Present : Mayor Thornton , Councilmen : Armstrong, Buxton , Durand, Mooney, Pozzi, Strain and Woodworth, City Attorney Bereiter , Asst . City Engineer En ge In Minutes of the last meeting approved as printed and accepted by motion . Clerk' s and Treasurer ' s Reports submitted, accepted and placed on file by motion . STREETS Traffic Control. The Assistant City Engineer reported that a traffic study of the downtown area was made last Friday afternoon but no data has been compiled as yet. Pozzi stated that the Street Committee , Police Committee , Traffic Engineer and Chamber of Commerce representatives have met to discuss "off street parking" on Smith Street under the John Graham report . - He made the following recommendations : . 1. The street be opened to two way traffic instread of "one way" . 2. No "left turn" be permitted at Central Ave. for eastbound traffic on Smith Street . 3 . Parking should be prohibited on the south side of Smith St . from Railroad Ave . to Central Ave. (seven stalls involved) . 4 . The "no parking" from Central to. Kennebeck on the South side of Smith St . should be enforced. 5. Stop signs erected on Smith St . at 4th Ave. for east and west bound traffic . He also noted the need for a signal light at West James St. & WVH and recommended that stop signs be erected on Harrison at 4th Ave . for east and west bound traffic . The property owner on the NW corner of this intersection will be asked to remove some shrubbery which creates a hazard by obscuring vision . Mooney noted that this owner was one of the two in favor of the LID to extend 4th Ave . The City Attorney stated that an ordinance is necessary to prohibit parking. Wood- worth moved that these recommendations be tabled until the next meeting for clarification . Mooney seconded, motion carried. Pozzi voted nay. Pozzi moved for the City Engineer to send a letter to Libby, McNeil and Libby requesting that action be taken within 6 months regarding the traffic hazard caused by loading trucks in the street . The motion was amended to require a report in 3 months . Mooney seconded, motion carried. Walkways . Pozzi stated that one proposal had been submitted from Rainier Asphalt for furnishing walkways for school children from Guiberson to Titus Streets on Kennebeck, in the amount of $895.00 for the upper block and $877.00 for the J.ower block and moved to accept the proposal. Mooney seconded, Under discussion , Strain noted that walkways were needed near East Hill Elementary School on James Street also, and that this should also be looked into. Motion carried. .Vacation of Portion of 181st . The public hearing was opened on the proposed vacation of a portion of So. 181st St. There were no comments or objections from the floor and the hearing was closed by motion. Upon Mooney ' s motion , the City Attorney was instructed to draft the necessary ordinance approving the vacation , including a clause that certain easements be granted for public utilities if the City Engineer deems it necessary. Armstrong seconded, motion carried. Vacation - Lincoln Ave. The public hearing was re-opened on the proposed vacation of a portion of Lincoln Ave . There were no objections or comments from the floor. The City Attorney noted that this matter had been continued at the request of the City Engineer so the legal description could be corrected. Upon Pozzi ' s motion , seconded by Mooney, the hearing was closed. Ordinance 1409, approving the street vacation was read by the City Attorney. Pozzi moved for passage and adoption of the ordinance , Mooney seconded, motion carried. A letter from E. W. Turner of Canyon Center was read requesting action to improve the entrance into South Kent . Woodworth moved to place the letter on file , Durand seconded, motion carried. Denver Grigsby asked about the progress on So. 212th. Bill Chase explained that at present we will be able to proceed from the bridge to the best Valley Highway, however , the rest of the project will have to wait until the EDA money arrives . WATER Pump Station. Strain moved to approve a change-order for the Austin Co. in the amount of y$532.72 on 'the pumping sta- tion project at Park Orchard. Woodworth seconded, motion carried. LIGHTS Durand stated that the installation of lights on old Highway 99 , between the intersection at Midway and So. 252nd has now been completed. BUILDING Woodworth stated, that he had received a communication from the Chief of Police requesting space in the new city building. Buxton noted that he would like to set up a meeting with the City Engineer and Finance Chairman , Wednesday, November 23 at 10:00 a.m. to discuss the new shop building. UTILITIES The City Attorney recommended that an old garbage bill against Mr. Tingley be dropped since it was actually for a period of time before he bought the house. He explained that th the process of filing a lien was not worth the expense , in this case. Mooney so moved, Strain seconded, motion carried. Armstrong voted nay. BIDS Truck - Sewer Dept . The following bids were read for a truck for the sewer department. Bill Hazelett $1,629.55 , inc.tax - with trade Bowen Scarff 9$1, 847.53 , inc .tax - with trade Valley Garage $1,615.28, inc .tax - with trade Upon Mooney' s motion , the bid was awarded to Valley Garage , Durand seconded, motion carried. Garbage Trucks . Bowen Scarff' s bid on two garbage truck chassis in the amount of $9 , 976.10 for both, including tax, plus freight charges to the .plan.t of the body builder, was accepted on Mooney ' s motion. Bids on the bodies were read from Fruehauf: $$10, 555.46 for two, including tax, plus freight and from Truckweld: $11, 223.38 for two, including tax. Discussion was had, and it was determined that the Garwood bodies , by Fruehauf were preferred by the Garbage Department. Upon Mooney' s motion , the bid was awarded to Fruehauf. Loader .- Street Dept . The following bids were read for a loader for the street department : N. C. Machinery - $$26 , 646.00, including tax Air Mac - $26 , 357.29 , including tax Pozzi moved to accept the bid submitted by Air Mac , Mooney seconded. Under discussion , it was noted that N. C. Machinery had demonstrated their machine , but that Air Mac demonstrated only a smaller machine . Motion carried. Woodworth, Durand and Strain voted nay. . ZONING Upon Durand' s motion , seconded by Strain , public hearings were set for December 19th for the following rezones : Wynn From C-3 to MHR General Investment From R-3 to R-4 Vale From M-A to M-1 Investment Exchange From R-1 to R-4 Burke From C-3 to MHR Helgath From C-3 .to M-1 Bragonier From C-3 to MHR Motion carried. I Blessing. A petition for reconsideration of the city council ' s decision on the Joe Blessing rezone was read. The City Attorney stated that to be procedurally correct , the application should be resubmitted and go through all the steps again , starting with the Planning Commission . Woodworth moved that the request for reconsideration be denied but that it be referred to the Planning Commission for a hearing and follow through in the usual manner. Armstrong seconded, motion carried. WATER Reservoir. Strain moved that the idea of using reservoir site at 240th for tennis courts be abandoned fand e instructed Hill & Ingman to go ahead with construction of the steel reservoir at 240th as proposed to the City Engineer. Mooney seconded, motion carried. O'Brien. The Mayor suggested that the cistern belonging to I the old O'Brien Water System be filled as soon as possible. Mooney moved that the water committee look into this , Durand i seconded, motion carried. PLANNING Upon Durand' s motion , a public hearing was set for December 19th on adopting the Park and Recreation Plan entitled "Technical Supplement" into the comprehensive plan of the City of Kent . It was noted that the Planning Commission recommends that this supplement be so adopted. Motion carried. FREEWAY A letter from James P. Curran , addressed to Messrs. Cunningham, Stender and Barden , was read urging that an underpass for Smith Street be provided at the Valley Freeway. Upon Pozzi ' s motion , this letter was placed on file . Mooney moved that the City Clerk be instructed to write Mr. PrahI requesting a meeting to decide where the East West Free- way is to go through Kent. Armstrong seconded, motion carried. Woodworth noted that the Council concurred with Curran ' s re- quest for the underpass on Smith Street. ' PARKS Woodworth reported that a committee consisting of Bustong , Armstrong, Mr. -Bicknell , Mr. Frazier and Mrs. Hogan and himself, met last week regarding the execution of a supplemental agree- ment - to the intergovernmental conference on- Open Space , but that a solution has not been reached as yet . Mrs. Hogan stated that she had checked with Mr. Porter and that the city's endorsement states that our plan fits in with the regional plan for open space. She noted that H.U.D. had indicated that their organazation does not recognize the Valley Regional Planning Commission , or the City could work through them to obtain funds. Mr Bicknell stated that the Valley Regional Planning Commission is authentic and that he would check further when he met with Mr. Merrill of II.U.D. on Wednesday. FRANCHISE Woodworth stated that a meeting was held with applicants re- questing franchises for closed circuit television cables and that the committee would make a recommendation as soon as all the letters of explanation have been received. A petition was read from seven residents requesting action for the demolition and removal of a vacant house on Third Ave. So. owned by George E. Halloway. Pozzi moved that the letter be sent to the Building . Inspector for action , Strain seconded, motion carried.
