
carried.
MINUTES (CONSENT CALENDAR ITEM 5A)
Approval of Minutes. APPROVAL of the minutes of
the regular Council meeting of December 6, 1982.
WATER (CONSENT CALENDAR ITEM 5N)
Transfer of Funds. AUTHORIZATION to transfer
$424 , 000 from the unencumbered balance of the
Water Fund to the Water Construction Fund-1981,
for the first year capital improvement projects.
Part of the capital improvement program for the
first year included transferring $450, 000 from
the unencumbered Water Fund to the Water Construc-
tion Fund-1981. Since $26, 000 was previously
budgeted, only $424,.000 needs to be allocated.
The unencumbered Water Fund currently has a balance
of $766 , 899 . The $450, 000 together with the
4 . 8 million dollars from the bond sale gives a
total of $5 , 105, 000 for the first year capital
improvement projects. The Public Works committee
has approved this transfer.
(CONSENT CALENDAR ITEM 50)
Purchase of Fluoride. AUTHORIZATION for the
Public Works Director to sign a one-year agreement
with Van Waters and Rogers (VWR) for the purchase
of fluoride for the City water supply. Kent is
currently purchasing fluoride on a monthly basis
in Seattle at a cost of 90(� per pound with the
City crew going into Seattle to pick up the fluoride.
We are currently purchasing one and one-half to two
tons per month. VWR has indicated we could purchase

WATER the fluoride from them at a cost of approximately
82�� per pound if Kent would execute a one-year
contract with them. While the price would be
subject to change, VT9R has indicated they would
guarantee to meet any price we might obtain that
might be lower than they offer. The Public Works
Committee recommends the Public Works Director be
authorized to sign the agreement.
(CONSENT CALENDAR ITEM 50)
Armstrong Springs Well Design. AUTHORIZATION for
the Mayor to sign contract with URS for the design
of the Armstrong Springs Well . The contract, based
on time and expenses is not to exceed $47 , 000.
URS was chosen on the basis of a request for pro-
posals approximately a year ago to design the Soos
Creek Well and the Armstrong Springs Well. This
contract is the second portion of the original
proposal. The Public Works Committee has reviewed
the request and recommends the Mayor be authorized
to sign the contract.
STREETS (CONSENT CALENDAR ITEF 5P)
LID 291. ACCEPT as complete the contract for Land
Construction for construction of LID 291 and re-
lease of retainage after receipt of the necessary
releases from the State.
Street Sweeping Contract. Bid opening was scheduled
for December 17 with two bids received. The Director
of Public Works has reviewed the bids received. It
is recommended that the Contract be awarded to the
low bidder, Sanco Northwest Lot Services, for the
bid amount of $31 , 564 . 32 . LEAHY MOVED that the
1983 Street Sweeping bid be awarded to Sanco North-
west Lot Services at $31, 564 . 32 . Kelleher seconded.
Motion carried.
STREET (CONSENT CALENDAR ITEM 5C)
VACATIONS Street Vacation. ADOPTION of Resolution 983 setting
a public hearing for the January 17, 1983 Council
meeting on the petition filed by the First Church. of
the Nazarene to vacate a portion of Cedar Street.

VACATIONS Street Vacation. ADOPTION of Resolution 984 setting
a public hearing for the January 17 , 1983 Council
meeting on the petition filed by Pembrook Management
Inc. for the vacation of a portion of South 202 St.
(CONSENT CALENDAR ITEM 5W)
Street Vacation - Contemporary Structures . ADOPTION
of Resolution 986 setting a public hearing for
January 17 , 1983 to consider whether the process
for the vacation of a portion of Southeast 260
should be continued.
CABLE TV (CONSENT CALENDAR ITEM 5E)
CATV Service Contract. AUTHORIZATION for the Mayor
to renew the contract with 3-H Management and Con-
sultants, Inc . for the period of January 1, 1983
through December 31 , 1983. This matter was discussed
at the workshops of November 22 and December 13 .
RAILROADS (CONSENT CALENDAR ITEM 5M)
South 180th Street Improvement - Agreement with
Burlington-Northern. AUTHORIZATION for the Mayor
to execute an agreement with Burlington Northern
for the improvement of the South 180th Street Crossing.
POLICE (CONSENT CALENDAR ITEM 5F)
Contract, 1983 King County District Court Filing Fees.
AUTHORIZATION to accept the King County Proposal to
increase the court filing fees for 1983 from $19 . 25
per case to $20 .75 per case. This matter was discussed
at the December 13 workshop.
(CONSENT CALENDAR ITEM 5R)
1983 Labor Agreement - Police Clerks . AUTHORIZATION
for the Mayor to sign the labor agreement between
the City and the United Steelworkers of America
Local 1088 representing Police Clerks . The labor
agreement is effective between January 1, 1983 and
December 31, 1983 and was discussed with the Mayor
and Council on December 13 , 1982.
(CONSENT CALENDAR ITEM 5U)
Police Explorers Resolution. ADOPTION of Resolution
985 recognizing the Kent Police Explorers Post No.
298 as an organization volunteering assistance to the
Kent Police Department.

POLICE (CONSENT CALENDAR ITEM 5V)
1983 Contract Between Kent and Seattle/King County
Health Department. AUTHORIZATION for the Mayor to
sign the 1983 contract for $3 , 300 for Jail Medical.
Services. This was discussed at the Public Safety
meeting on December 9.
Jail Project Coordinator Position. Upon the recom-
mendation of the City Administrator and the Finance
Committee, LEAHY MOVED that the position be funded
through February 7 , 1983 , Kelleher seconded. Motion
carried.
FIRE (CONSENT CALENDAR ITEM 5G)
Fire District 37 - Addendum to Contract. AUTHORIZA-
TION for the Mayor to sign an addendum to the con-
tract with KCFD 37 covering the use of additional
revenue of $376, 000 generated from the increased
property tax levy. The funds will be utilized for
hiring twelve new firefighters for StationS72 and
77 . This matter was discussed at the December 13
workshop.
PERSONNEL (CONSENT CALENDAR ITEV 5S)
1983 Labor Agreement - Maintenance Workers . AUTHOR-
IZATION for the Mayor to sign the labor agreement
between the City and the Teamsters Union Local 117
representing Maintenance Workers. The labor agree-
ment is effective between January 1, 1983 and
December 31, 1983 and was discussed with the Mayor
and Council on December 13 , 1982 .
HISTORIAN (CONSENT CALENDAR ITEM 5H)
City Historian. CONFIRMATION of the Mayor ' s appoint-
ment of Mrs. Ed Reiten as City Historian.
REZONE (CONSENT CALENDAR ITEM 5I)
Howard Rezone. ADOPTION of Ordinance 2385 approving
the Howard Rezone. The Hearing Examiner recommended
approval of the rezone with conditions and the Council
concurred at the meeting of November 1, 1982 . The
Director of Public Works has determined that the con-
ditions have been fulfilled.
FINAL PLAT (CONSENT CALENDAR ITEM 5J)
YTH Final Plat (SU-81-3) . The YTH Final Plat has been
received by the Planning Department and is in compliance

FINAL PLAT with the subdivision code. It is reauested that
a public meeting be held before the Council on
January 3 , 1983 for the Final Plat to be approved,
disapproved or returned to the applicant for modifi-
cation or correction.
LICENSES (CONSENT CALENDAR ITEM 5T)
Merchant Patrol Licensing. ADOPTION of Ordinance
2387 , and the summary thereof, repealing Kent
Ordinance 1693 (codified as 5. 22 in the Kent City
Code) and adopting King County Ordinance 1888
(codified as 6 . 24 in the King County Code) . This
ordinance provides for King County to license
merchant patrol operations in Kent and provides
for a contract with King County covering these
services . (The Public Safety Committee has recom-
mended approval and this matter was considered at
the November 22 Council workshop. )
FINANCE (CONSENT CALENDAR ITEM 5K)
Write-Off of Accounts Receivable. AUTHORIZATION
to write-off certain Fccounts receivable over one
year old, as recommended by the Finance Committee.
(CONSENT CALENDAR ITEA 5B)
Approval of Bills . APPROVAL of payment of the bills
received through December 17 , after auditing by the
Finance Committee at its meeting at 4 : 00 P.M. on
December 30 , 1982.
BUDGET (CONSENT CALENDAR ITEM 5L)
Final 1982 Budget Adjustments . ADOPTION of Ordinance
No. 2386 establishing the final budget adjustment
amounts for 1982 .
1983 Budget. Public hearings on the 1983 City Budget
and on the Federal Shared Revenue Funds were con-
ducted on December 6. The Council met several times
at Budget workshop sessions to finalize the budget.
B. JOHNSON MOVED to adopt Ordinance 2388 adopting
the City Budget for 1983, Leahy seconded. B. Johnson
commended the staff for the excellent job done on a
very difficult budget. Motion carried.
WESTERN Mayor Hogan noted that according to a news release,
PROCESSING Western Processing was still on the EPA list of
hazardous chemical dump sites.

COUNCIL Upon the recommendation of the City Administrator,
B. JOHNSON MOVED that no Council workshop be held
on December 27 , 1982, J. Woods seconded. Bailey
extended Seasons Greetings to all staff members
and City employees on behalf of the Council .
Motion carried.
ADJOURNMENT B. JOHNSON MOVED that the meeting be adjourned at
7 : 07 p.m. , Biteman seconded. Motion carried.
