February 20 , 1967
Regular meeting of the Kent City Council called to order at 8 :00 p.m.
Present : Mayor Thornton , Councilmen : Buxton , Durand, Mooney and
Strain , City Engineer Sherwood, City Attorney Bereiter
Minutes of the last meeting approved as printed and accepted by motion.
Clerk' s , Treasurer ' s and Budget Reports submitted, accepted and placed
on file by motion .
HEALTH & Garbage. A letter from the Boeing Co. was read
SANITATION requesting that they be permitted to handle their
own garbage and refuse disposal at its Kent facili-
ties. Mooney stated that his committee would meet
with them on this matter.
The City Attorney presented a garbage contract pre-
pared by the City' s Municipal Accountant regarding
the City of Kent and Shaw Disposal Co. Durand moved
to refer this matter to the Health & Sanitation
Committee for study, Strain seconded, motion carried.
Yorkshire Off-Site Sewer. A letter was read from
Morris Construction Inc. agreeing to the postpone-
ment of the bids for the Yorkshire project until
March 6th. Mooney moved to place this letter on
file , Strain seconded, motion carried. .
The City Attorney presented a Guaranty Agreement
between the City of Kent and McGrath covering the
Yorkshire Sewer Extension . The City Engineer
suggested that the Council consider it and approve
it as to form so that McGrath can sign it and se-
cure' the $30,000.00 bond. Then if everything is
satisfactory, the Council could authorize the Mayor
and City Clerk to sign it at the next meeting.
Mooney so moved, Durand seconded, motion carried.
Letters from Aero Structures and Heath Tecna were
read requesting the Council to make available ,
through the present disposal contractor, adequate
equipment * to handle the Hyd-Pak compactor or to
allow National Disposal Service to service this
area.. Mooney stated that we will have units avail-
able to them in about a month, and noted that the
city would require from them a hold-harmless agree-
ment due to the wires , etc. which will be necessary
for this apparatus. Mooney stated that he will
have this confirmed by a letter from the Utilities
Department .
POLICE & The City Attorney stated that he had a request
FIRE for licensing card tables in taverns in the City.
He noted that at present there are ordinances on
the books authorizing such licensing and recomended
that they be repealed. The Mayor suggested that the
City Attorney and Chief of Police meet with Woodworth
for further discussion .
Ordinance 1431, establishing new fire limits was
read by the City Attorney. Mooney moved for passage
and adoption of the ordinance , Durand seconded,
motion carried.
Mooney stated that Woodworth had attended the Awards
Presentation at the Fire Station and noted that the
firemen had devoted many hours to extra classes. IIe
moved that the City Clerk write a letter commending
them on behalf of the Council, Strain seconded,
motion carried.

Robert Boudreau, Donald Kilroy Fadden , Jr. , and
William Nicholas Nirk were sworn in as new patrolmen .
STREETS. Vacation . ' The public hearing was opened on the vaca-
tion of a portion of Weiland Street. The City Engi-
neer noted that easements will have to be procured
for utilities. There were no comments from the floor
and the hearing was closed by motion . Durand moved
-to have the reading of the ordinance carried over- to
the March 6th meeting , Strain seconded, motion carried.
Comprehensive Plan . Upon Buxton ' s motion , seconded
by Durand, the public hearing was set for March 20th
to consider incorporating a 60 ' right-of-way for a
portion of 64th Ave. S. into the comprehensive plan .
Motion carried.
LID 253. Resolution 566 , declaring the city' s in-
tention to form LID 253 for the remaining improvement
to So. 212th was read by the City Attorney. Mooney
moved to set the public hearing for March 20th and
for passage and adoption of 'the resolution , Strain
seconded, motion carried.
SLATER Strain noted that notices regarding the North End
LID will be sent out next week.
A letter from T. A. Peterson , Realtor, was read
requesting water privileges for property they are
developing in the Rock Creek area. Durand moved
to refer the matter to the Water Committee with
power to act , Strain seconded, motion carried.
EXCAVATION The City Engineer stated that Bay Construction had
posted the •necessary bond for excavation work at
the base of West Hill. Iie noted that they had also
submitted contour maps.
ZONING Monarch Investment . The public hearing was opened
on the Monarch request for a rezone from R-1 to R-3•
Mooney moved to continue the hearing to the March 6th
meeting because only four councilmen were present ,
Buxton seconded, motion carried.
Dunning Annexation . Ordinance 1430, approving the
zoning of R-3 for the Dunning Annexation was read by
. the City Attorney. Strain moved for passage -and adoption
of the ordinance , Buxton seconded, motion carried.
Upon Durand' s motion , seconded by Mooney, public
hearings were set for March 20th for the following
rezone applications :
Anderson R-2 to R-4
Espey M-1 to R-4
McLeod & Chase M- A to M-1
Motion carried. .
PLAT Benson Crest #2. Upon Strain ' s motion , seconded by
Durand, the public hearing for Benson Crest #2 Plat
was set for March 6th, motion carried.
ANNEXATIONS Gregg Wilson . The 75% petition on the proposed
Gregg Wilson Annexation was introduced along with the
engineer' s certification that the signatures contained
thereon represented the owners of 75% of the assessed
valuation : It was noted that the council had met with
the proponents prior to the council meeting and had
agreed to consider the annexation. By motion , the
Board of Review was set for March 1 at 10:00 a.m. and the
public hearing was set for March 6th.

Oien. The 75% petition on the proposed Oien Annexa-
tion was introduced along with the engineer ' s certifi-
cation that the signatures contained thereon represented
the owners of 75% of the assessed valuation . It was
noted that the council had met- with the proponents prior
to the council meeting and had agreed to consider the
annexation . By motion , the Board of Review was set for
March 6th.
B/A Appeal. Th.e City Attorney noted that papers had been
APPEAL served requiring the city to appear in Court on March 21 ,
1967 regarding the appeal filed by Darrill Bastian against
the action of the Board of Adjustment in issuing Resolution
#59. The appeal was heard by the Council on January 16th
and was denied. Bereiter stated he was' studying the papers
and would give a report at the March 6th meeting.
FINANCE A letter from McLean & Co. was read requesting the City
of Kent to extend their present contract for an additional
five years. Mooney moved that the Mayor and . City Clerk
be authorized to sign the contract , Buxton seconded, motion
carried
A letter was read from the City Treasurer requesting
approval of adjustments as partial elimination of overdrafts
of several funds. The Mayor suggested that Paul Flint meet
with the Finance Committee on this matter. Flint will study
the request and report back at the next meeting.
PLANNING Mooney's motion , seconded by Durand was passed, confirming
CONSULTANT the appointment of Bud Poole as part-time Planning Consultant .
CIVIL A letter was read from Donald Zelinsky, Director of Civil
DEFENSE Defense , submitting his resignation to be effective not
later than 1 March, 1967. The Mayor suggested a letter be
written to him commending him on his fine work, Mooney so
moved, Durand seconded, motion carried.
CENSUS The Mayor noted that the City Clerk will conduct the yearly
census enumeration starting the first part of April.
CONFERENCES & The City Engineer reported that he and Fred Frazier attended
CONVENTIONS a session of the Planning Association of Washington last
Friday in Longview which was very informative.
A letter from Fred Frazier was read suggesting that the Mayor
appoint a city wide committee to start implementing a section
of the John Graham Plan pertaining to a Civic Center and new
City Hall. The Mayor suggested that Noel Bicknell , members
of the Council , Paul Flint and anyone willing to serve on
this committee , meet on this matter at 6 : 30 p.m. on March 6th
before the next council meeting.
Strain ' s motion , seconded by Mooney was- passed, approving
the following claims :
