Regular meeting of the Kent City Council was called to order at
8 : 00 o 'clock p.m. by Mayor Hogan. Present: Councilpersons Bailey,
Carey, J . Johnson, Masters, McCaughan and Mooney, City Administra-
tor Cushing, City Attorney Mirk, Planning Director Harris .:nd
Public Works Director Wickstrom. Councilperson B. Johnsoii was
not in attendance. Also present : Parks Director Wilson and URS
representative Abed. Approximately 10 people were in attendaric.f:
at the meeting.
COUNCIL Resignation. A letter was read from Council-
person Carey announcing his resignation from
the Council effective July 7 , 1980 . McCAUGHAN
MOVED to accept the letter_ with reluctance,
Mooney seconded. Motion carried. It was
noted that application forms for the posiAon
will be available from the City Clerk anti
must be returned by 5: 00 o ' clock p.m. on Thurs-
day, June 19 . On June 23 the Council wi:i..l
review the applications . At 7 : 00 o ' clock
p.m. on June 30 the Council will interview
the finalists and will make their appointment
at the July 7 , 1980 Council meeting .
CONSENT ITEMS C and D relating to the Hearing Ez mi.ner
CALENDAR were removed from the Consent Calendar at:. the
request of City Attorney Mirk in order that.
they might be reviewed by the Council at the
workshop on June 9 , and Item H, Lower Mill
Creek Detention Basin, was removed from the
Consent Calendar at the request of Council-
person Masters in order that it might be voted
upon separately. McCAUGHAN MOVED that Consent
Calendar Items A, B, E, F, G and I be approved ,
Mooney seconded . Motion carried.
MINUTES (CONSENT CALENDAR ITEM 5A)
Approval of Minutes . APPROVAL of the minutes
of the regular meeting of May 19 , 1980 with
the following ADDITION:
"Kent Estates Plat. MOONEY MOVED to adopt
Resolution No. 893 setting the public hearing
date of June 16 , 1980 to consider the vacation
of the Kent Estates Plat, J . Johnson seconded.
Motion carried. "

STREETS LID 294 - Guiberson Street Improvements (S .
Van de Vanter Avenue to 850 feet East) . The
bid opening on this project was on May 23 ,
1980 and four bids were received as follows:

have been reviewed and determined to be accu-
rate and in accordance with the recommendation
of the Public Works Director, MASTERS MOVED
that the low bid of Lakeside Industries in
the amount of $18 , 281 . 74 be accepted for the
LID 294 project, Guiberson Street improvements .
Mooney seconded. Motion carried.
1980 Asphalt Paving Projects (S . 222nd, Smith
St. and N. Summit Avenue, S . 196th, 100th S .E. ,
86th Avenue S . , S . 228th, Woodland Way, and
Lake Fenwick Road S. The bid opening was held
on May 21 , 1980 for this project and five bids
were received as follows :

McCAUGHAN MOVED that the low bid of M. A. Segale
in the amount of $70 ,116.00 be accepted for the
1980 Asphalt Paving Projects, in accordance with
the recommendation of the Public Works Director.
Masters seconded. Motion carried.

WATER (CONSENT CALENDAR ITEM 5F)
LID 302 (Rose Avenue Water Main. ) ADOPTION . of
Ordinance No. 2230 creating LID 302 for water
mains on Rose Avenue (79th Avenue S . ) from S .
262nd to S . 266th. The public hearing was held
on May 19 , 1980 .
Water Conservation_ordinance No. 2227 Veto
Ordinance No. 2227 establishing rules for
rationing water during a water shortage and
establishing penalties for violations %as
passed on May 19 and vetoed by Mayor Hogan
on May 20th. Copies of the veto jne.ssa� 'e ha-,Te
been distributed. CAREY MOVED to make the
veto message a part of the record, J. Johnson
seconded. Motion carried. CAREY MOVED th,:,It
Ordinance No. 2227 be adopted over the Mayor' s
veto, McCaughan seconded. Motion carried
with J. Johnson voting nay.
- Water Supply and Demand. The Mayor noted that
the Public Works Director had reviewed the cur-
rent water supply and demand situation at the
May 12 , 1980 workshop. At that time he reported
the current supply at 8 . 6 million gallons per
day, estimated demand at 14 . 5 mullion gallons
per day, and potential supply at 16 . 7 mil:aion
gallons per day . In light of the uncertainty
of supply meeting or exceeding the peak demand,
Wickstrom had recommended that the City Council
consider allowing only those developments which
could provide an offsetting water supply to the
City system but that the Council had declined
to accept this recommendation.
STREET Portion of Helen Street (Lamar Strain Request) .
VACATION On May 5 , 1980 the Council adopted Resolution
No. 892 which set this date for a public bear-
ing on Lamar Strain' s request for vacation of
a portion of Helen Street. The Planning Depart-
ment has recommended approval.
Bailey asked that he be excused from participat-
ing due to his long friendship with the appli-
cant. MOONEY MOVED to excuse Bailey. Masters
seconded. motion carried. The public hear-ing
was opened by Mayor Hogan. There was no corres-

STREET pondence. Lamar Strain noted that he was
VACATION interested in platting the parcel and was
advised to contact the Plannina Department
directly. In response to a question from
the audience, Harris clarified that the street
vacation covered only that portion -unning
through Str_ain ' s Addition. There were ::o
further comments and MOONEY MOVED that the
hearing be closed, Carey seconded. Motion
carried. MOONEY MOVED that the Helen Street
vacation application be approved, with the
right to exercise and grant easements in re-
spect to the described vacated land and for
the City Attorney to be authorized to draft
the necessary ordinance. Carey secondea.
Motion carried.
ANNEXATION (CONSENT CALENDAR ITEM 5G)
Dean Johnson Annexation. AUTHORIZATION is
given for the proponents of the Dean Johnson
Annexation to circulate a petition for annex-
ation . The initiators of the annexation were
to meet with Council at the workshop on May
27 , 1980 but no one appeared.
PRELIMINARY Foster. A letter was presented to the Council
PLAT from Jones & Associates, Inc. requesting that
the public hearing be reopened on the Foster
Preliminary Plat because the DOT will not
approve the access between SR 516 and Willis
Street. MASTERS MOVED to accept the letter,
Mooney seconded. Motion carried. Mr. Ulett,
representing Jones & Associates, Inc. , requested
that the public hearing be held on June 16 ,
1980 . Wickstrom and Mirk clarified that notice
of the public hearing would have to be given
to all interested parties in accordance with
the provisions of the Subdivision Code. CAREY
MOVED that the public hearing be held on July
7 , 1980 , McCaughan seconded. Motion carried.
ZONING CODE Proposed Amendment. A reauest to amend the
Zoning Code was presented by J. Johnson. He
Section 3 . 6 of the Code,
proposes to eliminate
High Density Multi-Family Residential (MR-H) ✓
(40 units per acre) , and to eliminate Section

ZONING CODE 3 . 5 relating to Medium Density Multi-Family
Residential (MR--M) (23 units per acre) and
further to amend Section 3 . 4 . 5.C, Garden
Density Family Residential (PAR-G) to allow
only 12 dwelling units per acre instead of
sixteen. Johnsen cited his reasons for the
requested changes were because of the water
situation , the matter of public safety with
regard to the impact of high density zoning
on the Police and Fire Departments , and the
effect on the' life style of residents o`
these units with high density zoning. J.
JOHNSON MOVED that the matter be referred
to the Planning Commission , Bailey seconded.
Motion carried.
LOWER MILL (ITEM 5H REMOVED FROM CONSENT CA ,ENDAR)
CREEK DETENTION At the May 27, 1980 workshop mesrt-�,rs of the
BASIN Council discussed the design of the Lower
Mill Creek Detention Basin . The original
design which incorporates the artist ' s features,
as well as an alternate design eliminating
the artist ' s features , were presented . Council
members present concurred that the design should
incorporate the artist ' s features and that no
alternate design should be prepared. Authori-
zation is now requested for the Public Works
Department to proceed with the design of the
Lower Mill Creek Detention Basin restricting
it to one design incorporating Bayer ' s artistic
features . CAREY MOVED to approve item 5H as
requested, Bailey seconded. Masters stated
that she would vote against the motion because
she did not agree with incorporating the earth-
works into the detention basin project. Motion:
carried, with Masters voting nay.
INTERIM Valley Studies Final EIS . Harris noted that the
PLANNING Final EIS for the Valley Studies program was
PROGRAM originally scheduled to be prepared by the
Planning Department but that due to the large
number of complex responses received for the
draft EIS it would be necessary to have someone
else prepare it. He noted that Kramer, Chin
and Mayo, who had prepared the draft EIS , had
been contacted with regard to a proposal for

INTERIM doing the work. He asked that the Council
PLANNING give authorization for negotiations with
PROGRAM them to proceed, explaining that there
would possibly be some funds left over from
the draft EIS monies as well as in the
drainage study project. BAILEY MOVED to
authorize the Planning Department to negoti-
ate with Kramer, Chin and Mayo to prepare
the Final EIS, Carey seconded. Cushing
clarified that the proposal would be in the
neighborhood of $13 , 000 .00 and proLabl.y less.
Motion carried. McCaughan commended }he
Planning Commission on their work with re-
gard to hearings on the Valley Studies Program.
COUNCIL Parks Committee. Bailey noted that the Parks
COMMITTEES Committee would meet on Thursday morning,
June 5 , 1980 at 8 : 15 a.m.
SUBURBAN Cushing reported that the SMA would meet on
MAYORS June 4 at Longacres Race Track. He noted
ASSOCIATION that dinner was scheduled for 8 :00 p.m.
and that the first race was at 3: 45 p.m.
FINANCE (CONSENT CALENDAR ITEM 5I)
Consultant Selection Process . APPROVAL to
increase the limit beyond which the City
would be required to go through the proposal
process from $5 , 000 to $10 , 000 , as discussed
at the workshop of May 27 , 1980 .
International Systems , Inc. Grant Service.
A proposal by International Systems, Inc. to
contract with the City to secure grants was
discussed at the May 27 workshop. McCAUGHAN
MOVED that the Mayor be authorized to contract
with ISI for grant related services. Mooney
seconded. McCaughan rioted that the Council
had not seen the contract as yet and it was
determined that it was reviewed at the Finance
Committee meeting. Carey clarified that the
Finance Committee had looked at the contract
but were making no recommendation as it was
felt it should be considered by the Council
as a whole. Mirk determined that the contract
had been revised in accordance with his request
and that the Council would be furnished with a

FINANCE copy before it was signed. Masters stated
that she was against the motion in
light of the fact that Federal funds may
soon be cut., affecting all governmental
bodies . She also noted that the local situ-
ation may worsen with regard to the current
trend toward deferring payment of taxes .
Motion carried, with Masters voting no.
Loan from Current Expense to LID 294_ (Guibe -
son Street Improvements . ) A request has been
made for a temporary loan from the Current.
Expense Fund to LID 294 in the amount of
$25 ,000 . 00 at 8% interest. The loan would
be in lieu of arranging with a bank to holO
interest bearing warrants . The total.- esti-
mated LID costs and the amount of the prelimi-
nary assessment roll is $25 , 000 .00 and the
loan should not be for more than six months.
Interest is comparable to the rate which
would be paid on an investment of this dollar
amount for a 6 month period of time . CAREY
MOVED that the loan from Current. Expense to
LID 294 in the amount of $25 ,000 at 8% inte-
rest be approved , Masters seconded. Motion
carried .

Approval of Bills . APPROVAL of payment of
the bills received through June 3 , 1980 of"er
auditing by the T'inance Comm:Lttee at its
meeting to be held at 3 : 00 o 'clock p.m. on
Friday, June 13 , 1980 .
