January 2 , 1979
Regular meeting of the Kent City Council was called to order at
8 : 00 o'clock p.m. Present: Mayor Hogan, Councilpersons Carey,
B. Johnson, Just, Masters, and McCaughan, City Attorney Mirk,
Planning Director Harris, and Public Works Director Ulett.
Councilpersons Kitto and J. Johnson and Finance Director Winkle
were not in attendance. Also present: URS representative Ramsey
and Planning Commissioner Hamilton. Approximately 25 people were
in attendance at the meeting.
MINUTES McCAUGHAN MOVED that the minutes of the regular
meeting of December 18 , 1978 , be approved as
printed, Carey seconded. Motion carried.
PRESENTATION Mayor Hogan presented retiring City Admini-;;gyrator
JOE STREET Joe Street with a wall clock/plaque commemorating
his ten years of service to the city. Listed on
the plaque were the names of all of the elected
officials who had served during Street ' s years
with the city. Former Councilmen Jerome Barnier,
Harry Clements , Robert Lee and Larry Storment
were in attendance. Mayor Hogan, the former
councilmen and the present councilper OT)s earh
commented briefly on the many acccmp1iSh1M'1-1"
of Mr. Street. Mayor Hogan read Letter's from
former councilman Carl Pozzi and from Robert
Kitto who were unable to be present. Mr. Street
expressed his appreciation to the officials and
the staff, stating that he had enjoyed his posi-
tion with the city, and that he was confident that
the city would be pleased with his successor,
Richard Cushing.
REZONE Nelsen Expanded Rezone. On December 19 , 1978, the
Planning Commission held a public hearing on an
application filed by Frederick Thebert, Pete Lopez,
Audelio Diaz and Carmen Diaz for a rezone from R-1,
Single Family Residential to HC, Highway Commercial
zoning. The subject property contains approximately
1. 5 acres lying 350 feet east of Military Road S.
and 1500 feet north of the Kent-Des Moines Road.
It was noted that this parcel was discussed during
the council public hearing on December 18 entitled
Nelsen Rezone. The Mayor opened the public hearing.
There were no comments from the audience and no
correspondence. B. JOHNSON MOVED that the hearing
be closed, Carey seconded. Motion carried. MASTERS
MOVED that this application for a change of zone be
approved as recommended by the Planning Commission
and for the Attorney to draft the necessary ordinance,
McCaughan seconded. Motion carried.

REZONE Nelsen Rezone. On December 18 , 1978, the Council
continued this public hearing to tonight' s meeting
to allow time for the Planning Commission to con-
sider the R-1 pocket as a separate item, entitled
Nelsen Expanded Rezone. The Council also asked
that the City Engineer make recommendations to
the Planning Commission regarding the traffic pro-
blems relating to the. orginal Nelsen Rezone appli-
cation.
Mayor Hogan opened the continued public hearing.
It was noted that Wickstrom had recommended that
the city require that the applicant deed to the
city 15 feet along Military Road for the entire
length of the rezone so that the road could be
widened. Ruth Gross stated that this condition
was acceptable to the applicant. There were no
further comments or questions, and JUST MOVED to
close the hearing, B. Johnson seconded. Motion
carried. MASTERS MOVED to approve the rezone, with
the condition of the 15 ' dedication and for the
City Attorney to draft the ordinance. B. Johnson
seconded, motion carried.
FINAL PLAT Park Mar. The Final Plat of Park Mar has been
signed by the City Engineer and the Planning Director.
To comply with the Subdivision Ordinance regulations,
a hearing must now be held by the City Council and
the plat should be approved, disapproved, or returned
to the applicant for modification or correction.
Mayor Hogan opened the public hearing. There were
no comments from the audience and no correspondence.
B . JOHNSON MOVED that the hearing be closed, Carey
seconded. Motion carried. JUST MOVED that the final
plat of Park Mar be accepted with the conditions of
preliminary plat approval , McCaughan seconded. Motion
carried.
Kent Vista. The Final Plat of Kent Vista has been
signed by the City Engineer and the Planning Director.

FINAL PLAT received. B. JOHNSON MOVED that the hearing be
closed, Carey seconded. Motion carried. McCAUGHAN
MOVED that the final plat of Kent Vista be accepted
with the conditions of preliminary plat approval,
Just seconded. Motion carried.
HEALTH & LID 282 , West Valley Highway & Willis Street Area
SANITATION Sanitary Sewers (K-Mart Sewers) . The contractor,
Skip Jacobson Construction Co. , Inc. , has requested
a change order for the additional work associated
with relocating an existing water main and exploring
for the existing sanitary sewer. The request was
originally for $16 ,296. 01, but was reduced to
$13 , 550 . 74 after careful review by the Engineering
Department. The change order does include a $1,051. 50
credit to the City of Kent for work done by the City.
Upon the recommendation of the Public Works Committee,
McCAUGHAN MOVED that Change Order #3 in the amount of
$13 , 550. 74 be approved, Carey seconded. Motion
carried.
LID 282 . Skip Jacobson Construction Company has com-
pleted their work on LID 282 , West Valley Highway
and Willis Street Area Sanitary Sewers. Upon the
Engineering Department' s recommendation, B. JOHNSON
MOVED that the Skip Jacobson Construction Co. contract
for LID 282 be accepted as complete and the retainage
be released after receipt of the necessary documents
from the State, Carey seconded. Motion carried.
LID 282 . The contract is now complete and the total
costs have been tabulated so a hearing can now be
scheduled for the final assessment roll. CAREY MOVED
that the hearing be scheduled for February 5, 1979
for the final assessment roll for LID 282 , McCaughan
seconded. Motion carried.
201 Wastewater Facilities Plan. URS Company, the
Engineering Department, and Jim Harris of the Planning
Department discussed the 201 Wastewater Facilities
Plan. Changes were made to comply with the respective
Environmental Impact Statement. The Planning Depart-
ment now concurs with the plan and the revisions were
discussed at the last Public Works Committee meeting.

HEALTH & that the revised 201 Wastewater Facilities Plan be
SANITATION adopted. The City Attorney introduced Ordinance
No. 2138 adopting the plan. B. JOHNSON MOVED that
Ordinance No. 2138 be adopted, McCaughan seconded.
Motion carried.
METRO BUS A letter was read from Metro announcing that in
SCHEDULE September, 1979 certain changes would be made to
the bus schedule serving the Kent area. The Mayor
noted that she had a copy of the proposed changes
and would make it available for anyone interested.
MASTERS MOVED to make the letter a part of the
record, Just seconded. Motion carried.
WATER LID 286 , 76th Avenue S. Water Main (S. 208th to
LINE S. 194th) . In conjunction with LID 286 , the City
CROSSINGS made application for the water line permit to cross
the Burlington Northern and Chicago, Milwaukee, St.
Paul, and Pacific Railroad tracks. This was reviewed
at the last Public Works Committee meeting. The
Engineering Department recommends approval of the
crossings , which require the Mayor' s signature.
Authorization is also requested for a similar permit
for the water main in the vicinity of South 208th
and the Burlington Northern Railroad tracks. This
main was put in by a developer, but the transfer
of the permit to City ownership requires the Mayor' s
signature. MASTERS MOVED the Mayor be authorized
to sign the permits for crossing the railroad tracks
with water mains , Carey seconded. Motion carried.
CITY HALL Maintenance Contract for Heating and Air Conditioning.
AND LIBRARY Holiday Parks has agreed to continue their present
MAINTENANCE maintenance contracts for Kent City Hall and the
Library at the 1978 monthly rate of $326. 74 for
City Hall, and $263. 50 for the library. B. JOHNSON
MOVED that the Mayor be authorized to sign mainten-
ance contracts with Holaday Parks, Carey seconded.
Motion carried.
POLICE Regional Police Testing. The Kent Police Department
DEPARTMENT requests permission to enter into an agreement with
the Washington State Criminal Justice Training Com-
mission to utilize the King County entry-level test
for policemen. The estimated cost is $7 per person.
The Attorney has approved the contract as to form.
MASTERS MOVED that the Mayor be authorized to sign
this agreement, Carey seconded. Motion carried.

GARBAGE Interim Agreement. The City' s contract with General
CONTRACT Disposal Company expired on December 31, 1978 and
negotiations have been underway since December 31.
The proposed rates have been distributed to the
Council and it is recommended that these rates be
approved pending the final writing of the contract.
A full review of the proposed contract will be pre-
sented at the next workshop session. Upon questions
from the Council, Bill Hibler explained that the
rates proposed in the handout would be the amounts
paid for the service in January. CAREY MOVED for
the Mayor to be authorized to sign the extension
agreement with General Disposal, Masters seconded.

SHORELINE A letter was read from D. Mack, Office of Land Pro-
MASTER grams of the Department of Ecology noting that they
PROGRAM had reviewed Kent' s proposed amendment to the Shore-
line Master Program to designate a recently annexed
shoreline area along the Green River as Urban and
Conservancy environments.
The letter further notes that the Department concurs
with this designation for the portion known as the
"Briscoe Meander" but does not concur for the rest
of the shoreline segment. They suggest that the
remainder of the area should more properly be classi-
fied as Rural Environment. MASTERS MOVED to make
the letter a matter of record and to refer it to the
committee of the whole for future action, B. Johnson
seconded. Motion carried.
PRELIMINARY Maple Wylde. On December 19 , 1978, the Planning
PLAT Commission held a public hearing on the Maple Wylde
Preliminary Plat, a 4. 6 acre, 18-lot residential
subdivision lying west of 116th Avenue SE approximately
500 feet south of SE 227th Place. The Planning Com-
mission recommends approval with conditions. JUST
MOVED that the Council set a public meeting date for
January 15, 1979 , to consider adoption or rejection
of the Planning Commission' s recommendation on the
Maple Wylde Preliminary Plat. McCaughan seconded.

POLICE King County Alcohol Contract. The King County, Alco-
DEPARTMENT hol Contract has been received and referred to the
Police Department for confirmation. Authority is re-
Quested for the Mayor to sign after the Police
Department and City Attorney have approved. B. JOHN-
SON SO MOVED, Just seconded. Motion carried.
STREET A letter was read from Lois Nation asking about
LIGHTING activating the street lights in Kentridge Estates
Development #3. Mirk noted that the area was out-
side the city limits and Ulett reported that the
letter had been answered and Mrs. Nation had been
referred to the proper office of the county.
STREETS West Meeker Street and North Central Improvement
Projects. To clarify this item as it appeared on
the last Council agenda, Dames and Moore was authorized
to do soil investigation work for the following pro-
jects:
a) West Meeker Street/Kent-Des Moines Road Street
Improvement
West Valley Highway to the Green River Bridge
b) North Central Avenue Improvement
James Street to South 228th Street
The anticipated cost for each project is from $1,650
to $1, 800 .

No. 2139 be adopted, Carey seconded. Motion carried.
STREET Street Vacations - McConkey. Michael Bradley, agent
VACATION for Bob McConkey has been notified that the
filing fee of $150 will not be waived, since
that amount will be spent in holding and advertising
the required hearings. It is recommended by the City
Attorney that it "would not be equitable to require
payment of half of the appraised value" since these
streets exist as a result of an unrecorded plat. Mr.
Bradley has also been notified that the letters of
agreement from Burlington Northern and Union Pacific
have not been received and are necessary before furth-- r�
processing.

FINANCE JUST MOVED that the bills received through January
4 , 1979 and approved by the Finance Committee at
its meeting at 3 p.m. , January 15, 1979, be paid,
Carey seconded. Motion carried.
