August 4 , 1969
Regular meeting of the Kent City Council was called to order at
3 : 00 p.m. Present : Mayor Thornton , Councilmen : Baffaro , Barnier ,
Hogan , Lee , Masters and Pozzi , City Administrator Street , City
Attorney Bereiter and City Engineer Sherwood
Minutes of the last meeting were approved as printed and accepted by
motion .
WATER Clark Springs . Lee moved to approve Change
Order #1 in the amount of $503 .00 to Austin
Construction Co. , contractors on Phase V, Water
Supply Facilities to Clark Springs , Hogan
seconded , motion carried .
HEALTH & Des Moines Sewer District . Resolution 1969-36 of
SANITATION the Des Moines Sewer District , adopting a plan for
additions and betterments to the district was pre-
sented to the Council. Upon the City Engineer ' s
recommendation , Barnier moved to approve the
resolution , Pozzi seconded , motion carried.
STREETS Traffic Control . It was noted that at the Council
work session held July 23th, representatives of the
Chamber presented a plan for improving traffic at
the intersection of Benson Road with Kent-Kangley
Highway and 256th. They also reviewed their request
of consideration of a plan to force the utilization
of the freeways and eliminating as much through
traffic as possible in the central business . district .
The Administrator has asked the -traffic engineer and
planner to review both of these plans and to report
to the Council at the meeting of September 2 , 1969 .
Signalization . Pozzi moved that the City accept
the signalization project at So . 240th and Pacific
Highway South, Baffaro seconded , motion carried.
Proposed LID - W. Gowe . Mr . Street explained that
the hearing should be held in approximately 60 days
on the proposed LID for W. Gowe Street .
SR 516 . Mr. Street noted that a meeting will be
held on Tuesday, August 5th at 7 : 30 p.m. with Mr.
Bogart of the Highway Department regarding the east
extension of SR 516 to review the preliminary plans .
Barnier moved to accept andrecord the following:
A sewer easement dated July 15 , 1969 from
the Merit Company to the City of Kent .
A quit claim deed dated July 29 , 1969 from
John D. Cline to the City of' Kent for the
extension of James Street .
A quit claim deed dated July 30 , 1969 from
Orlando B. Santi to the City of Kent for the
extension of James Street .
A quit claim deed dated July 30, 1969 from
Arthur G. Wade to the City of Kent for the
extension of James Street .
Hogan seconded , motion carried .
BUILDING Baffaro reported that the front of the City Hall
would be painted soon .
New City Hall . Mr . Street stated that a model of the
proposed new building will be presented soon to the
Building Committee .
FINANCE Masters reported that the City Treasurer had
reinvested $100 , 000 in U. S . Government 90-day
Treasury Bills .
TAXI CAB Ordinance 1607 , amending the taxi cab licensing
LICENSES ordinance , was read by the City Administrator.
Pozzi moved for passage of the ordinance , Lee
seconded . Under discussion , it was decided that
approval of locations for cab stands be given by
the Traffic Engineer rather than the City Clerk.
Pozzi and Lee agreed to make this a part of the
motion . Motion carried .
Pozzi moved that the application of Ross Lundbeck
for a taxi license be forwarded to the Police
Chief and Traffic Engineer for their study and
recommendation , in accordance with the amended
taxi cab license ordinance , Barnier seconded ,
motion carried .
LICENSES Ordinance 1609 , repealing the present pinball
ordinance and licensin amusement devices only,
was read by the City Attorney. Lee moved for
passage of the ordinance , Hogan seconded , motion
carried .
ZONING Ordinance 1608 , amending the zoning ordinance and
approving the McLaughlin rezone from C-1 to C-3
was read by the City Attorney. Hogan moved for
passage of the ordinance , Masters seconded , motion
carried .
UNDERGROUND A meeting was scheduled for August 25th at 7 : 30 P-m.
FIRING to study a proposed underground wiring ordinance .
ORDINANCE The ordinance will be considered at the meeting of
September 2 , 1969 .
MUNICIPAL It was noted that a work session was held July 30th
CODE to review the Optional Municipal Code . The actual
procedure and ensuing election was discussed . Masters
moved that the City Attorney be directed to prepare
a Resolution of Intent for Kent to become a non-charter
code city under the Mayor-Council form of government
for consideration at the meeting of August Ath , Kogan
seconded , motion carried .
PARKS & Mr. Street noted that the attorney for Kent Highlands
RECREATION was contacted in an attempt to secure the deedibr the
park at the Kent highlands landfill site . Discussion
was had on the access problem and the City Engineer
pointed out that the state does not want to grnat
access for private property and the owners seek to
reserve a portion of the property which is next to the
existing right-of-way. Mr . Street stated that he
would again attempt to obtain the deed .
The City Attorney read Resolution 645 , authorizing
4pplication for funding assistance to the Interagency
Committee for acquiring a community park in Mill Creek
Canyon . Hogan moved for adoption of the resolution ,
Masters seconded , motion carried .
Hogan noted that the Kent American Legion baseball
team, under Coach Jack Burrell is in the #1 position
for Area #/1 and will compete in the State Tournament
in Yakima. She moved for a letter of congratulations
to be sent and for Barney Wilson to be authorized to
attend the tournament . Barnier seconded , motion
carried .
Hogan reported that the preliminary plans for the
Russell Road Park are complete .
Masters moved that the bills received by August loth
and approved by the Finance Committee , be paid . Hogan
seconded , motion carried .
