M. , at the Council Chamber in the City Hall , at Kent , Washing- ton , be and tr-,e same id fixed as the time and place for hearing on the a.ssessinent roll for Local Improvement District ## 139 , for the improvement of Willis Street by grading and graveling the same from the east side of the N. P. Ry. Cots . right-of- way , to the west side of the P. S. E. Ry . Cots, right-of-way in -the saiA City. That the City Clerk be and is hereby directed to publish in the official newspalber of the City of Kent , notice thereof as required by law and the ordinances of the ,,aid City. RESOLUTION ## I40 IT IS RESOLVED BY THE CITY COUNCIL OF THE CITY OF KENT: That the Fourth day of August 1913 , at the hour of 8 o 'clock P. M. , at the Council Chamber in the City ,Hall , at Kent , Washing- ton, be and the same is fixed as the time and place for hearing RFC 143 on the assessment roll for Local Improvement Dist . # 140 , for the improvement of willis Street , Central Avenue and Russell Street , by grading and graveling the same. That the City Clerk be and is hereby directed to publish in the official newspaper of the City of Kent , notice thereof as required by lava and ordinances of the said City . The following form of contract submitted by the Water Comri;ittee for allowing; farmers on east hill to conect to the water P&-in was upon laotion adopted unani'Acusly: THIS AGREELIENT AND APPLICATION , between the undersigned residents of the East Hill in King County washington, outside the corporate lilydts of the City of Kent , and THE CITY OF KENT , WITNESSETH: That for and in consideration of the grant- ing to us by the City of Kent , the right and privilege of tapping; the water trkiin of the City of Kent , we do each for ourselves and ,jointly, agree to lay a 411 inch main at our own expense under the supervision of the City of Kent by its duly designated officer , and_ that the City shall have the option of taking over tree line at any time at a. IO�o per year depreciation of its cost . Water is to be measured through a comr[tn meter at the intake , aqd to be paid for at a price of $2 .25 per IOOO cu. ft . New consumers to be allowed to attach thereto at any time , the cost of which is to be apportioned to the cost of tree twin, and if at any time there is any disagreement between% the owners and those who wish to become consumers , or between the owners and the City of Kent , it isagreed that the City Council shall act as a board of arbitrat- ion and that its decision in the raa.tter shall be final. The payment for the use of the water shall be monthly , as provj ded by the ordinance of the City , and if not paid on or before the 2011 day of the month following the month for which paynierit is due a, penalty of IOep srla.11 be ,added thereto , and the water cut off until the same is paid, In consideration of the installation of this service , we promise and agree that any water rent due at any time shall be and become lien on the property served, and that we will conform to alll the ordinances and rules of the City of KPI_t re6ulation the use of water by meter so far as the same may apply. It is further provided and agreed that the City of Kent shall have the right and privelge at any time to shut off the water for anyrepairs or other work which riiay be necessary on the rein, and that the said water connection rtay be discontinued at any time the City Council Day desire. The City Clerk was instructed to right to the N. P. Ry. Co . , requesting that the bells be kept ringing while trains are being moved in the City. Upon motion the Council ciid then adjourn, City Clerk .
