Regular meeting of the Kent City Council was called to order at
7:00 p.m. Present: Mayor Hogan, Councilmen: Baffaro, Barnier,
Clements, Elliott, Lee, Martell and Masters, City Administrator
Street, City Attorney Mirk and City Engineer Sherwood
Minutes of the last meeting were approved as printed and accepted
by motion.
STREETS Willis St. The City Engineer received notifica-
tion that the State Highway Department in their
improvement of Willis Street as a temporary extension
of S.R. 516, proposes to utilize the existing signals
for the on-grade crossing of the Burlington Northern
tracks. These signals consist of lighted cross-bucks
without extensions to bring the lights into the traffic
lanes or gates to stop traffic. It was noted that
the Planning Commission will recommend that the mini-
mum control should be gates. The Highway Department
has acknowledged that it may be 7 to 10 years before
the overpass and the extension east will be constructed.
MASTERS MOVED to direct the City Engineer to notify the
State Highway Department of the concern of the S.R. 516 for
the many years that Willis Street will be temporary S.R.
516 and that adequate signals should be installed, Barnier
seconded . The City Engineer opined that the Highway De-
partment would not resist appropriate safety measures .
Upon Baffaro ' s query, the City Engineer noted that the
plans have not been drawn for the crossing at 4th and
Willis and the call for bids will be advertised in 1972.
Motion carried.
Off-Street Parking. The City Engineer reported that the
off-street parking lots are ready for the planting of
shrubs. The O'Brien Garden Club has planted the north-
west corner of the south lot and it was noted that the
City would welcome assistance in this project from other
organizations.
Improvement. Mr. Street noted receipt of a communica-
tion from Mr. Walsh regarding the condition of S. 208th
and noted that repairs will be made as soon as weather per-
mits.
It was noted that the Street Department will pick up
Christmas trees on the following schedule:
Thursday, January 21st East Hil , Scenic Hill
Friday, January 22nd West Hill , Valley Floor
STREET The City Attorney introduced Ordinance 1703 , regulat-
TREE ing planting and maintenance of street trees. It was
ORDINANCE noted that this ordinance gives the City the responsibility
for implementing and enforcing the City' s policy regarding
the trees. ELLIOTT MOVED to approve the ordinance with one
change to correct a typographical error on Page 3, Para-
graph D. Masters seconded, ,motion carried.
POLICE & The City Attorney introduced Ordinance 1704, establish-
FIRE ing standards for the operation of self service gasoline
stations. MASTERS MOVED for passage of - the ordinance,
Elliott seconded, motion carried.
LEE REPORTED that he and Assistant Fire Chief Randall
attended the Firemen ' s graduation ceremonies at Valley
General Hospital on January 13th. He noted that 14
firefighters had graduated after 76 hours of training
under the new Fire Service Medic Training Program.
WATER LID 256 East Valley Water Main Segregation. It was
noted that a request has been received from Walter
D. Northfield for segregation of an LID 256 assess-
ment. Upon the Administrator ' s recommendation ,
CLEMENTS MOVED to direct the City Treasurer and City
Engineer to segregate the assessment after receipt
of the necessary fee as determined by law, together
with a signed statement to pay for the engineering
time involved in making such segregation, Masters
seconded , motion carried.
CITY HALL Mr. Street reported that Monroe Construction expects
to complete the City Hall project in March.
SS&M It was pointed out that notification has been received
that the bonding company proposes to cancel the $150,000
SS&M bond covering the development of their property.
The City Engineer reported that the required contouring
has been made except for 6000 Douglas Fir seedlings and
some hydroseeding of grass, the cost of which is less
than $5000 . The City Engineer has supplied legal
descriptions to SS&M for dedications of the right-of-way
for Jason and Hilltop- BARNIER MOVED that upon receipt
of a bond in the amount of $25 , 000 to assume completion
of the plantings and receipt of the deeds or dedications
of the stret right-of-way of Jason and Hilltop, that the bond
be released, Martell seconded , motion carried.
INSURANCE It was noted that the Attorney General had ruled that
members of LEFF are no longer eligible for coverage under
Washington Industrial Insurance and Medical Aid. In
order to gain protection for uniformed personnel , the
City has contracted for on-duty accident coverage with
both Aetna and Group Health . LEE MOVED to authorize the
City to enter into a contract with Aetna Life and Casualty
Co. and Group Health for major medical insurance, including
on-duty accident coverage for policement and firemen,
Elliott seconded , motion carried.
LIBRARY MARTELL MOVED for the City of Kent to support the position
SYSTEMS ofthe City of Auburn under which municipalities offering
library service equal or superior to the standards of the
American Library Association should not be forced to join
a regional library system, Barnier seconded, motion carried .
ANNEXATION O'Connell . It was noted that the Boundary Review Board
will hold a public hearing on February 25th at 7 : 30 p.m. on
the proposed O 'Connell Annexation.
BIDS Wood Chipper. The following bids were received to furnish
a wood chipper:
Sahlberg Equipment $6, 163 . 25 , inc . tax
Olympic Equipment 5 , 229. 36, inc. tax
A. H. Cox & Co. 4, 984. 35 , inc. tax
Craig Taylor Equipment 4, 908. 75 , inc. tax
Upon the Street 'Superintendent ' s recommendation, MARTELL
MOVED to accept the low bid of Craig Taylor in the amount
of $4, 908. 75 , Masters seconded , motion carried.
Water Main Materials . The low bidders on the water main
materials were as follows :
Schedule 1 Pacific States $5 , 147.10, inc. tax
Schedule 2 Pacific States 4, 831 .68, inc. tax
Schedule 3 U. S . Pipe & Foundry 3, 380 . 73 , inc. tax
Schedule 4 Western Utilities 421 . 34, inc. tax
MASTERS MOVED to award the bids to thelow bidders as listed
above, Elliott seconded, motion carried .
Blue Banner Roofing. Bids were opened on January 15th
on the re-roofing of the Blue Banner building. Mr.
Street reported that the lowest bid is $1600 above the
estimate and upon his recommendation, MARTELL MOVED to
postpone any action until the next coundil meeting,
Clements seconded, motion carried.
BIDS It was noted that it is now necessary to have a
THROUGH purchasing agreement, in order for the City to
KING utilize the County ' s bid prices for gasoline pro-
COUNTY ducts, and for any other items. The contract does
not bind the City and may be cancelled at any time.
MARTELL MOVED to authorize the Mayor to sign a
cooperative purchasing agreement with King County,
Barnier seconded, motion. carried.
PROCLAMA- Mayor Hogan proclaimed the week of January 17-23
TION as "Jaycees Week" . Fire Chief Foster noted that
on the 19th, the Jaycees will be honoring a Fire-
fighter and a Policeman at Brad ' s.
LICENSES Pawnbroker 's . It was noted that the Chief of Police
had stated that both applicants for a pawnbrokers
license were satisfactory and it was suggested that
the applications be considered in the order in which
they were filed. MASTERS MOVED to grant the first
applicant, Bob Wray a temporary license for 90 days
with the stipulation that such licensed business be
in operation within the 90 days or the license will
be revoked, Martell seconded . Upon roll call vote,
Barnier, Clements, Elliott, Martell and Masters
voted aye, Baff aro and Lee voted nay. Motion carried.
