Regular meeting of the Kent City Council called to order at 8 :00 p.m.
Present : Mayor Thornton , Councilmen : Armstrong, Buxton , Durand, Mooney,
Pozzi , Strain and Woodworth, City Attorney Bereiter, City Engineer Sherwood.
Minutes of the last meeting approved as printed and accepted by motion.

Clerks , treasurers and budget reports submitted, accepted and placed on
file by motion .
STREETS The City Engineer recommended that the Council accept
a deed submitted by the Kent School District for the
Easterly 15 feet of 98th Ave. which borders the West
boundary of the East Hill Elementary School , thus giving
their share of the street . Pozzi moved to accept the
deed, Mooney seconded, motion carried.
The City Engineer recommended that the Council accept
a statutory warranty deed from General Investment Co.
for the south half of S.E. 236th Pl , which enters their
Benson Crest development . Mooney moved to accept the
deed, Armstrong seconded. Under discussion , Armstrong
asked if the street will be improved and the City Engineer
stated it would be , that this is just for right-of-way.
Motion carried.

The City Engineer recommended that the Council accept
Change Order #2 on Scarsella Bros. , South 212th Contract , j
noting that the change order is required by EDA. Mooney
moved to accept Change Order #2 , Strain seconded, motion
carried.
Pozzi stated that he had conferred with the City Attorney
and that the quit claim deeds submitted for approval for
an alley between the Black Diamond Road and S.E. 256th should
be replaced by statutory warranty deeds , in order to give
sufficient protection to the city. He moved for warranty
deeds to be required, Woodworth seconded, motion carried.
The City Engineer reported that he and Walt Ramsey attended
a meeting in Seattle last Thursday, called by Forward Thrust f
on county arterial streets and highway needs . lie stated j
that another meeting has been scheduled this Thursday in
Bellevue , at which the arterial 6 year plans for the cities
will be discussed.
State Highway Dept . The City Engineer reported on the
meeting August 15th with Denver Grigsby, Paul Barden , Mr.
Foster and the Mayor. Mr. Foster noted that the city must
develop cost figures for the Highway Dept. before they will
indicate interest or disinterest in state participation of
realignment of Meeker Street as a state highway, or the ;
possibility of Gowe Street becoming a state highway, if
Meeker is turned into a mall. Mr. Sherwood noted that a
letter had been received from Mr. Foster stating that city
equipment must be removed from the South end of the city
shop building by August 28th and that the city will be per-
mitted to use approximately 6 feet of the right of way and to
leave that part of the building standing until December 1,
at which time we should be in our new shop building. Mr. j
Foster was asked to expedite the resurfacing of various
city streets by the Peter Kiewit Co. Discussion was had on 1
the replacement of an 8" culvert near Heath. Also discussed
was resurfacing of the East Valley Highway south of Titus St . ,
resurfacing of Smith from Central to Jason and channelization
of the East Valley Highway at 212th. Mr. Foster said he
would investigate the required length of an 18" or 24" culvert
at Benaroya to replace the existing 811 .

STREETS Pozzi moved to set the public hearing for September
18th for the vacation of a portion of an alley re-
quested. by Mr. Teter, Durand seconded, motion carried.
A letter from the Washington State Highway Commission
was read sepressing their appreciation for the coopera-
tion extended by the city during the progress of the
Green River Valley Transportation study. Woodworth
moved to place the letter on file , Durand seconded,
motion carried.
The Mayor reported on the Monday morning meeting with
the off street parking committee , stating that a meeting
had been scheduled for Wednesday with James Gay, gond
counsel.
Mr. James Robards of 120 S . Kennebec asked what is planned
for the city owned property at the East end of Gowe ,
noting that debris is being dumped there and the grass
is very high. He noted that he is interested in buying
12 ' X 20 ' of the subject property. Pozzi stated that the
improvements to the street have been held up due to the
necessity of lowering of the water and gas lines , and that
the city would have the grass cut and the area cleaned up
generally.

WATER Bill Chase stated that Paul Symbol, of his staff had
found federal agencies which are receptive to making
federal funds available for purchasing watershed facilities ,
providing that recreational use is permitted thereon. On
Chase ' s recommendation , Strain moved for Hill & Ingman
to further investigate this concept , wi.thout committing
the city to any expenditures , Mooney seconded; motion
carried.
West ,Hill. The City Engineer stated that the field
work on the West hill line was not as yet complete , and
that the method of financing the project was yet to be
determined.

HEALTH & Mooney stated that debris is being dumped at the inter-
SANITATION section of Reiten Road and Titus Street and moved that
the City Attorney be instructed to write a letter to the
property owner , Strain seconded, motion carried.

Letters from the Washington State Pollution Control
Commission and the Dept . of Health were read approving
the plans & specifications for LID 250 , approving the
plans and specifications for the Williams Construction
Co. ' s sewer extension on Kent-Des Moines Highway at
Reith Road and approving the revised plans for the High-
lander Apartments project , Woodworth moved to place the
letters on file , Mooney seconded, motion carried.

A letter from the Water Pollution Control Commission
was read approving the amendment to pre-design report
covering sewer service in the' North Kent Area. Pozzi
moved to place the letter on file , Strain seconded,
motion carried.

A letter from the Department of Health was read
approving the specifications for the Clark Springs
well drilling, Woodworth moved to place the letter
on file , Strain seconded, motion carried.
James Street Repair. The City Engineer stated that he
received a letter from Mottner & McCutcheon and that
the bill for the repair will not be presented until the
next meeting.

FINANCE Armstrong stated that on August 1 , a report was sub- j
mitted by McLean & Co. with their recommendations as 1
to the distribution of the $961 , 951.61 received from
Metro, including redeeming outstanding sewer bonds.
He noted that a letter from the City Treasurer questioned
the desirability of this procedures , and that the City
Attorney had advised that the city must call the bonds
in accordance with Ordinance 1338. Armstrong moved that
the recommendations of McLean & Co. as outlined in their
report be approved and that they be authorized to pick
up the bonds for the city. Woodworth seconded, motion

carried.

It was noted that the Engineers estimate for Schedule
1 was : $661 , 74o.00 and Schedule 2 : $402 , 805.00.
Mooney moved to award the bid to Tri-State Construction ,
low bidder , for Schedule 1 and 2 , subject to •approval
of EDA, with notice to proceed upon receipt of said
approval , Strain seconded, motion carried.

Mooney noted that ULID #1 will bear assessments similar
to those figured for LID 250 and that the $2.50 per
month paid to Metro is not sufficient to cover the costs
of the sewers.
POLICE & A letter from Fire Chief Foster was read requesting
FIRE permission to attend the International Fire Administra-
tion Seminar in San Francisco on September 8th through
the 14th. Woodworth moved to grant permission , Mooney
seconded, motion carried.
Fire Chief Foster reported that since May 20th, there
have been 17 alarms on the Northern Pacific Railroad
and 5 on the Milwaukee Railroad. Mooney moved that
letters be written to the railroads asking them to
clean their rights-of-way of debris for 100' on each
side of the tracks , or the city will do it and charge
them. Motion died for lack of a second. Strain
moved to refer the matter to the Police and Fire Committee.
with power to act , Pozzi seconded. motion carried. Wood-
worth stated that he felt the letter should come from
the City Attorney and so moved, Strain seconded, motion
carried.
Woodworth referred to the copy of a letter from Mrs.
Bauer , to Governor Evans regarding excessive blowing
of railroad whistles after hours . He stated that the
Governor had indicated that the city has the juris-
diction to act on such matters. By motion the matter
was referred to the Police & Fire Committees , «ho
will report back, motion carried.
LIGHTS Durand moved for the installation of 7-7000 residential
lights in the Cherry Park Addition , and for 1-7000 resi-
dential light at the pole in front of 1422 East Walnut , 1 -20 ,000
lumen light at 9613 S . 240th, 1 - 20,000 lumen light at
100th S.E. and 240th, 1 - 20,000 lumen lightat 25433 104th S.E. ,
1 - 20,000 lumen light at the pole in front of Wheeler Realty
on 104th, 1 - 20,000 lumen light between Smith & Harrison
on 6th Ave. , and also for 7 - 20,000 lumen lights on the
Kent Kangley Road, Seconded by Armstrong, motion carried.
EMERGENCY A proposed emergency ordinance repealing Ordinance
ORDINANCE 1442 and providing additional funds for the City
Shop was read by the City Attorney. By motion ,
the public hearing was set for September 5th.
OLYMPIC Ordinance 1474 , approving the Olympic View Estates
VIEW Plat was read by the City Attorney. Durand moved
jESTATES for passage and adoption of the ordinance , Armstong
j seconded, motion carried.
CITY The City Engineer noted that private parties are
PROPERTY interested in purchasing 10 acres , south of the
! county gravel pit , which is owned by the city for
use as a gravel site . The City Engineer stated
that he will discuss the costs of a soils analysis
with Dames & Moore.

Woodworth moved that a letter be sent to the school
board requesting an official meeting to discuss the
possibility of the city acquiring the Valley Elementary
School, Mooney seconded, motion carried.

PLANNING A letter from Don Bogard was read submitting his
resignation from the Kent Planning Commission. Strain
moved to regretfully accept his resignation and requested
that a letter of appreciation be sent to him, Mooney
seconded, motion carried.
The Mayor ' s appointment of Harlan Bull to the Planning
Commission to replace Tony Ladner was confirmed on
Mooney' s motion , which passed unanimously.

CORDON The public hearing was opened on the zoning of the j
ANNEXATION Cordon Annexation . It was noted that the Planning
ZONING Commission recommends R-3 , which is acceptable to
Mr. Cordon , although he requested R-4 zoning. There
were no comments or objections from the floor and
the hearing was closed by motion . Woodworth moved
to approve R-3 zoning and for the City Attorney to
draft the necessary ordinance , Mooney seconded,
motion carried.

LORENTSON' A petition for annexation for the Lorentson Family
ANNEXATION was introduced along with a letter from the City
Engineer certifying that the signatures thereon
represent owners of property aggregating more than
10% of the assessed valuation . By motion , the
matter was referred tothe Annexation Committee to
arrange a meeting with the petitioners , at 7 : 30 p.m.
on September 5th, immediately prior to the council
meeting.
SS&.M Woodworth moved that the City Engineer write a
letter to SS&M stating that the 15 ' buffer strip
and any other restrictions required should be ad-
hered to, Strain seconded, motion carried.
STRAWBERRY Upon Woodworth' s motion , seconded by Strain , .the
LANE PLAT public hearing for the Strawberry Lane plat was
set for September 5th. Motion carried.
Armstrong' s motion , seconded by Strain was passed
approving the following claims :
