HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 03/19/1973 Kent, Washington March 19 , 1973 Regular meeting of the Kent City Council was called to order at 8:00 p.m. Present: Mayor Hogan, Councilmen: Baffaro, Elliott, Just, Kitto, Martell, Masters and Thornton; City Administrator Street, City Attorney Mirk, Finance Director Winkle, Public Works Director Ulett and Planning Director Harris Elliott moved to approve the minutes of the meeting of March 5th as printed, Just seconded, motion carried . HEALTH & LID 275 , Sewers West of EVH at S . 203rd. Don Wickstrom SANITATION described the proposed project consisting of the con- struction and installation of an 8" sanitary sewer to run from East Valley Highway to a point 700 feet west of EVH, approximately 950 feet south of S. 200th Street. He noted that the total cost of the improvement is approximately $25 , 300 and the assessments are based on an area charge of 5<' sq. ft. with a side sewer charge of $200 each. He stated that construction is expected to be- gin in July, with a 30 day construction period. The public hearing was opened. There were no comments from the floor and no correspondence relating to this matter. JUST MOVED to close the hearing, Elliott seconded , motion carried. KITTO MOVED to direct the City Attorney to pre- pare an ordinance creating LID 275 , Masters seconded , motion carried . WATER & Highridge Plat. Upon the recommendation of the Public SEWER Works Director, ELLIOTT MOVED to accept the Bill of Sale from Miles Drake for water and sewer lines in Highridge Plat and to release the cash bond of $500 upon payment of engineering fees, Martell seconded. Upon Baffaro 's query, Wickstrom pointed out that the engineering fees totaled close to $500 for inspections. Motion carried, with Baffaro voting nay. WATER A letter was read from Harold Learned, requesting permission to connect to the Pine Tree Elementary School water line to obtain service for his property located at the corner of 118th S .E. and S .E. 277th Place. He proposes to install a booster pump to raise the water pressure to serve the prop- erty until such time as the City's proposed extension of a 12" water line south from the Kent-Kangley Road . MASTERS _ MOVED to accept the letter and to refer the matter to the Utilities Committee, Just seconded, motion carried. STORM Mill Creek. Ulett submitted an interim report concerning DRAINAGE possible use of holding ponds in Mill Creek, noting that preliminary information discloses that the proposed pond east of 104th is practical for a 25-year storm, but that the proposed pond near the high school would have little value. The possibility of using ponds within the canyon to replace the high school pond will be studied and a report will be made soon. MARTELL MOVED to accept the interim report, Elliott seconded , motion carried. Ribco Model . It was pointed out that consideration was given to submitting the Mill Creek drainage basin project to be used as a model by Ribco, however this would delay any actual acquisition for at least a year. Ulett has suggested that the Lake Fenwick basin and Garrison Creek basin projects be submitted for model study. THORNTON MOVED that the Lake Fenwick and Garrison Creek basins be submitted to Ribco for consideration for their model study, Martell seconded , motion carried . POLICE & THORNTON MOVED to confirm Mayor Hogan's appointment of FIRE Chief McQuery to represent Kent on County Executive Spell- man's planning group for required law and justice, Masters seconded, motion carried . Alcohol Rehabilitation. A letter was read from the South King County Alcohol Education Program, noting receipt of $293 .96 representing 2% of the liquor profits for the City of Kent and noting that the check has been deposited with the King County Health Department. MASTERS MOVED to accept the letter and for it to be made a matter of record, Martell POLICE & seconded, motion carried . It was noted that Mayor FIRE Hogan will represent Kent on the South County Alcohol Education Program for the present. PARKS & Glenn Nelson Park. BAFFARO MOVED to authorize the Park RECREATION Board to apply for matching funds for Phase II, Glenn Nelson Park development, Just seconded, motion carried . It was noted that this request would be for 75% of approxi- mately a $35 , 000 expenditure to include area lights, tennis court lights, blacktopping of parking lot and additional fencing. RIBCO It was pointed out that notice has been received from Ribco that a meeting will be held at the Seattle Center, Eames Theatre at 7 : 30 p.m. on March 21st to discuss the progress of the River Basin program. Street noted the importance of the meeting and encouraged the Council to attend. Council- men Martell and Masters stated that they would try to attend. STREETS MASTERS MOVED to authorize the Mayor to sign an agreement with the Highway Department to allow access to the proposed park along the Kent-Des Moines Road , Kitto seconded. It was pointed out that this is necessary because the access will not be constructed until the City is ready for it and will be at the City ' s cost. Motion carried. VETERANS MARTELL MOVED to confirm the Mayor 's appointment of Jared Corrected-Refer to Fors to the Green River ComTunity College Vietnam Veterans Minutes of 42-73 Board , Martell seconded , motion carried. ZONING MARTELL MOVED for a public hearing on the proposed zoning ORDINANCE code to be held May 7th at the regular Council meeting, Elliott seconded , motion carried. SCHOOL BAFFARO MOVED for the Council to go on record as supporting LEVY the April 3rd school levies for Kent and Federal Way School Districts, Martell seconded, motion carried.
