Present : Councilpersons Baffaro, Johnson, Just, Kitto, McCaughan, Masters and Storment, City, Administrator Street, City Attorney mirk,, Planning Director Harris, Public Works Director Ulett, Finance Director Winkle . Also present: Fig-e Chief Foster, Parks Director Wilson, Grants Coordinator Kelley, Associate Planner Johns, Hill , Ingman & Chase repre- sentative Ramsey. Approximately 35 people were in attendance at the meeting. Motion carried . HEALTH & Wigton Addition Sewer - Proposed LID . SANITATION A petition containing 25 signatures has been received, requesting an LID for sewers in the proposed Star Lake School annexation area. It is suggested that the proposed project be known as the Wigton Addition Sewer, to avoid confusion with a previous project in the Star Lake area. JOHNSON MOVED that the petition for sewers be recorded a_-_-; per u to the Public Works Committee, Baff aro seconded . Motion carried . Sewer Rates . The City Attorney introduced Ordinance No . 1898, an ordinance amending Section 28 of Ordinance 1777 relating to charges for sewer service and repealing Section 29 of Ordinance 1777 . MASTERS MOVED that Ordinance No. 1898 ,be adopted, Johnson seconded . Motion carried., Garbage Rates . Ordinance No, 1899 was introduced by the City Attorney amending the garbage rates in accordance with the C1.ty ' s new con-cract, and amending Section 10 o.t Ord . 1639 . The City Attorney introduced Resolution No. 777 declar- ing the City ' s intent to create a local improvement district for 8 and 10 inch sanitary sewers on South 222nd Street from East Valley Highway to the Valley Freeway,, and setting the public hearing for March 3 , 1975 . STORMENT MOVED for the adoption of Resolution No. 777, Just seconded . Motion carried . It was noted that an ordinance providing for the City to utilize the King County Health Department to inspect and issue . septic tank permits will be presented to the Council on February 3 . january 20, 197-5, was receive ) from the RipleYs reyesting the Public Works Department to dwermine how the City can supply water to the Kent Scenic Park Plat area in the near future . it was noted that this property is part of the Drake/Ripley annexation and that the water will have to be extended in conjunction with the Drake development . jUST MOVED that the letter be answered by the Director of Public Worksr Stormant seconded . In accordance with the PLAT recommendations of the Public Works Direc- tor and the City Attorney, JUST MOVED to release the Kent Estates Plat Bond issued by General Insurance Company on May 28, 1968 in the amount of $35 ,000, Storment seconded . Motion carried . RAILROAD Burlington-Northern - South 259th Street CROSSINGS . Crossing. It was noted that King County has asked for Kent ' s opinion as to whether the Burlington-Northern railroad crossing at South 259th should remain open . The actual crossing is outside the City limits, but is adj'oi.ned by Kent on two sides , Ulett noted that the matter will be discussed at a Chamber of Commerce Streets and High- ways Committee meeting at 7 : 30 a.m. on Wednesday at the Coachman Restaurant . It was also pointed out by Ulett that King County had applied for funds through the new federal act to install gates on the crossing, and were funded for this project, after which the County received a letter from the Washington Utilities and Trans- portation Commission suggesting that the crossing be closed instead . Just noted that the City had discussed this matter in the past and saw no reason to close the crossing. Ulett explained that it was the State which was advocating the closure . McCaughan noted that since the crossing adjoins the City of Kent and is located within a prime industrial area, that the County and State should not be telling Kent that it should be closed . Upon McCaughan ' s question, it was noted that the property between the intersection and the City limits is railroad property, ano therefore is pri- vately owned . It was suggested that the matter be brought to the Public Works Committee next Monday night after the Chamber of Commerce Wednesday meeting. Ulett pointed out that the crossings in the area are Willis Street, South 259th, South 266th and South 277th. BIDS Smith Street. Public Works Director Ulett reported that a meeting would be held on Thursday morning with Mr . George of the Burlington-Northern and Mr. McCloud of the State regarding design work and estimates on the Burlington-Northern - Smith Street crossing. He noted that another meeting ,will be scheduled later. Motorola has submitted the only bid for radio monitoring and alarm equipment, to provide service for the Horseshoe Acres Sanitary Sewer Pump Station and the Aero Kent Pump Station . It was noted that the equipment is similar to that being installed for the Linda Heights Pump Station and South Central Storm Water Pump Station projects . Sixteen thousand dollars was budgeted for rs January 20 , 1975 BIDS this equipmentrr^ + --he Sewer Fund . STOZi✓iEI��T MOVED that the best bid of Motorola be accepted, in the amount. of $11 , 326 .07, which includes equipment, installation and sales tax, J t ohnson seconded . Motion carried . BUDGET Police & Fire . Street noted that the City has had compulsory arbitration for both the Police and Fire Departments and anticipates -- receiving information about the middle of February. FEDERAL It was noted that the Finance Committee has REVENUE reviewed all of the requests for Revenue SHARING Sharing funds and has assigned their priority recommends -ions for funding. The Finance Director distributed a report, which has been :rude a part of the record, showing the total Revenue Sharing receipts through 1974, including a total of those items committed and the balance uncorlrr,Itted as of 12/31/74 together with items proposed for 1975 . It was agreed that the matters contained in the report should be discussed by the Council and Masters suggested that this be done at the next workshop session. Street pointed out that those items which are part of the 1974' budget must be covered at this meeting and that the other could be further discussed at the wor:'tshop meeting. Masters noted that she had addressed a letter to the Chairman of the Finance Committee almost two months ago regarding the Valley Youth Services and that she had never received a response to questions she had raised . Just stated t ,au: the Finance Committee meetings were open to anyone and since Masters had not been there he had , assumed her questions had been answered . Masters noted that she was publicly criti- cized a,or attending a finance Committee meeting and so thought that her further attendance might be inappropriate . MASTERS MOVED TO AMEND the motion to delete items D-5 & 6 (Kent-Auburn Community Care Services and Kent Valley Youth Services) until the workshop session so that her questions could be answered . Motion to amend failed for lack of a second . The original motion carried, with Masters voting, nay. jUST MOVED to refer the remainder of the items contained in the report to the workshop session on January 27, McCaughan seconded . Motion carried . NORPAC The applicanu has asked that the public FINAL PLAT meeting on the approval of the NORPAC final plat be considered at this meeting. It was noted that the final plat applica- tion was submitted on October 29 , 19740 and at that time it was agreed that sub- mittal to the Council would be delayed . The City Attorney noted that the preliminary plat was heard before the Planning gahmis- sion and the City Couacil and the plattors were directed to bring the project"to the final plat stage . He explaind that now the plattors wished to hv ae theree separate plats due to problems regarding open space land and drainage ditch utiliza- tion . The City Stzorney advised the principals tKat in his opinion this would necessitate new�hearings, so they decided to submit the final plat an Divisions is. 2 and 3 . Ulett determined that late last week all three divisions of the plat were received, and that there had not been time for the staff to review Divisions 2 and 3 . although Division 1 was acceptable to the Engineering Department. Mr. Gordon, representative of the applicant., noted that all the deeds, easements and engineering agreements had been signed and asked that DWision i be approved now and 2 and 3 be held over to the next Is to allow the staff the required time for review. Upon 'fasters ' question, Mr. Gordon explained that the separation into three divisions was a matter of budgeting and that they hoped to develop Division 1 now, so that a call for bids for construc- tion could be issued by April . He furth: r noted that the schedule called- for completion of Division 2 in 1976 with Division 3 to be completed in 1978 . Mr . Scholes of SE&A, consulting engineers, explained that no problems were anticipated with Divisions 2 and 3 . Harris stated that he had not signed the Division 1 plat and that before the Council could approve a plat, his signature was required . He stated that he had some questions on Division 1 which related to #2 and #3, and had not had sufficient time to study the matter. He pointed out that notification must be made to King County, Renton, the Division of Hydraulics, as well as the Department of Ecology which must issue a flood plain permit. Harris con- curred with Mirk that the final approval for any of the divisions should not be given tonight, Masters concurred that the City should not act without having all of the background information . Harris opined that the infor-ma-tion could be reviewed by the February 3 Council meeting. MCCAUGHAN MOVED that this item of business be continued until February 31, 1975 , Johnson seconded , Motion carried , with Just voting nay. HOUSING & "Population" Money. Street explained that the $2,400 would be used either to help pay the rent at the present location of the Community Service Center on So, 259zh or to aid in relocation costs it was pointed out that there was a possibility that the Jeff Home located on the East Valley Highway might become avatlable for this pur- pose, but that the decision would not be known until he end W February at the earliest . He recommended that the "population" money be assigned as proposed above . Upon Mirk ' s question, Bezty Xelley confirmed that applications had lean prepared and sub- mitted for specific projects for the "popula- tion " money by January 17, but that the County had stated that they would still accept the additional application for the funds for the Community Service Center. Storment asked if it was intended for the $2400 to be used by the Community Service Center toward the purchase of the Jeff Home � Soreet explained' that there was some question as to whether the trust which established the Jeff Home would permit the use of the premises for anything other than XnIQ servdcesp nuL that the Board cE Directors and attorneys would confer to determine this . He further explained that the Jeff Home could nor be sold to anyone at the present time, and determined that the rent for the present location, at $200 per month, was just enough to pay the taxes for the owner. Upon Masters ' question, it was determined that its ,the Jeff Home became available for use ,:a�y the Community Service Center, the $2400 would still be needed for moving costs and minor renovations to the premises . In answer to Storment ' s question, Fire Chief Foster stated that the Jeff Home is within the city iimits * of Auburn . it was determine& that "population" money could be spent for projects, outside the. City limits . .1 Kelley determined !or Just that the $3800 listed for planning, coordination and assistance was estimated for the costs of time and materials for one person spending one-fourth of his time on the project . CE-`SUS The City Clerk noted that the Office of Program Plann:ing and Fiscal Management wished to know if the City planned to take a census in 1975 , Masters noted that the Parks and Planning Committee d had met to discuss the matter and note that up to date census figures will assist the City in Federal programs. She po--_nted out that the Planning Depart- ment will be respon -ble for the census - project with the assistance of. the City Clerk and that $217000 has been budgeted for this project . Upon Baffaro ' s question, it was determinad thaw the projecc- would be done in mid-.March and would take about ten days to be completed ,Motion carried . POLICE A letter was read from Lt'. Loveless of DEPARTMENT the Kent Police Department announcing his acceotanc� ol_ the 'JGsl"�"ton of Chie of Police of Ellensburg, Washington, effective Febru" 3 , 1975 , and request- ing a four-month leave of absence from the Kent Police Department to become effective as of February . l, 1975 . MASTERS MOVED that the letter be accepted with regret and made a part of the record, and for the Council ' s best wishes to be extended to Lt. Loveless, McCaughan seconded . Motion carried . SUBURBAN A letter was read from Charles J.
