September 26, 1977
Special meeting of the Kent City Council was called to order at 7:00 o'clock P.M.
Present: Mayor Hogan, Councilpersons Johnson, Just, McCaughan and Storment, City
Administrator Street, City Attorney Mirk, Director of Public Works Ulett.
Proper notice of the special meeting has been given by the City Clerk in accordance
with State statutes.
It was determined that the special meeting had been called for the following pur-
poses, in connection with the Drought Relief Program:
1) To consider awarding a contract for drilling two wells at the Kent
Springs site.
2) To consider awarding a contract for bypassing of the 114th Avenue Reservoir.
114th AVE. RESERVOIR BYPASS
The following proposals were received for the 114th Avenue Reservoir Bypass:

Como Contractors, Inc. $ 9,538.70
Coluccio Construction Co. 9,802.20
Bert Robison Construction 19,182.80
R. W. Scott Construction 35,614.66
Upon the recommendation of Administration, McCAUGHAN MOVED to accept the best bid
of Como Contractors, Inc. in the amount of $9,538.70, including tax. Storment
seconded. Motion carried.
WELL DRILLING AT KENT SPRINGS
Three proposals to drill two wells have been received as follows:

Storey & Armstrong $15,736.22 4 months
Richardson Well Drilling 16,894.57 45-60 days
Burt Well Drilling 20,240.59 20 days
Street noted that the proposals reflected the cost for EACH well. He stated that
the proposals conformed with the standards of the Federal Drought Agency of EDA,
and that agency has recommended that since the time factor is of utmost importance,
the bid of Burt Well Drilling is the best bid. It was noted that the wells must be
in service by April 30, 1978, and that the pumps cannot be ordered until the wells
have been drilled and tested. JOHNSON MOVED to accept the proposal of Burt Well
Drilling in the amount of $20,240.59 including tax, per well, as the best proposal,
considering the pertinent time factor. McCaughan seconded.
Upon McCaughan's question, Ramsey determined that Burt anticipated completing the
job three weeks from the starting date. Ulett clarified that financing would be
covered by the EDA grant of $102,000 and the EDA loan of $102,000 which were accepted
at the last Council meeting. Street determined further for McCaughan that this was
not a part of our last bond issue, and that the government will accept junior bonds
with low interest to cover the loan portion. Motion carried.
The special meeting was adjourned at 7:20 p.m.
