May 25 , 1970
Special meeting of the Kent City Council was called to order at
7:00 p.m. Present: Mayor Hogan, Councilmen Clements, Elliott,
Lee, Martell and Masters, City Administrator Street, City Attorney
Mirk, City Engineer Sherwood and Assistant City Engineer Engeln
LID 260•• Off 'Street Parking. Masters reported that the council
had met as a committee of the whole to consider the protests to
the proposed• Off Street Parking LID ( 260 ) on May 20th at 7: 30 p.m. ,
at which the following protestants were heard: Nels Mattson,
Dennis Spink representing Stokley Van Camp, Wm. Donais represent-
ing St. Anthony ' s Church, James Sundin, Thomas Agee representing
Mr. & Mrs. R. Lamphear, Mr. and Mrs . Donald Hellickson.
Masters pointed out that all written protests, including those
listed above were considered individually and reviewed by the
six councilmen present. An error was found in the amount of
the assessment for Timco ( Item 41 ) and the committee recommended
that this be corrected, reducing the amount of the assessment by
$613 .80 , from $3 , 805 .56 to $3 , 191 . 76.
The committee recommended that all other assessments remain
unchanged .
Ordinance 1663 , approving and confirming the assessments and
assessment roll as modified, was read by the City Attorney.
MASTERS MOVED for adoption of the ordinance, Martell seconded.
Upon a query from Bradley Jones, attorney for Stokley Van Camp
Mr. Street stated that the ordinance would become effective
five (5 ) days after the publication date , and the earliest date
for publication was Friday, May 29th.
Mrs. Hellickson objected to the assessment of $2,477.82 on her
property which is used as a residence. Mr. Eckland stated that
the method of determining the assessments was unjust, in that
some properties were rezoned from residential to commercial ,
which increased the value of the property, but were not assessed
accordingly. There were no further comments from the audience.
The motion carried unanimously.
MASTERS MOVED to adjourn the meeting at 7 : 25 p.m. , Martell
seconded, motion carried.
