HomeMy WebLinkAboutCity Council Meeting - Council - Regular Minutes - 12/04/1967 Rent , Washington December 4 , 1967 Regular meeting of the Kent City Council called to order at 8 :09 p.m. Present : Mayor Thornton , Councilmen : Armstrong, Baffaro, Barnier , Lee,Masters , Pozzi and Woodworth . City Attorney Bereiter , City Engineer Sherwood Newly elected Councilmen Baffaro , Barnier , Lee and Masters were sworn in by the City Clerk. Minutes of the last meeting approved as printed , with the following addition which was authorized by motion : The City Engineer stated that he had received a letter from the Des Moines Sewer District requesting authorization to proceed with the installation of the sewer on So. 240th to serve the Midway Theatre. The annexation of the area to the sewer district is being held up by the Boundary Review Board procedures. The City Engineer recommended that the request be granted. So moved, subject to the City Engineer' s approval. Mayor Thornton appointed the following committees : Police & Fire : Woodworth , Barnier Pozzi Building: Baffaro Masters , Armstrong Streets : Pozzi , Baffaro, Lee Lights : Masters , Lee , Baffaro Finance : Armstrong, Woodworth Barnier Water: Lee , Armstrong , Masters Health & Sanitation : Barnier Pozzi . Woodworth Liaison : Chamber of- Commerce - Masters , Lee Legislative Chairman Washington Cities - Masters Board of Adjustment : . .Baffaro Liaison : Parks & Recreation - Baffaro Annexation Committee : Woodworth , Pozzi , Lee A motion was passed to have M. L. Armstrong represent the Council on the City Finance Committee along with Mayor Thornton and L. Ii. Cavanaugh. STREETS Freeway: Woodworth noted that an article in the Valley Times stated that the Highway Dept . is holding up the paving of that portion of the interchange. between the West Valley Highway and 4th Avenue until Spring. He moved that the Mayor and City Engineer be instructed to call and write Mr. Foster to impress upon hire the importance of opening the interchange now, Armstrong seconded, motion carried. Pozzi stated that Mr. Foster will be here soon to discuss the East-West route. So. 228th. Pozzi stated that a meeting was held with pro- perty owners adjacent to So. 228th regarding the proposed LID for widening the street and had been favorably received. A letter from the State Highway Dept . was read noting that temporary signing and installation of flashing amber lights will be used on the Milwaukee Railroad crossing at 277th until the final signal installation is completed. Wood- worth moved to place the letter on file , Pozzi seconded, motion carried. An ordinance granting a spur track crossing at 84th Ave. So. OR ECTED REFER TO to- the Northern Pacific Railroad was read by the City Attorney. • Pozzi moved for passage of the ordinance , Woodworth seconded. ��AA c � ��'f"f' Under discussion , Reverend Gretz asked about warning devices AINTES OF ,ir�,r.... and the City Attorney stated that they are required by law. Pozzi noted that three informational meetings were held with the railroad prior to the preparation of the ordinance. Woodworth pointed out that the ordinance lists certain restrictions and would permit traffic only from 6 :00 am. to 9 :00 a.m. and 3 :00 p.m. to 6 :00 p.m. Armstrong stated that the ordinance should note in addition to 84th Ave. So. "EVH" and • "Sign Route 167" . Barnier stated that he was opposed to railroad tracks groing across valley roads and that the city should have bargained for an overpass.' Mr. Rogers , Sttorney for Benaroya ., and Mr. Jenner, representing the Railroad stated that they would be glad to meet with the council to answer any questions. Woodworth moved to table the motion , Armstrong seconded, motion carried. Cugi.ni Vacation . Pozzi moved to set the public hearing for the Cugini street vacation for January 2 , 1963 after it was noted that the Planning Commission recommended the request be denied, Woodworth seconded, motion carried. DATER Bids. The following bids were read for a backhoe mounted loader for the -water department : Smith Tractor & Equip. Co. $6 , 305.61 + tax Air Mac $14 314 .00 .It was noted that the water superintendent recommended that we accept the bid from Smith Tractor & Equip. Co. Armstrong so moved, Pozzi seconded, motion carried. Clark Springs. The City Engineer noted that on September 17, 1967 , bids for the Clark Springs Well Drilling Project were awarded to Richardson Well Drilling of Tacoma. He reported that the documents were made up and signed with the figure $18 , 335.00 , containing a typographical error which whould have been $19 , 925.00 and recommended that the Mayor be authorized to initial the change in the documents. Poza so moved , Baffaro seconded , motion carried. POLICE & Woodworth noted that the license committee met with TV FIRE cable applicants and stated that an ordinance should be submitted to the council at the next meeting. A letter iJas read from city employee Margaret Collison requesting a year' s extension past retirement age. Pozzi noted that it has been the city' s policy to retire employees at age 65 , but that the new councilmen may have other opinions. He requested that a recommendation be made to either continue the present policy or to consider each request separately. By motion the matter was referred to the Police & Fire committee. PLANNING The City Engineer reported that the VRPC will meet this Thursday at 3 :00 p.m. in the Kent City Hall , noting that Jim Ellis will explain the Forward Thrust package. The Mayor ' s appointment of M. G. "Bud" Poole to the position of City Planner and Lou Koszarek to the Kent Planning Commission was confirmed by Council motion . PROPOSED A letter from the Civic Center Citizen ' s Committee was BOND ISSUE read recommending that a bond proposal to finance a new City Hall , expansion of the library and expansion of recreational facilities be presented on January 23 . 1963 in conjunction with the proposed School Election and reco- mending further that the City Council allocate $120 ,000.00 of inside levy funds to be used to initiate architecture and design of the city hall if the $1 , 300,000.00 bond issue is passed. Under discussion , Mr. Fournier noted that this proposal would not include funds for additional land for a civic center. Armstrong questioned the use of the inside levy, noting that bonds would also have to be issued for this , making two issues necessary. Denvery Grigsby stated that this action would decrease the city' s ability to pass more inside levies. Woodworth pointed aut that inside levy monies were usually used for emergencies. Ordinance 1493 , was read, providing for three bond issues to be placed on the January 23rd ballot as follows : 1) Library Bonds - $110,000.00; 2) Recreational Facilities Bonds. - $60 ,000.00 and: 3) City Hall $1 , 130,000.00. Pozzi moved for passage of the ordinance , Woodworth seconded. Under discussi-.on, ' ! Pozzi asked the City Attorney if the school decides not to have a special election , would the city, under this ordi- nance ., still have an election . The City Attorney stated that we would , ,unless it could be cancelled in time , motion carried. 1 I BIDS The following bids were read for a vehicle for the animal control warden : Valley Garage $1 ,800.00 + tax Bill Iazelett $1 , 724.99 + tax Bowen Scarff $1 831.00 + ' tax Woodworth moved to award the bid to Bill Hazelett , ,low bidder . Armstrong seconded , motion carried. CITY Pozzi noted that at the committee meeting, the City ADMINISTRA- Attorney stated that the ordinance pertaining to the TOR City Administrator would be ready for the December 18th meeting. The Mayor noted that there will be a meeting with a representative of the AWC at noon on December 7th regarding screening of applicants. SAMUEL The l0 petition for the Samuel Annexation was presented, ANNEXATION along with a letter from the City Engineer certifying that 'signatures thereon represent owners of property aggregating more than 10% of the assessed valuation. Pozzi moved to refer the matter to the annexation committee , Armstrong seconded., motion carried. GREEN RIVER The Council unanimously confirmed the Mayor ' s appointment FLOOD of Owen Buxton to the Green River Flood Control• Advisory CONTROL Committee. P.S .G .C . Barney Wilson presented a supplemental agreement for the Puget Sound Governmental Conference and requested authoriza- tion for the Mayor to sign the agreement, noting that the city is ineligible to receive federal funds unless they are members of this agency. Baffaro moved for the authorization , Pozzi seconded, ' motion carried. UGN A letter from Bill Baker was read expressing appreciation for assistance in the 1968 UGN Fund campaign this year. Woodworth moved to place the letter on file , armstrong seconded , motion carried. BOUNDARY Noel Bicknell reported that the Boundary Review Board has REVIEW had two meetings to set up the rules and procedures. He BOARD stated that after the board invokes jurisdiction , it may be as long as 45 days before the hearing takes place. Another meeting is scheduled for December 14th.
