HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 10/08/1968 i October 8 , 1968 The recessed City Council meeting was called to order at 7: 30 pm by Mayor Thornton . Present : Councilmen : Armstrong, Lee, Masters and Woodworth. Baffaro and Barnier were late, arriving at 7:40 p.m. and 8 :00 p.m. respectively. Mr. Street , City Administrator, reported that a balanced budget was being presented, having included revenue to be secured from a 3% tax on water, garbage and sewer, excluding that portion paid to Metro. The public hearing on the proposed 1969 budget was opened by the Mayor. Mr. Street read the totals for each department , and questions from the audience were answered. It was explained that a survey would be made , from which salaries would be determined by job classifications , before the new budget becomes effective. New figures , representing cuts to the pre- liminary budget , were read aloud. Many comments were voiced against any cuts to the parks & recreation budget and Mr. Street explained that cuts were made to the other departments first , but that it was still necessary to cut the Parks & Recreation budget to some degree. Mr. Warren Bell and Mr. McCork'le representing the Chamber of Commerce suggested that copies of the preliminary budget withthe- proposed cuts be submitted to the Chamber' s "task force" sothat the city could receive the advice of this group. James Curran objected to' bookkeepers for the Clerk' s and Treasurer 's departments, since bookkeepers were listed under the new Finance Department . Mr. Street explained that most of those listed now under "finance" had previously been listed under the utilities section. After all who wished to speak were afforded the opportunity, the public hearing was closed. Woodworth suggested that $23,600 would allow for the one additional man for Police & Fire De- partments and return to Parks a portion of that which was cut. Woodworth moved to amend the existing utilities tax ordinance to increase it from 3% to 31iz% and to extend it to water, garbage and sewer , (except the Metro portion ) for a 1 year period. Baffaro seconded. It was noted that the additional 1/2% would amount to $34, 300. Lee objected to the measure , stating that industry would bear the burden of the tax increase. He made it clear that he was not opposed to the 3% which was originally proposed to balance the budget , but objected to the additional 1/2%. Armstrong con- curred. Upon roll call vote, the motion passed , with Armstrong and Lee dissenting. Ordinance 1539, fixing the tax levy for 1969 was read by the City Attorney, and upon Woodworth' s motion , seconded by Masters , was passed unanimously. Ordinance 1540, adopting the Budget for 1969 was read and , on Baffaro's motion ,, seconded by Masters , carried unanimously. Mr. Street noted that a proposal should be presented for a survey of salaries to be completed before 1969, He noted further that the recommendations of Price Waterhouse for leasing semi-automatic computer equipment should be implemented and that, training of personnel should commence. The council concurred on both subjects. , There being no further business to discuss , the recessed meeting adjourned at 9 :40 p.m. MAYOR I
