HomeMy WebLinkAboutCity Council Meeting - Council - Special Minutes - 08/09/1971 Kent, Washington August 9, 1971 Special meeting of the Kent City Council was called to order at 7:00 p.m. Present: Mayor Hogan, Councilmen: Baffaro, Barnier, Clements, Elliott, Lee, Martell and Masters, also present were City Administrator Street Assistanct City Engineer Joe Engeln, and Engineer Don Wic ]strom. HEALTH & LID 259, Horseshoe Acres Sewer Project. Mr. Street SANITATION noted that the Utilities Committee had met with sev- eral protestants on August 4. It was found that there had been an error in the County records con- cerning Mr. Silling's property. After this correc- tion was made, Mr. Silling asked for the two side sewers for his two parcels to be placed on one par- cel. This adjustment would not change the total amount of the roll . Street further pointed out that Mr. Lamb had taken no further action on his com- plaint that he had been assessed for 5 ft. which he had previously deeded to the County. The Utilities Committee has recommended that the final assessment roll be adopted as presented. Ordinance 1730 con- firming and approving the assessment roll for LID 259 was read by Mr. Street. MASTERS MOVED to adopt Ordinance 1730, Barnier seconded, motion carried. Bid Award. MARTELL MOVED to accept the low bids of George W. Slater for Contract No. 1, and Tri-State Construction for Contract No. 2 upon receipt of approval from HUD and WPC. Barnier seconded, motion carried. LID 264, Benaroya Sewer. Joe Engeln and Don Wickstrom described the scope of the proposed sewer project. Wickstrom pointed out that the total cost of the project would be approximately $196, 000, with construction to start in approximately one month. Mr. Street explained the proposed financing of the project under 12-year LID bonds, with the probable interest rate of 71-2%. He noted that the City pro- poses to combine the bonds for LID 264 with those for LID 259. The public hearing was opened. Upon Mrs. Sainati 's request, Wickstrom explained the reason for the 10 and 12" lines and described the computation for the vari- ous zones for the LID. It was noted that no written protests were received. There were no further comments from the audience and ,BAFFARO MOVED to close the hearing, Elliott seconded, motion carried. BAFFARO MOVED to direct the City Attorney to prepare an ordinance to confirm the Assessment Roll for LID 264 for the next council meeting, Barnier seconded, motion carried. Finance - North Sewer - Metro. Mr. Street pointed out that the City Attorney had completed his negotiations with Metro. BARNIER MOVED to approve the negotiation with Metro under which Metro agrees to pay Kent $26,804.22 as settlement in full for the North Kent Sewer Construction as outlined in the "Breakdown on Kent-Metro Dispute" .
