December 5 , 1966
Regular meeting of the Kent City Council called to order at 8 :00 p.m.
Present : Mayor Pro Tem Pozzi , Councilmen : Armstrong, Buxton , Mooney,
Strain and Woodworth, City Engineer Sherwood, City Attorney Bereiter
Minutes of the last meeting approved as printed and accepted by motion .
STREETS Traffic Control. The City Engineer reported that sometime
.ago,when a group met with the State Highway Dept. , Mr.
Foster of the Highway Dept . had stated that the state would
reimburse the city, if we installed a traffic signal at the
West Valley Highway and James Street . Woodworth moved that
the City Engineer write a letter to Mr. Foster asking for
his written approval of this plan , Armstrong seconded, motion
carried.
The City Engineer ,reported that a survey had been made and
that it is questionable that the curve on Summit Ave. at
Smith Street could be improved and still stay on city
property. Woodworth moved that the Street Committee be
given power to .act on this matter , Mooney seconded, motion
carried.
A letter from the State Highway Commission was read advising
that they had approved the speed of 40 miles per hour on the
West Valley Highway for 1, 115 ft. So. of 180th S. in accordance
with Ordinance 1356. The City Attorney noted that this
letter should be attached to the ordinance. Woodworth so
moved, Mooney seconded, motion carried.
A letter from W. M. Foster of Washington State Highway Commis-
sion was read stating that the state intends to investigate
the proposed route easterly from 4th Ave. at some future date .
Woodworth noted that this is of major importance to the city
and moved that a letter be sent to him and ask for a meeting
early in January. Armstrong seconded, motion carried.
A letter from W. M. Foster was read advising that a Federal
Aid Route Hearing on PSH 5 from Sumner to So. 285th St. has
been scheduled for 9 : 30 a.m. on December 12 in the Auburn
Elks Lodge. Woodworth moved that the City Engineer attend
this meeting, Armstrong seconded, motion carried.
A. letter from the Chamber of Commerce was read requesting
the Council to send a written request to the Washington State
Highway Department asking that the. East Valley Highway be
posed and marked as an alternate route to Kent from 180th St .
S. to 228th. Mooney so moved, Woodworth seconded, motion
carried.
A letter from the Chamber of Commerce was read requesting
the Council ' s support of the Washington State Highway Depart-
ment 's proposal to improve the West Valley Highway and make
it' a four lane divided thoroughfare from the Foster Inter-
change South to the Green River. The City Engineer noted
that the Highway Dept. will notify the City of this proposal.
Woodworth moved the letter be placed on file , Strain seconded,
motion carried.
A letter from the Chamber of Commerce was read recommending
that the City of Kent undertake the task of making a study
to justify the elimination of parking on a 24 hour basis on
Central Ave. from James St . to Titus. Woodworth stated that
this is being done. The second proposal from the Chamber
recommends that the Council eliminate parking on the West
side' of 4th Ave. between Meeker and Harrison Streets. Woodwort
stated that this is something the City Engineer and Police
were going to. recommend anyway and asked the City Attorney
if this could be included in the ordinances. The City Attorney
stated that this could be done and Woodworth so moved, Buxton
seconded, motion carried'.

Discussion was had on the Smith Street project . The City
Engineer stated that the recommendation regarding "no left
turn" at Central when East bound on Smith Street was not
clear. Mooney stated that he felt that prohibiting left
turns was not practical and would cause congestion and that
that there should be a proper signal so left turns could be
made. Strain objected, stating it should be closed to left
turns entirely. It was pointed out that the Chamber of
Commerce recommends that all left turns be prohibited. The
City Engineer stated that Smith St . , west of Central, is a
State Highway and that the IIighway Dept—would have to concur
with action for this section of Smith. Woodworth moved that
(1) two way traffic be reinstituted on Smith St . between
Central Ave. and the West Valley Highway, (.2) that there be
no parking on the South side of Smith between Railroad and
Central , (3 ) that there will be -no left turns permitted at
Central for east bound. traffic on _Smith and/ (4) that the
City. Attorney be instructed to draft the appropriate ordi-
nances , Buxton seconded, motion carried. Strain voted nay.
Woodworth recommended that action on the proposed stop sign
on Smith St . at 4th Ave . be held. He also stated that he
felt parking should not be removed on Smith from Central to
Kennebeck as it merely creates a parking problem elsewhere .
Pozzi noted that the situation could be studied as it develops.
The public hearing was opened on the proposed East-West Route
of 196th. Mooney stated that the city officials had met with
representatives of Northern Pacific , who gave details of
their plans for a North-South spur on the East side of the
present tracks . Mooney moved that the council' recommend that
consideration of the 196th route East of the tracks be re-
ferred back to the Planning Commission with the request that
the Planning Commission consult with Northern Pacific repre-
sentatives , street commitee and the Chamber of Commerce roads
and bridges committee , as well as the property owners in the
area. Buxton seconded, motion carried.
Vacation of Portion of 181st. Ordinance 1412 , approving the
vacation of a portion of 1 1st St. was read by the City
Attorney. Woodworth moved for passage and adoption of the
ordinance, Buxton seconded, motion carried.
HEALTH & Air Pollution . Mooney noted that students from the High School
SANITATION were present to gather information on air pollution and suggeste
that Mr. Frazier of the Planning Commission brief them on the
subject , Mr. Frazier accepted.
Treatment Plant . Mooney moved to approve a change order for
the Mottner and McCutchen Co. in the amount of $325.00 on
the North Sewage Treatment Plant project . Armstrong seconded,
motion carried.
Upon Mooney' s motion , seconded by Strain , Estimate No. 1, in
the amount of $30,049.80 from Mottner & McCutchen for addition
to the North Sewage -Treatment Plant was approved. Motion
carried.
Garbage. Mooney noted that garbage collection will be taken
over by the city after the first of the year and moved that
a call for bids be issued for areas not to be served. Strain
seconded, motion carried.
LID 249. Ordinance 1410, providing for the issuance and sale
of bonds in the amount of $164 , 218.65 for LID 249 was read
by the City Attorney. Mooney moved for passage and adoption
of the ordinance and for James Gay to order the bonds printed,
Strain seconded, motion carried. McLean and Co. ' s proposal
to buy the LID bonds bearing interest at 5.70% was read.
Strain moved to authorize the Mayor to accept the offer,
seconded by Mooney and carried.
A letter was read from Calhoun Dickinson , a Seattle Attorney,
regarding sanitary sewer overflow at the Kent Shopping Center.
The City' Engineer recommended that the matter be referred to
the Sewer Committee for investigation , with a report at the
next meeting. Armstrong so moved, Strain seconded, motion
carried.

Mr. Fred Day of Sunset Realty requested permission to hook-
up to the city sewer on 108th S.E. for a proposed new plat
called Eastridge Manor. He noted that the plattors will seek
annexation to the city. Mooney moved for the request to be
granted under the same conditions as stated on October 17th,
that the developer must bear the cost of the lift station .
Woodworth seconded, motion carried.
The City Engineers stated that he received a letter from the
Milwaukee Railroad asking for written notification confirming
authorization for the Mayor to sign Pipe Line Agreement W8081
regarding sanitary sewer installations in the North end.
Mooney so moved, Strain seconded, motion carried.
North Sewer. The City Attorney stated that Judge Mifflin has
signed the dismissal of the complaint on the suit involving
the North End Sewer project , noting that he would meet with
the Mayor and Council soon .
BUILDING Utility Building Buxton stated that the fill is. in now and that
final plans and location have been approved and will be sub-
mitted to the council soon .
WATER Strain noted that the East Hill water program is now complete
and our consulting engineers stated that we will get the re-
servoir in next summer .
Strain moved to authorize Hill & Ingman to make a geological
study of Icy Creek when they make the study of Clark Springs ,
which might include some test drilling. Woodworth seconded,
motion carried.
FINANCE Armstrong noted that the City Clerk had sold $138 ,000.00 in
bonds for LID 246 over the counter and thanked the newspaper
for publicity on the subject .
POLICE & Ordinance 1411, clarifying the city ' s position regarding the
FIRE status of volunteer firemen and amending Ordinance 1280, was
read by the City Attorney. Strain moved for passage and adop-
tion of the ordinance , Buxton seconded, motion carried.
APPEAL PSP&L. The public hearing was opened on the PSP&L appeal. It
was noted that the Board of Adjustment had denied the PSP&L
request to build a substation in an R-1 zone. Mr. Todhunter
of PSP&L explained the conditional exception was sought because
engineering studies undertaken by his firm had revealed the
subject property to be the center of the load area for electri-
cal service in the vicinity and the placement of the subject
substation in any other location would involve considerable
additional expense. Mr. Stanley Stone , Attorney representing
76 people , presented a petition signed by his clients , noting
that their main concern was the proximity of the substation to
the East Hill school. It was pointed out that many children
play on the school grounds even when school is not in session .
Among those objecting were Mrs. Obee , Mr. Charles Aston and
Mr. H. W. Haskins . It was noted that some of the residents
felt that their property values would decrease if the station
was built . Mr. Lee Purdy representing the school board, stated
that i.n as much as the children are supervised during school
hours , the board was not opposed to the substation. Upon Mr.
Buxton ' s question , Mr. Todhunter stated that he knew of no
fatal accidents in a substation since 1900. Woodworth moved
that the appeal on -the Board of Adjustment 's action be denied
for the same reasons stated in the Boards denial. Armstrong
seconded, motion carried unanimously.
PARKS Mrs . Hogan distributed sketches of a proposed roadside park
on Kent Kangley road, with parking facilities and a picnic
area. Woodworth moved to place this on file , Buxton seconded,
motion carried. '
Mrs. Hogan stated that the triangle on the East Valley Highway
is being beautified now and work on the Alexander St . Park is
progressing with plans for installation of the fence soon .
Woodworth commented on the death of civic leader Ralph Pozzi
and moved that a letter of condolence be sent to his family
