HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 12/01/1972 Kent, Washington December 1, 1972 The budget meeting for the City of Kent was called to order at 8:00 p.m. by Mayor Hogan. Present: Councilmen: Baffaro, Elliott, Kitto, Martell , Masters and Thornton, City Administrator Street, Finance Director Winkle and Planning Director Harris. Councilman Just and City Attorney Mirk were absent. Mayor Hogan opened the public hearing on the proposed 1973 budget. Street pointed out that the proposed budget is basically a continuation budget of the services from 1972. Street reviewed the preliminary budget, noting the changes which were made in each department in accordance with the instructions from the Finance Committee. He pointed out that the reductions were necessary in order to present a balanced budget. Phyllis Mauritsen, Civil Service Secretary, objected to a $211 cut in the Civil Service budget, and Finance Director Winkle explained that the cut was based on the amount of money unused in 1972. Jack Bereiter asked if an ordinance had been passed outlining the duties of the Finance Director and the Director of Public Works. Street explained that both positions were covered under the city's personnel manual, which had been adopted by ordinance. The duties of each position and the line of responsibility for each was explained. Bereiter further questioned the advisibility of the building inspectors coming under the supervision of the Fire Department, noting that he feared that coverage under the LEFF act for these inspectors might be suggested. It was pointed out that the salaries in the new budget reflect a 5%/ in- crease and that the balanced budget totalled $12,443 ,011 . There were no further comments from the floor, and Baffaro moved to close the public hearing, Elliott seconded, motion carried. Elliott moved to adopt the proposed budget as presented as the preliminary budget for 1973 , Masters seconded. Elliott expressed appreciation to those who attended the meeting and to all who had worked on preparing the budget. Motion carried.
