HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 02/06/1967 Kent , Washington February 6 , 1967 Regular meeting of the Kent City Council called to order at 8 :00 p.m. Present : Mayor Thornton , Councilmen : Durand, Mooney, Pozzi , Strain and Woodworth, City Engineer Sherwood, City Attorney Bereiter Minutes of the last meeting approved as printed, with this correction , approved by motion : the installation of one 7000 lumen light on the corner of 212th and the West Valley Highway should have read, one 20,000 lumen light . Clerk' s report submitted, accepted and placed on file by motion . STREETS LID 251. The City Engineer recommended that the City accept the proposal for soils engineering on LID 251 and that they be given notice to proceed. Pozzi so moved, Mooney seconded, motion carried. Scenic Hill. The City Engineer stated that there would would have to be some field work done before action could be taken to open the service alley in the lower loop of Scenic Way. Freeway. The City Engineer noted that there had been complaints over the hauling of heavy equipment on 3rd Avenue and that the contractor had resolved the problem with the State. Loader. Pozzi noted that the Air Mac Co. was in the process of installing a smaller bucket on the loader. Traffic Control. A letter from the Chamber of Commerce was read requesting that parking be pro- hibited on Meeker St . from 1st Ave. to IFth Ave. during April 27 , 28, 29• and 30 so that boats and trailers can be parked on the street for a Boat and Trailer Show. Strain moved that this be re- ferred to the Police and Fire Committees with power to act , Mooney seconded, motion carried. A letter from Harlan Bull was read requesting that "No Parking" signs be posted on the East Valley Highway between 196th and 192nd Streets to eliminate the hazard caused by trucks parked at Inie 's Grill. It was noted that this was a problem of long stand- ing, involving the Highway Department as well as the city. The City Engineer and Pozzi were requested to meet with Mr. Bull regarding this matter. A letter was read from H. S. Siqueland, Attorney representing Scarsella Bros. , Inc. regarding the stop order ordered by the City Engineer because gravel was being removed from the Jolly Rogers ' property to the So. 212th site without the necessary conditional exception covering excavations . The attorney requested an extension of time on the So. 212th contract , claiming that they had filed for the Conditional Exception as soon as possible after being advised that it was necessary, but that the application had been unduly delayed by the City causing a delay in the work progress. Woodworth moved to refer the matter to the City Attorney and City Engineer with power to act . Strain seconded, motion carried. LIGHTS Durand moved for the installation of one 20,000 lumen light on the Benson Highway .at the entrance to the school bus garage , Strain seconded, motion carried. WATER' Strain noted that a meeting will be held with north end residents regarding the proposed water LID. Strain stated that a thorough study of the various 1 types of reservoirs is being made. He suggested that future reservoirs be painted attractively and submitted a proposed sketch. Emergency Ordinance. The public hearing was opened on the Emergency Ordinance providing for redemption of $33 ,000.00 face value city warrants plus interest for the Dater Land Purchase Fund. There' were no objections or comments from the floor and the hear- ing was closed by motion . Emergency Ordinance 1424 was read by the City Attorney. Strain moved for passage and adoption of the ordinance , Mooney seconded, motion carried. CAMBRIDGE The public hearing was opened on the final plat of #5 Cambridge #5• There were no objections or comments from the floor and the hearing was closed by motion . Pozzi moved to uphold the Planning Commission' s recommendation and approve the plat , Durand seconded, motion carried. Ordinance 1429 , approving the plat was read by the City Attorney and passed on Woodworth' s motion. Letters were read from the Washington State Pollution Control Commission and the Department of .Health, approving plans for Cambridge #5 sewer extensions , provided that construction is in accordance with standard specifications for sewer construction in the City of Kent, Mooney moved to place this letter on file , Durand seconded, motion carried. POLICE & Woodworth noted that the Police Department had FIRE held examinations to fill 3 vacant positions , and had had excellent response. A letter from Chief Foster was read extending an invitation to the Mayor and Council to attend an awards presentation on February 13th at the Fire Station. Mooney moved ,that the letter be placed on file, Strain seconded,motion carried. A letter from Mrs. Mildred Cariveau was read commending Officer Jilbert in his handling of an accident involving her teen-age son on December 30, 1966. Mooney moved that a copy of this letter be forwarded to Jilbert , with a letter of. commenda- tion from the Mayor on behalf of the Council. Strain seconded, motion carried. HEALTH & Air Pollution . Mooney noted that the proposed air SANITATION pollution resolution to be adopted by the City of Seattle and King County has deleted our area. Ile Moved that the Mayor be instructed to contact Commissioner John O'Brien for an explanation and to notify him that Kent wants to be represented, Pozzi seconded, motion carried. Flood Control. A letter from Commissioner O'Brien was read requesting the city' s support for House Bills 222 and 296 regarding the Green River Proposed Legislation . Woodworth moved to place the letter on file , Pozzi seconded, motion carried. Yorkshire Off-Site Sewer. Letters were read from the Washington State Pollution Control Commission and the Department 'of Health approving the plans and specifications for the Yorkshire Off-Site Sewer Extension. Mooney moved to have the City Engineer notify the contractor we will hold the bids until the next meeting, at which time the McGrath Homes contract should be ready, Strain seconded, motion carried. i Drainage. Mr. Bull pointed out a drainage problem at Heath Teena Corp. and requested a culvert to drain into Drainage Ditch #l. lie noted that there are no culverts between 208th and 200th Streets. Mooney stated that he and Buxton would meet with Mr. Bull regarding this matter. Garbage. Mooney moved to amend the garbage ordinance to provide for a surcharge of $1.00 for pickup of cans placed more than 60 feet from the street, Pozzi seconded, motion carried. Woodworth and Durand voted nay. It was noted by the City Attorney that such an amendment required at least 4 affirmative votes , and recommended that the matter be introduced at the next meeting. Flood Control Zoning District . Woodworth noted that he would like to have Charlie Waller at the next meeting to explain the details of Flood Control Zoning District meetings. Air Pollution. Upon Woodworth's motion , seconded -by Mooney, Fred Frazier was appointed to the Air Pollution Advisory Board, motion carried. Mr. Vertries of General Investment Co. spoke on the sewer line problems surrounding the area just South of Benson Crest #2 Plat . He noted that Mr. Peretti was willing to give a sewer easement ,but wanted to be able to collect a "late comer" charge for the owners to the south. By motion , the matter was referred to the City Engineer, Water and Sewer Committee chairmen with the power to act. PLANNING Mooney stated that a month ago, a Seattle press item release criticized Kent for attending the Puget Sound Regional Conference , stating that Kent had neither a planner nor a planning program. . He stated that Kent had had planned development as far back as 1946 and reviewed these developments for the edification of the press. EXCAVATION A letter from James B. Lown des was read protesting excavation activities at the base of West Hill between 251st and 247th Streets , owned and operated by City Transfer and Bay Construction . Mooney noted that in April, Bay Construction had presented the plat of Green -Valley Heights #5 and the council required a $100,000.00 bond for grading and improve- ments. Mooney moved that the City Engineer send Bay Construction a letter telling them .to comply by posting their bond promptly and by submitting the required contouring maps for the engineer' s inspection or the matter will be referred to the City Attorney for legal action . Motion carried. Woodworth moved that the City Engineer and City Attorney study the background regarding the City Transfer's operation and report back on this matter, at the next meeting. Strain seconded, motion carried. HOUSING A letter from Court Wing •of the Housing Authority of King County was read requesting permission to connect to the City' s sewer system for a four story apartment complex for senior citizens at the SW corner of the Benson Road and S.E. 240th. Woodworth moved to allow permission , providing that the usual fees are paid. Mooney seconded, motion carried. 1 � ZONING Blessing. The public hearing was opened on the application submitted by Mr. Blessing for a rezone from R-2 to R-3 . It was noted that the Planning Commission recommends of the rezone. Both Pete 8affaro and Mr. Reinhart objected to the traffic hazard on Summit and on the grounds that the view would be obscured. By motion , the public hearing was closed. Pozzi moved to uphold the Plannind Commission ' s recommendation and approve the rezone , Mooney seconded, motion carried. Durand voted nay. Ordinance 1425 , approving the rezone was read by the City Attorney. Pozzi moved for passage and adoption of the ordinance , Mooney seconded, motion carried. Durand voted nay. Woodworth noted that he hoped with the assistance of our planner , that the Planning Commission would make a study asto how many apartments or potential apartment sites there are - in Kent , to reduce the number of rezones submitted to the Council. Echtenkamp. The public hearing was opened on the application submitted by Echtenkamp and the First Baptist Church for a rezone from R-1 and R-3 to C-3. It was noted that the Planning Commission recommends approval. There were no objections or comments from the floor and the hearing was closed by motion . Ordinance 1426 , approving the rezone was• read by the City Attorney. Woodworth moved for passage and adoption of. the ordinance , Strain seconded, motion carried. Welch. Ordinance 1427 , approving the rezone applica- tion submitted by Mr. Welch from C-1 to C-.3 was read by the City Attorney. Pozzi moved for passage and adoption of the ordinance , Strain seconded, motion carried. Kent Center. Ordinance 1428- , approving the rezone application submitted by -Kent Center from M-A to M-1 was read by the City Attorney. Woodworth moved for passage and adoption of the ordinance , Strain seconded, motion carried. Dunning Annexation . It was noted that the ordinance zoning the Dunning Annexation R-3 , will be presented at the February 20th meeting. LIBRARY Upon Woodworth' s motion , seconded by Mooney, Dr. Drangsholt was appointed to the Library Board. Motion carried. KING COUNTY Upon Woodworth' s motion , seconded by Strain , Owen FAIR Buxton was appointed representative to the King County Fair. GREGG WILSON The 10% petition for the Gregg Wilson Annexation was ANNEXATION presented along with a letter from the City Engineer certifying that signatures thereon represent owners of property aggregating more than 10% of the assessed valuation . Woodworth moved that a meeting be set for 7: 30 p.m. , February 20th, with the proponents , Strain seconded, motion carried. OIEN The 1091a petition for the Oien Annexation was presented ANNEXATION ' along with a letter from the City Engineer certifying that signatures thereon represent owners of property aggregating more than 10% of the assessed valuation. Woodworth moved that a meeting be set for 7 : 30 p.m. , February 20th, with the proponents , Durand seconded, motion carried. CONFERENCES & The City Attorney reported that the Western Regional CONVENTIONS Traffic. Court Conference in San Francisco was highly interesting and informative. i Woodworth ' s motion , seconded by Strain was passed, approving the following claims :.
