HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 01/15/1968 Kent , Washington January 15 , 1968 Regular meeting of the Kent City Council called to order at 3:0O p.m. Present: Mayor Thornton , Councilmen : Armstrong, Baffaro, Barnier, Lee, Masters, Pozzi and Woodworth, City Attorney Bereiter, City Engineer Sherwood Minutes of the last meeting approved as printed and accepted by motion . STREETS Pozzi noted receipt of a letter from the Chamber of Commerce containing recommendations on parking restrictions for certain streets and a proposal for channelization on Smith Street . Pozzi requested that Denver Grigsby select a group of three to meet with the City Engineer, Police Chief and Street Committee chairman and moved that the letter be placed on file, Barnier seconded, motion carried. Pozzi stated that the street committee met with Hill, Ingman and Chase regarding improvements to James Street and that figures from McLean & Co. and Hill, Ingman & Chase are needed before more meetings can be soheduled. S. 212th. Barnier reported that it will be necessary to trench S. 212th in order to put the well points down. The City Engineer noted that it will not be a full cut , nor will traffic be interfered with during peak traffic hours. A letter from the Washington State Highway Comm. was read reporting that they plan to open Willis Street to traffic as soon as the railroad crossing is complete and that since railroad signals will not be installed for some time, they propose to use temporary signing and flashers. The letter further requests the city' s review of the matter stating that if the city does not concur with this plan , Willis Street could remain closed until the railroad crossing signals are installed. Woodworth movedto refer the matter to the Police and Street committees for study, Armstrong seconded, motion carried. Vacation . Pozzi moved that the public hearing for the refiled application by Mr. Cugini for vacation of a portion of West Willis St. be set for February 5th, Lee seconded,motion carried. Traffic Control. The Mayor noted that the Urbran Arterial Board had turned down the city' s application for funding for the light on 240th and Highway 99• The City Engineer noted that the application will be considered again on February 5th. The Mayor stated that consideration should be given to improving Highway 99 through Midway as part of the 6 year arterial plan . WATER The City Engineer advised that Chicago Bridge -& Iron have requested an extension to April 26th on their contract for the 6 ►pillion gallon reservoir on East Hill. Iie noted that this has been considered by the water committee and Hill, Ingman and Chase, and he recommended that the extension be granted to April 1st only. Pozzi so moved, Masters seconded, motion carried. The City Engineer reported that the Puget Sound and Adjacent Waters Task Force Study Report will be presented at the Public Library in Seattle on Wednesday at 1 : 30 p.m. Lee noted that the water committee , City Engineer and Dill , Ingman and Chase had met with Mr. Wilson , who has offered to sell his well to the city.. Ile reported that this facility is to be included in our current water source study and that the city has looked into two other possible sources of water. He stated that Mr. Wilson has been notified of this action . HEALTH & A letter was received from Metro requesting permission SANITATION to. install a water quality monitoring station on the old Kent Des Moines Rd. just east of Green River to determine chemical features of the river and to determine how effective the treatment is . The City Engineer recommended that permission be ,granted. Woodworth so moved, Armstrong seconded, motion carried. Drainage . A letter from Walter Webster, Attorney representing Tom Vasilatos , owner of Flowers Park, was read requesting that the city take whatever action is necessary to eliminate the drainage water problem created by the installation of a storm drain under Lake Fenwick Rd. The Mayor stated that an easement to the lake is necessary. The City Engineer recommended. that the matter be referred to the City Attorney, City Engineer and Street committee . Woodworth so moved, Armstrong seconded, motion carried. LIGHTS The City Engineer reported that a letter was received from Puget Sound Power & Light regarding the street lighting problem on the Kent Des Moines Road and proposing the installation of 9 - 20,000 lumen lights. The cost of installing the required 5 additional poles would be $391.00. Mr. Putnam of PSP&L explained that the charge for installing the poles was usual with the county, state and other cities. Woodworth moved to authorize the placement of the poles and installation of the lights , Armstrong seom ded, motion carried. A letter from Dale Snow was read requesting that a light be installed on 100th Ave. S.E. which would complete the street lighting to the city limits at S.E. 235th. Pozzi moved to refer the matter to the lighting chairman with power to act , Barnier seconded, motion carried. FINANCE Credit Union . Armstrong moved that the request from the Kent Federal Credit Union for a voluntary payroll deduction plan be granted, Woodworth seconded, motion carried. POLICE & A letter from Stan Lemmel of Seattle was read commending FIRE the Kent Police Dept . for their services in locating a driver who had damaged his car while it was parked in Kent. Woodworth moved to place the letter on file , Pozzi seconded, motion carried. Steven Lahti, George Segerman and Robert McCurdy were introduced and sworn in as new patrolmen . The Mayor noted that on Tuesday, January 16th at 8 :00 p.m. , the American Legion Post #15 is having a Law & Order Program during which a Kent Police Officer will be named as outstanding Police Officer of the year. Civil Service Commission . The Mayor' s appointment of John Fournier Jr. to replace Harold Goedecke and the reappointment of John McGregor to the Civil Service ' Commission was confirmed by motion . GREEN VALLEY Pozzi moved to set the public hearing for February 5th HEIGHTS #6 on the r6vised final plat of Green Valley IIeights #6, Armstrong seconded, motion carried. KENTWOOD The City Engineer noted that . the plat bonds for Kentwood HILLS #2 Hills' #2 and #3 have not been received. The public hearings AND #3 on both plats were opened and Pozzi moved to continue both hearings to February 5th, Armstrong seconded, motion carried. ZONING Bauer. Ordinance 1496 , was read approving the Bauer request for a rezone from R-1 and/or R-3 to MHR, upon which a public hearing was held on January 2. Woodworth Moved for passage and adoption of the ordinance, Pozzi seconded, motion carried. I ANNEXATIONS Sunray. Woodworth noted that the council as a whole had. met with proponents of the Sunray Annexation and the proponents had agreed to assume their pro rata share of the existing bonded indebtedness of the city. Woodworth moved to accept the Mo� LathamoandnMr1nLebert the property of Mr. Ploegman , andwas then be deleted at their request . The 75% petition presented by the Clerk and accepted by the council by motion , subject to final approval of the Lorentson Annexation . Goodnews Bay. Woodworth reported that the council as a whole had met with proponents of the Goodnews Bay Annexation and. the proponents had agreed to -assume their pro rata share of the existing bonded indebtedness of the city. Pozzi noted that two property owners requested by phone that their property be deleted and that Mr. Mill- man requested to go on record as being opposed to the annexation because of future water and sewer assessments . Pozzi moved to accept the 10/ petition as submitted, Baffaro seconded, motion carried. The 75/ petition* was then presented and accepted by motion . CITY A letter from V. T. Filkins , Jr. of Blue Banner Foods PROPERTY was read inquiring if the city would be interested in selling to them the existing building now rented from the city and the ground that borders the property on the south up t•o the new freeway access road. Pozzi moved to refer tle matter to the building committee , Woodworth seconded, motion carried. URBAN A letter from Roger E. Polzi.n of the Urban Arterial ARTERIAL BOARD - Board was read giving notice of the next meeting of the board at 9 : 30 a.m. on February 2 , 1968. Woodworth moved to place the letter on file, Armstrong seconded, motion carried. It was noted that a representative from Bill, Ingman & Chase will attend. PLANNING It was noted that the public hearing is scheduled for February 5th regarding deletion of R-5 zoning from the city' s present zoning ordinance. A letter from Planning Commission Chairman Richard Land was read requesting that the certificates of appointment furnished to newly appointed Commission members include expiration dates. The term of each member was read and Armstrong moved to ratify the appointments and terms of office and instructed the City Clerk to prepare new certificates reflecting same , Pozzi seconded. The City Engineer noted that all the terms should expire in September regardless of the year. Motion carried. PARKS & The Mayor ' s appointment of Rev. John Gretz to the Park RECREATION Board for a 2 year term and Bernie Biteman to the Park Board for a 1 year term was confirmed by motion . POLICE The City Attorney noted that there has been an alarming increase in the number of young people between 18 and 21 being charged with illegal possession and consumption of intoxicating beverages. Pozzi ' s motion , seconded by Armstrong was passed approving the following claims : End of 167 bills .
