October 3, 1966
Regular meeting of the Kent City Council called to order at 8:00 p.m. Present : Mayor
Thornton, Councilmen: Armstrong, Buxton, Mooney, Pozzi , Strain and 'Woodworth, City Engineer
Sherwood, City Attorney Bereiter
Minutes of the last meeting approved as printed and accepted by motion.
STREETS Traffic Control . Woodworth moved that the speed limit be changed
from 25 to 35 MPH from Ist Ave. No. to the West Valley Highways on
James Street. Armstrong seconded, motion carried.
Walkways. Pozzi reported that the street superintendent and the
committee will investigate the request for blacktop walkways at the
public schools and will give a detailed report at the next council
meeting.
Pozzi moved to deny Vern Parmenter's request for a years extension
of employment after December I, 1966 when he reaches retirement
age. Woodworth seconded. Under discussion, Mooney stated that
hereafter he would vote against extending service for anyone having
attained retirement age. It was further noted that this had nothing
to do with the individual, . but would become city policy. Motion
carried.
LID 251. Bids were read for improvement to So. 212th from:
Scarsella Bros. 211,580.70 (Alternate A - 56,333.00
Tri-State Const. 273,755.00 12, 179.50
Scalzo 277, 153.00 9,766.00
West Coast Const. 290, 155.36 11,294.50
The City Engineer recommended that these bids be held until the
next council meeting. Pozzi so moved, Armstrong seconded, motion
carried, after discussion with Bill Chase of Hill & Ingman.
A letter from Hill & Ingman was read certifying that protests signed
by property owners within LID 251 represent 48. 10% of the total amount
of the assessment roll. Mooney moved that this letter be placed on
file, Strain seconded, motion carried.
Ordinance 1391, amending Ordinance No. 1333 to include additional
property to be acquired for the purpose of providing road right-
of-way for public access for ingress and egress and the placement
of utilities thereon, was read by the City Attorney. Woodworth
moved for passage and adoption of the ordinance, Armstrong seconded,
motion carried.
The City Attorney noted that James Gay had suggested that a motion
be made to have the City Clerk prepare and publish in the manner
provided by law, a notice of bond sale, calling for bids to be received
for the purchase of $300,000 par value of "General Obligation Bonds,
1966" .at '8:00 p.m. in the council chambers of the Kent City Hall on
Nov. 7, 1966, pursuant to Ordinance 1384, passed Sept. 19, 1966.
Mooney so moved, Armstrong seconded, motion carried.
WATER Strain moved to instruct Hill & Ingman to move ahead on the water
expansion program set forth under EDA. He stated that Paul Flint
reported that the city can finance their portion of this. Mooney
seconded. Under discussion, Bill Chase stated that the motion had
been passed at 'a prior meeting. Strain withdrew his motion, Mooney
withdrew his second.
LID 246. The City Attorney reported that after having been in court
today in the Hansen Construction vs. the City of .Kent controversy),
he thought that the matter had been settled, however., he had learned
this evening that the opposing attorney had interpreted the amount of
the settlement in_ an entirely different manner. He noted that he
now anticipated spending. the rest of the week in court.

HEALTH & LID 250. Mooney noted that the city's financial consultants have
SANITATION been working on a financial report on Metro's proposal. He stated
that another proposal from Metro was received today and that proper
consideration will be given to this proposal when McLean & Co. report
back in approximately two weeks. Woodworth moved that this proposal
be placed on file with the City Clerk, Mooney seconded, motion carried.
Letters from Mottner & McCutchen and National Construction Co. were
read agreeing to extend the holding period to Jan. I, 1967 on Contracts
G and C, respectively. Woodworth moved for these letters to be placed
on file, Mooney seconded, motion carried.
Letters from the Department of Health & Washington State Pollution j
Control Commission were read approving the plans and specifications
for Contract E — LID 250. Woodworth moved for these letters to be j
placed on file, Mooney seconded, motion carried.
Ordinance 1392, providing for the condemnation of permanent and
temporary construction easements, in, over and upon certain land
of the North Sewer System, LID 250, was read by the City Attorney.
Pozzi moved for passage and adoption of the ordinance, Strain seconded,
motion carried.

Mooney noted that a report on the lift station problem for a proposed
new development north of the Oxford Addition would be given to them
at the next council meeting. Mooney moved for the City Clerk to
provide Mr. Day with ,a copy of the minutes sohwing this. Armstrong
seconded, motion carried.

Upon Mooney's motion, the City Clerk was instructed to write to the
City of Seattle Engineer requesting better coverage of the fill at the i
Midway pit. Strain seconded, motion carried. Mooney pointed out that
the fire at the Midway pit would not have been so serious if the material
had been covered daily.
FRANCHISE Woodworth stated that he had received a series of letters from several
firms requesting franchises for the right to construct and maintain
closed circuit television cables in this area. He suggested that the
council meet with the applicants on October 13th and asked the City
Attorney to make adequate arrangements.
FINANCE Armstrong moved -to authorize the City Treasurer to reinvest $40,000.00
of Arterial Street Funds together with an additional $ 10,000.00 of like
funds in 90—day U.S. Government Treasury Bills. Woodworth seconded,
motion carried.
BUDGET The public hearing on the budget for 1967 was opened .and copies were
distributed to the audience. The Mayor and Councilmen proceeded to
read the budget. James Curran noted that no provision had been made
for a Planning Director. Pozzi stated that if Initiative 226 passes,
perhaps one could be added. After clarifying a few points for interested
citizens, the hearing was closed.
Ordinance 1393, adopting the budget for tee year of 1967 was read by
the City Attorney. Mooney moved for passage and adoption of the ordinance,
Strain seconded, motion carried.
Ordinance 1394, fixing the tax levy for the City of Kent for the year
1967 was read by the City Attorney. Woodworth moved for passage and
adoption of the ordinance, Armstrong seconded, motion carried.
PLANNING The council was urged to attend a meeting of the Planning Commission and
John Graham Co. representatives at 7:30 p.m. on Oct. 4, 1966. Mooney
asked if the State had already paid the John Graham Co. for this work.
The City Engineer stated that he had assumed that they had, under the
701 plan.
YORKSHIRE The public hearing was opened on the final plat of Yorkshire. There
PLAT were no objections or comments from the floor and the hearing was closed
by motion. A motion was passed to uphold the Planning Commission's
recommendation to approve the plat. Ordinance 1389, approving the
Yorkshire Plat was read by the City Attorney. Woodworth moved for
passage and adoption of the ordinance, Armstrong seconded, motion carried.

ZONING Amend Zoning Ordinance. Ordinance 1390, authorizing sanitary land
fill operations as conditional exceptions in all zoning districts of
the City of Kent except MHR zone .and delegating the power to the Kent
Board of Adjustment to determine what type of material shall be allowed
in a sanitary fill was read by the City Attorney. He noted that public
hearings had already been held at both Planning Commission and Council
levels. Woodworth moved for passage and adoption of the ordinance,
Strain seconded, motion carried.
PARKS Mrs. Hogan presented sketches of the proposed neighborhood park in
the Alexander St. area which provides access to the Danielson property.
Woodworth moved to allow the Park Dept. to use this property on a per—
missive use basis. Armstrong seconded, motion carried.
