December 14, 1970
Special meeting of the Kent City Council was called to order
at 7:30 p.m. Present: Mayor Hogan, Councilmen: Baffaro, Barnier,
Clements, Elliott, Lee, Martell and Masters, City Administrator
Street, City Engineer Sherwood and Planning Director Harris
City Administrator Joe Street stated that the purpose of the
special meeting was to authorize the repair of a sanitary sewer
on James Street just west of the Milwaukee tracks . City Engineer
Sherwood supplied background information on the sewer project
which was installed in 1957 and was commonly known as the Winner
Street trunk sewer project. He noted that within the one year
guarantee period, two failures had occurred, and, through a court
decision, the contractor was obliged to make repairs. He noted
also that in 1964 a side sewer failed and the city was obliged to
make repairs , and that repairs were made again in 1967 close to
the place of the present failure . Sherwood stated that his de-
partment was developing specifications to replace the entire
section from the end of the casing under the Milwaukee tracks,
west to the first manhole, which would be approximately 115 feet.
He noted that the reinforced concrete pipe would be replace with
ductile cast iron pipe.
Mr. Street stated that the city could borrow the materials from
the City of Tacoma and then replace them, and planned to secure
three (3 ) sealed bids from contractors this week, so as to get
the repair work under way as soon as possible. He noted that the
contractor for the James Street project could in no way be held at
fault, and stressed the urgency for immediate repair of the sewer,
since the use of the street has been lost, and the sewer will pollute
the ground water. MARTELL MOVED to authorize the City Engineer to
secure three ( 3 ) sealed bids from contractors who are equipped to do
well pointing, and to proceed with the repairs as soon as possible.
Barnier seconded . It was pointed out that a soils analyst would most
likely be necessary to determine the amount of pit run required.
Sherwood explained the advantages of the ductile cast iron pipe,
noting that while repairs are underway, the sewage will be pumped
around the break. Motion carried unanimously.
Lee moved to adjourn at 8 :00 p.m. , Martell seconded, motion carried.
