Regular meeting of the Kent City Council called to order at 3:00 p.m.
. Councilmen: Buxton. Durand, Mooney, Pozzi,
Present: Mayor Thornton
Strain and Woodworth, City Attorney Bereiter, City Engineer Sherwood
Minutes of the last meeting approved as printed and accepted by motion,
with the following correction which was passed by motion: Page 3,
regarding the deed submitted by Rentonites, Inc. for S.E.239th should
have read a 50' wide strip.
WATER
Fire Protection - Schools. The City Engineer reported
that flow tests have been made relative to water supply
for fire protection for schools and noted that a meeting will
be held with the school's insurance carrier and the Washir►gton
Survey and Rating Bureau to consider the best procedure.
Mooney moved that the Fire Chief be instructed to pursue this
matter and see that adequate fire hydrants are installed as
soon as possible. Strain seconded. Under discussion Mooney
opined that the Fire Chief has the same power that the council
has in an emergency situation involving protection of lives
and property. Woodworth suggested that the motion was pre-
mature and that the report from the Survey and. Rating Bureau
should be checked out first. Mooney moved to table the motion
until the next meeting, Woodworth seconded, motion carried.
Strain noted that Jack Pain has filed for the acquisition of

set for January 24. 1963.
Ordinance 1433, adopting a plan for expansion of the water
facilities and providing for issuance and sale of $250 000.00
of water revenue bonds to obtain the funds to pay the cost
thereof, was read by the City Attorney. Strain moved for
passage and adoption of the ordinance Durand seconded,
motion carried.
Ordinance 1439, providing for acquisition of rights -of -way for
use for a water reservoir at South 203th was read by ti►e City
Attorney. Strain moved for passage and adoption of the
ordinance. Durand seconded, motion carried.
Ordinance 1490, reducing the water rates for over ]_ million
gallons from 100 to 7¢ per 100 cubic feet was read by the
City Attorney. Strain moved for passage and adoption of the
ordinance Woodworth seconded, motion carried.
A letter from Jim Rice and Assoc. was read requesting water
and sewer service for 15 acres south of the Eastridge develop-
ment. Mooney moved to refer the matter to the water cocmnittee.
Durand seconded. motion carried.
Mooney reported that the Sewer Committee had met with Air.
Chinella and Mr. Rice regarding their requests to connect

to the city sewer under the City Engineer's supervision, noting
and force
they are to construct temporary pump stations
lines at their expense. Woodworth seconded. Mooney noted
that these connection approvals are contingent upon the
applicants approval of the future ULID. lie further stated
that any additional properties seeking sewer connections should
become organized and suggested that this council prepare a
plans and system ordinance for the ULID for Garrison Creek
trunk line so that development of properties will not be unduly
delayed. Motion carried.
HEALTII &
North Sewer - ULID #l. Upon the City Engineer's recommendation
SANITATION
an extension of 17 days was granted. Tri State Construction Co.
by motion, on Contract I extending the final completion date
to May 25, 1963. Mooney moved that the extension be granted,
provided temporary service be provided to Western Electric,
Durand seconded, motion carried.
HEALTH & A letter from the Great American Insurance Co. was read
SANITATION requesting that the bond for Packard Pipe and Pump Co. for
Contract F on the North Sewer System be returned or the
premium be paid. The City Engineer stated that we have no
need for the bond. Mooney moved that tale City Clerk return
the bond with a letter exonerating the company of any
liability and denying the city's liability for any premiums.
Pozzi seconded. motion carried.
Metro. The City Engineer stated Tom Gibbs of Metro had
written asking that the city agree to operate the two
treatment plants and lift stations, now owned by Metro,
until December 31 1963. Mooney moved for the City Clerk
to write a letter to Metro stating that tale city will be
unable to operate these facilities after December 31. 1967
due to loss of manpower and other things which would prove
detrimental to all concerned. Strain seconded, motion carried.
STREETS The City Engineer reported that the city has received a
statutory warranty deed from the Federal Wa.y School District
for a portion of So. 243th Street, adjacent to the Sunnycrest
School. IIe stated that he anticipates a deed from the
Federal Government, adjacent to the Nike Site. Ilooney
moved that the deed be accepted and for tale City Attorney to
file same. Woodworth seconded motion carried.
A deed from the Bent School District was received for a
portion of So. 212th, adjacent to the O'Brien School, along
with construction easements for construction of So. 212th.
Mooney moved that the city accept the deed and the City
Attorney file same, Buxton seconded, motion carried.
Dr. Pat Allen of the IIighline College expressed the school's
gratitude to the city for their action regarding the traffic
light at Highway 99 and So. 2110th and invited members of the
Council to visit the campus.
Pozzi moved that the Mayor and City Clerk be authorized to
accept the quit claim deed from Rentonites for a portion of
S.E. 239th for street right-of-way and utility purposes only.
Mooney seconded, motion carried.
A letter from Richard L. Gilbert, President of Kent Jaycees,
was read asking ror the city's support and permission to
install permanent outdoor plug-in receptacles on city owned
street light standards for the new christmas decoration
program. Woodworth moved that permission be granted, Mooney
seconded, motion carried.
Traffic Control. Buxton noted for the record that there was
an accident at 9:21 p.m. at the Valley Freeway and East Valley
Highway and the Edline Ambulance was delayed 6 minutes at the
James Street NP Tracks while the trainman switched three cars.
Mayor Thornton stated that the signals rang for 15-minutes
today while there were no cars at the .crossing. Woodworth
stated that the signals are not designed to ring continuously
according to the information lie had received from the railroad.
By motion. the City Attorney was instructed to draft the
necessary ordinance dealing with the NPRR spur track crossing
on the East Valley Highway approximately 440 feet north of
So. 212th. Motion carried, Durand abstained from voting.
An ordinance granting a spur track crossing at 63th Ave. So.
to the Union Pacific Railroad was introduced by the City
Attorney. Passage of the ordinance will be considered at
the next meeting.
Off -Street Parking. Woodworth moved that the Planning
Commission be requested to study and update the section of
the zoning ordinance which refers to off-street parking,
Mooney seconded, motion carried.
LIGHTS A letter from Donough Construction was read advising
that Kentwood Glen #2 was completed prior to October 1.
1967 and requesting street lights for the development.
Durand moved that the matter be referred to the light
committee, Strain seconded, motion carried.
BUILDING The City Engineer reported that lie received a letter
from the Department of Labor & Industries requesting the
city to consider making space available for a desk and
telephone in the now shop building for the Electrical
Inspection Division to be paid for by the state, however,
the added expense for providing the space at the new shop
is not included in the new budget.
Buxton reported. that the total building permits issued for
October was 46, for a total amount of $15.71.5,000.00 for
the year.
Engineering. Buxton reported that the enlarged quarters
for the engineering department will be ready for occupancy
on Wednesday.
POLICE & Letters from the Auburn hire Dept. and Auburn School District
FIRE to Chief Foster were read expressing their appreciation for
assistance rendered during the Cascade Junior High School
fire. Woodworth moved to place the letters on file, Mooney
seconded, motion carried.
A letter from the Municipal League of King County was read
transmitting recommendations from their Public Safety Committee
relative to the crime situation in King County. Mooney moved
to refer the letter to the Police Committee for study,
Strain seconded, motion carried.
PLANNING A letter from James Curran was read on behalf of his client,
Kent highland, Inc. opposing the proposed new comprehensive
plan. Mooney moved that the letter be accepted and placed
on file until the Council holds the hearing on the plan,
Strain seconded, motion carried.
ANNEXATIONS Benaroya-McNae. The lO petition for the Benaroya-McNae
Annexation was presented along with a letter from the City
Engineer certifying that signatures thereon represent owners
of property aggregating more than 10°0 of the assessed valua-
tion. Woodworth moved that the matter be referred to the
annexation committee and that a meeting be set with the pro-
ponents prior to the next council meeting at 7:30 p.m. on
November 2Oth, Strain seconded, motion carried.
Kaltenbach. The 7590 petition for the Kaltenbach Annexation
was presented along with a letter from the City Engineer
certifying that signatures thereon represent owners of property
aggregating more than 75% of the assessed valuation. By
motion, the petition was accepted and the City Clerk was
instructed to submit the necessary documents to the Boundary
Review Board.
FINANCE Mooney reported that as of October 1, all outstanding 1954,
and 1956 Sewer Revenue Bonds and a portion of the 1959 Sewcr
Revenue Bonds had been called. IIe noted that these bonds
will be placed in reserve for outstanding debt and interest
redemption. Ile requested that the bond counsel be notified
of this action for future information for bond issues.
ZONING Upon Pozzi's motion, seconded by Woodworth, public hearings
were set for November 2Oth for the following rezone applications:
Jankelson M-A to M-1
Monarch Investment Co. R-1 to R-3
Iioward Bauer R-1 & R-3 to MI1R
Also set for a public hearing for November 2Oth: Consideration
of the desirability of repealing all sections and references
relating to R-5 zoning classification in Ordinance 1071.
AIR Woodworth reported that the Building Inspector checked
POLLUTION the Northwest Rolling Mills regarding the complaints per-
taining to the smoke in the valley. The City Engineer's
department reported that they had overloaded their smelting
pots intentionally to try to determine their optimum load,
and that there would be some smoke when the smelting pots
were opened. Woodworth noted that the terms under which
the conditional exception was granted state that the most
modern means -would. be used.
FRANCHISE A letter from Valley Cablevision. Inca was read applying
for a franchise to install a cable teleivision system within
the city of Kent. Wood-wortli moved to set a meeting with the
applicants and discuss the matter, Mooney seconded, motion
carried.
CONFERENCES Upon POZZi's motion, seconded by Mooney, the street superin-
& tendent and leadman were granted permission to attend the
CONVENTIONS Street and Highway Maintenance School in Olympia, November
15, 16th and 17th.
AUDIENCE Mr. Richard Johnson of 24229 35th Pl. So., asked what -were
the possibilities of his area being removed from the Federal
Way School District and put into the Kent School District.
It was noted that this was out of city jurisdiction. Ile then
asked the proper procedure to initiate action for de -annexing
fromthe City of Kent and going back into the county. Pozzi
stated that lie should present a petition to the city.
Strain's motion, seconded by Armstrong was passed approving
the following claims:
