December 19, 1966
Regular meeting of the Kent City Council called to order at 8:00 p.m.
Present: Mayor Thornton, Councilmen: Armstrong, Buxton, Durand,
Mooney, Pozzi, Strain and Woodworth, City Engineer Sherwood, City
Attorney Bereiter
Minutes of the last meeting approved as printed and accepted by motion.
Clerk's, Treasurer's and Budget Reports submitted, accepted and placed
on file by motion.
HEALTH & Garbage Contract Bids. Bids were read from the
SANITATION following firms: National Disposal, Shaw Disposal,
Southgate Disposal and Federal Way Disposal. Mooney
moved to award the bid to Shaw Disposal on their low
bid of $.89 per month for residential, 85% for commer-
cial and 87% for portables on a three year contract,
Woodworth seconded. Under discussion, it was noted that
the city's municipal accountant had checked the bids
and recommended that Shaw's be accepted. Curran,
representing Southgate Disposal Co., stated that Shaw's
bid was unusually low and that the bids were difficult
to analyze. The motion carried unanimously.
Mooney noted that work is progressing on the North end
treatment facility and moved to retain Dames & Moore
for soils investigation work during construction, Strain
seconded, motion carried.
Under new business, Mr. Hauge stated the city inspector
was withholding permission to pur concrete because tie
had not settled his account with the school board. The
City Attorney suggested that Mr. Ilauge deposit a good
faith check with the city and Mr. Hauge agreed to do so.
STREETS Freeway. The City Engineer stated that he attended a
hearing in Auburn regarding the Valley Freeway route
from So. 285th to Sumner, noting that no conclusions
had been reached. lie Further stated he felt it was a
local problem and that the main thing was to see that
the project was not delayed unduly.
The City Engineer recomended that the Council accept a
deed executed by Ed Pike for a portion of 102nd Ave. S.E.
and that the City Attorney draft the necessary document.
The City Attorney suggested that the proper procedure
would be for the City Clerk to attach a certified ex-
cerpt of the motion to the instrument before it is filed
in the county auditor's office. Pozzi so moved, Wood-
worth seconded, motion carried.
The City Engineer noted that Rentonites, Inc. had sub-
mitted two deeds, one for a 30 foot strip on S.E. 236th
between 104th S.E. and 102nd Ave. S.E. and one for a 50
foot strip right-of-way approximately in line of S.E.
239th St. about 400 feet North of James Street. The
City Engineer recommended acceptance of the 30 foot
strip, but that the 50 foot strip not be accepted,
stating that the minimum standard is 32 feet for im-
proved roadway in residential areas and that tie felt
it should be made 36 feet. Pozzi so moved, seconded by
Buxton. Mr. Peretti stated he would try to arrange with
the contractor to make the width 36 feet. The City
Attorney opined that the city could accept the 50 foot
dedication with the stipulation that the City Engineer
approves it. Pozzi's motion carried, with Armstrong
refraining.
Traffic Control. A recommendation from the Chamber of
Commerce was read suggesting that the City purchase at
least three traffic counters. On Mooney's motion, this
was referred to the Street Committee, Strain seconded,
motion carried.
CORRECT
MINUTES
A letter from the Washington State Highway Commission was
read requesting the City to check all traffic control devices
for conformance to the 1961 manual by December 31, 1966. Pozzi
moved to refer this to the Engineering Department, Strain
seconded, motion carried. i

A letter from C. G. Prahl.was read acknowledging our letter of
Nov. 29 in which we requested a meeting to make a decision as
to the location of the E-W Freeway in Kent. Mr. Prahl noted
that it would not be appropriate for the state to study the
matter further until the Green River Valley Traffic Study report,
of which Kent is a member, has been completed. The City Engineer

noted that a meeting of this group was scheduled for December I
22 at 10:00 a.m. at the Kent City Iiall and that he would then

try to confirm January 19th for discussion of the East-West
iso,route.
Woodworth moved to place this letter on file, Mooney
seconded, motion carried. j
Ordinance 1414, approving "No Parking" on the So. side of Smith
from Railroad Ave. to Central and also upon the West side of 4th
Ave. from Harrison to Meeker, was read by the City Attorney.
Pozzi moved for passage and adoption of the ordinance, Buxton
seconded, motion carried, with Woodworth voting nay.

Ordinance 1413, repealing the "one-way" designation for Smith
St. was read by the City Attorney. Strain moved for passage and

adoption of the ordinance, Durand seconded, motion carried.
WATER
Strain moved to hire Dames & Moore to do a soils study of the
tank site at So. 2400 and 98th. Armstrong seconded, motion carried.
Strain noted that the City should pay the outstanding Derbyshire
interest bearing warrants from water funds. Under discussion,
Armstrong suggested the matter be referred to the Finance and
Water committees with power to act. Strain so moved, motion
carried.
FINANCE
Upon Armstrong's motion, the City Treasurer was authorized to
reinvest $30,000 of 1964 Water Construction Funds in U. S.
Government 180-day Treasury Bills. Motion carried.
Resolution 564, approving the transfer of $2,500.00 from salaries
into expense in the Police Department 1966 Budget was read by
the City Attorney. Woodworth moved for passage and adoption of
the resolution, Durand seconded, motion carried.
Resolution 565, approving transfer of $181.00 from salaries into
Maintenance and Operation - Contractual Services for Recreation
Director in the 1967 Park budget was read by the City Attorney.
Strain moved for passage and adoption of the resolution, Durand
seconded, motion carried.
PARKS & Mooney noted that a meeting was scheduled for January 120 for
RECREATION the Central Puget Sound Regional Planning Agency and that Itent
should be represented. Woodworth stated that Kent should be
represented to determine if we want to become a part of this
group and moved that the matter be discussed at a meeting on
January 9th, Armstrong seconded, motion carried.
The public hearing was opened on adopting the Park and Recreation
Plan was formulated by the John Graham Co. into the Comprehensive
Plan. A letter from Dr. Melvin Rugg was read stating his inten-
tion to develop a portion of his Mill Creek Canyon property into
a prefessional center and requesting that it therefore not be
considered.as a future park site as recommended in the John
Graham report. The City Attorney noted for the record that
adoption of the plan is a step toward designating this area as
park property and read the section of the report pertaining to
parrs. He explained that adoption of the plan does not necessa-
rily mean it will be followed in its entirety. The City Attorney
opined that adoption would not prevent Dr. Rugg from developing
his property as it is property zoned. Dr. Rugg was heard, as
well as Mr. Donais, his attorney. Mrs. Hogan, Mr. Baffaro, Mr.
Wilson and Mr. Curran spoke in favor of the plan. The public
hearing was closed. Woodworth moved that this plan be adopted
as recomended by the Planning Commission, Mooney seconded,
motion carried, upon roll call vote.
ZONING Wynn. The public hearing was opened on the Wynn application
for a rezone from C-3 to MHR near Midway Drive -In Theatre. The
City Clerk read a letter from Mr. Wynn requesting that a portion
of this rezone be deleted. Under discussion, the Planning
Commission stated that they did not object tothis. There
were no objections or comments from the floor and the hearing
was closed by motion. Mooney moved to approve the rezone
and for the City Attorney to draft the necessary ordinance,
Strain seconded, motion carried.
General Investment. The public hearing was opened on General
Investment's application for a rezone from R-3 to R-4 in the
vicinity of the Benson Highway and S.E. 238th. There were no
objections or comments from the floor and the hearing was
closed by motion. Strain moved to approve the request for
reasons outlined by the Planning Commission and for the City_
Attorney to draft the ordinance, Pozzi seconded, motion carried
Vale. The public hearing was opened on the Vale application
for a rezone from M-A to M-1 for the area West of the West
Valley Highway between So. 212th and So. 228th. There were no
objections or comments from the floor and the hearing was
closed by motion. Mooney moved to approve the request for
reasons outlined by the Planning Commission, Strain seconded,
motion carried.
Investment Exchange. The public hearing was opened on the
Investment Exchange application for a rezone from R-1 to R-4
in the Lake Fenwick area. Plans were displayed for a complex of
1100 apartments to be done on a 3 to 5 year plan, starting
early in 1967. There were no objections or comments from the
floor and the hearing was closed by motion. Mooney moved to
approve the request for reasons outlined by the Planning
Commission, Armstrong seconded, motion carried.
Burke. The public hearing was opened on Mr. Burke's applica-
tion -For a rezone from C-3 to MHR for 7 acres No. of the Kent -
Des Moines Rd. and East of the Russell Rd. There were no
objections or comments from the floor and the hearing was
closed by motion. Strain moved to approve the request for
reasons outlined by the Planning Commission, Armstrong
seconded, motion carried.
Bragonier. The public hearing was opened on the Bragonier
application for a rrezone from C-3 to MIIR for property North
of So. 240Lb between PSH #1 and 30th Ave. So. There were no
objections or comments from the floor and the hearing was
closed by motion. Mooney moved to approve the request for
reasons outlined by both the Planning Commission and the Board
of Adjustment, Strain seconded, motion carried.
Helgath. The public hearing was opened on the Helgath applica-
tion for a rezone from C-3 to M-1. There were no objections
or comments from the floor and the hearing wasclosed by motion.
Strain moved to approve the request for reasons outlined by
the Planning Commission ad for the City Attorney to draft the
necessary ordinance, Armstrong seconded, motion carried.
APPEAL A notice of appeal on the Board of Adjustment's action in
granting a conditional exception to Kent Highlands, Inc. to
allow a sanitary land fill operation, was read by the City
Clerk. Pozzi moved to set a public hearing on the matter for
January 16, 1967, Woodworth seconded, motion carried.
ZONING Upon Mooney's motion, seconded by Strain, public hearings were
set for January 16th for the following rezone applications:

PLAT Woodworth moved to set the public hearing for January 3, 1967
for the final plat of Armstcrest A, Durand seconded, motion
carried.
INSURANCE The 75% petition on the proposed East Hill Annexation was
introduced along with the engineer's certification that the
signatures contained thereon represented the owners of 75%o
of the assessed valuation. By motion, the Board of Review
was set for December 29D at 11:00 a.m.
Mr. George Teriisky presented a gift to the Mayor and read
a letter from the Mayor of Kaibara. IIe noted that the
Chamber of Commerce would have a reception for a young lady
from Kaiabara who will be visiting in Kent from January 10
to.January 29.
Strain's motion, seconded by Buxton was passed, approving
