March 10, 1977
Special meeting of the Kent City Council was called to order at 5:10 p.m. Present:
Mayor Hogan, Councilpersons Carey, Kitto, Johnson, Masters, City Administrator Street,
City Attorney Mirk, and Public Works Director Ulett. Also present: Traffic Engineer
Olson.
It was determined that a quorum was present and that proper notice of this special
meeting of the Kent City Council had been given as required by State Statutes.
Street explained that the purpose of the special meeting was to consider two agreements
with the Burlington-Northern Railroad: 1) for the placement of rubber planking at the
Smith Street crossing, and 2) to remove the existing warning devices and replace them
with automatic flashing warning devices with cantilever arms and gates and motion
sensing devices. He noted that a price increase is expected for the rubber planking
and that it would be advantageous to deliver the signed agreements to the Railroad
tomorrow.
KITTO MOVED to authorize the Mayor to sign the agreement (Highway Form 140-044,
Project RRP-7000(6) ) with Burlington-Northern to remove the existing warning devices
at the Smith Street Crossing and replace them with automatic flashing warning devices
with cantilever arms and gates and motion sensing devices. Carey seconded. Motion
carried.
KITTO MOVED for the Mayor to be authorized to sign the agreement with Burlington-
Northern for the installation or rubber planking at the Smith Street Crossing, Carey
seconded. Motion carried.
JOHNSON MOVED to adjourn the special meeting, Masters seconded. Motion carried.
