HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 07/18/1966-----...------------ Kent, Washington July 18, 1966 Regular meeting of the Kent City Council called to order at 8:00 p.m. Present: Mayor Thornton, Councilmen: Armstrong, Buxton, Durand, Mooney, Strain and Woodworth, Assistant Engineer Joe Englen, City Attorney Bereiter Minutes of the last meeting approved as printed and accepted by motion. Clerk's, Treasurer's and Budget Reports submitted, accepted and placed on file by motion. STREETS A communication from the Planning Commission was read requesting that the City meet with Sbate Highway officials to attempt to secure emergency funds with which to construct two additional lanes from Titus Street to the Green River Bridge on So. Central Ave. On Straints motion, this was referred to the Street Committee. WATER North. A letter was read from Baldwin Sammis requesting that the City provide city water through an LID for property located on the west side of the East Valley High- way, approximately 1,100 feet north of S. E. 192nd. Strain moved that a letter be written to Sammis stating that this area is being considered in the next LID, Woodworth seconded, motion carried. 'LIGHTS Durand noted that he had received a survey from Puget Sound Power & Light on the Horseshoe Acres area and will report on this, as well as on plans for the Midway area at the next meeting. HEALTH & LID 249. Joe Englen, the assistant City Engineer, recommetided that August 15th be SANITATION set for the final hearing of LID 249. Durand so moved, Mooney seconded, motion carried. Sylvia Pines Sewer District. Mooney noted that he had received a letter from the Sylvia .Pines Sewer District stating that they are planning to provide sewer service to areas in Kent located South of 240th Street So. 'and West of the freeway. Mooney moved for the Engineering office to cooperate with the district so as to have sewers in this area in place of the existing septic tanks. Woodworth seconded, motion carried. - North Sewer. . Mooney moved to accept the low bid from Rodon, Inc. in the amount of $643,788.00 on Contract B for North Sewer LID 250, subject to satisfactory financ- I ing arrangements and EDA's approval. Woodworth seconded, motion carried. Armstrong seconded, motion carried. Mooney stated that in the past week the first law suit on LID 250 was dropped by Mr. Copass and that the city had been served with an amended complaint by Mr. Cogan. ) Mooney noted that there has been much outside interference in this matter, and that he hoped this would soon cease so that progress could be made on this project. Garbage. Mooney noted that at present there are several garbage collectors operat- ing in Kent and that the City Attorney has been instructed to write to these people that effective January 1, 1967, the City of Kent will handle all garbage collection for the city, some on a contract basis, and that all billing will be done from the City Hall. lie noted that the outside collectors are operating on franchises, all of which should have been terminated by now. Air Pollution. Mooney noted that Fred Frazier had been taking air samples and testing them and that the committee had met with Boeing officials, who promised cooperation on this problem. tie stated that he hoped other industries in the area would follow suit. North Sewer. Communications from the Department of Health and Washington State Pollution Control Commission were read, stating that the Plans & Specifications for � Contracts B, C and G for LID 250 were approved. The City Attorney requested that copies of these letters be sent James Gay, Attorney. Mooney stated that he had been contacted by Mr. Sacco regarding possible creek pollution in the North end of the city, and that samples of the creek water will be taken for examination. i POLICE & Woodworth moved that the City Attorney be given authorization to draft an ordinance FIRE to repeal the use of the parking meters and that the Police Committee be given power to negotiate the sale of the parking meters on hand, Buxton seconded, motion carried. I 264 BUILDING Buxton noted that the preliminary layouts are being made for the new utility build- ing and that $42,950.00 will be forthcoming from the State for the old building site. FINANCE Armstrong stated that he had received a letter from the King County Library Board I but that it gave no definite figures. He reported he hoped to have information to give a more complete report at the next meeting. SISTER CITY Mr George Tersiisky introduced Yoshia Nara, Consul General from Japan and his aide, Hiroshi Funakoshi. Resolution 559, accepting the invitation extended to the City , of Kent to become a Sister City to Kaibara was read by the City Attorney. Woodworth moved to adopt the resolution, Durand seconded, motion carried. ZONING Newell. The public hearing on Newell's application for a rezone from R1 t6 MHR was l • i opened. It was noted that the Planning Commission recommends the request be approved. II Mr. Howard Bauer and William Baden both objected to the rezone, stating that they felt the area was very wet in the winter time and that the drainage may be a problem. Mr. Newell stated that he had a licensed engineer check the soil for drainage and that he was assured that the drainage would not be a problem. The public hearing was closed by motion. Mooney moved that this request be denied, Woodworth seconded. Discussion was had on this matter, and it was ascertained that housing is needed badly in this area and that Mr. Newell will have further tests made. Mooney with- drew his motion and Woodworth withdrew is second. Mooney moved to hold action on this matter until the next meeting, Woodworth seconded, motion carried. Bentonts Realty. The public hearing on Benton's Realty application for a rezone from R-1 and R-3 to R-4 was opened. It was noted that the Planning Commission recommends the request be approved. Mr. Ed. Pike objected at length to the pro- posed rezone, anticipating traffic problems, lack of parking facilities, no play- grounds for the children. The public hearing was closed by motion. Woodworth.moved to approve the rezone for reasons outlined by the Planning Commission, seconded by Buxton, motion carried. It was noted that Armstrong abstained from voting on this matter. Ordinance 1365, approving the rezone was read by the City Attorney. Durand moved for passage and adoption of the ordinance, Buxton seconded, motion carried, with Armstrong again abstaining. ` W. L. Sheirbon. The public hearing was opened on Sheirbonts application for a re- zone from R-3 to R-4. It was noted that the Planning Commision recommends the re- quest be approved. Ed Pike objected to the rezone, stating that he felt that the existing 811 sewer main would not accomodate this many people, also the traffic and parking would become a problem. He also stated that he received no notice of the hearing. Upon being questioned, the City Clerk stated that the Planning Commission records showed that a notice had been sent to Pikers bank. Mr. Fred Day of 25451 104th S.E. stated that R-4 zoning would make the best use of the land and that it I. was within walking distance of schools and shopping areas. The public hearing was closed by motion. Armstrong moved to approve the request for reasons outlined,byt • ; the Planning Commission, seconded by Buxton, motion carried. Ordinance 13669 approving the rezone was read by the City Attorney. Armstrong moved for pftglff and adoption of the ordinance, seconded by Durand, motion carried. 1 Maxfield and others. The public hearing on the application of Maxfield, Goodwin, Carpenter, Monstad and Strobelt for R-3 zoning was opened. It was noted that the Planning Commission recommends the request be approved. There were no objections or comments from the floor and the hearing was closed by motion. Woodworth moved to approve the request for reasons outlined by the Planning Commission, Durand seconded, motion carried. Ordinance 1367, approving the R-3 zoning was read by the City Attorney. Woodworth moved for passage and adoption of the ordinance, Armstrong seconded, motion carried. jMathiason and Sargent. The public hearing on this application for a rezone from R-2 to R-4 was opened. It was noted that the Planning Commission recommends this request be denied. There were no comments from the floor and the public hearing was closed by motion. Woodworth moved to uphold the Planning Commission's recommen- dation, Armstrong seconded, motion carried. i I RESOLUTIONS Resolution 560, authorizing the execution and delivery of a contract with Puget Sound Power & Light for furnishing municipal water pumping power service for North Sewage plant was read by the City Attorney. Strain moved for passage and adoption of the resolution, Armstrong seconded, motion carried. Resolution 561, authorizing the execution and delivery of a contract with Puget Sound Power & Light for furnishing municipal water pumping power service for the Sewage Lift Station was read by the City Attorney. Strain moved for passage and adoption of the resolution, Buxton seconded, motion carried. i I i i ZONING Upon Woodworth's motion, public hearings were set for August 15th for the following rezone applications; all of which were approved by the Planning Commission: Ed Turner R-1 to C-3 Morris Meier - Parcel A R-3 to R-4 Parcel B West to C-3 - East to M-1 Harn - West to C-3 - East to M-1 Terhune R-3 to R-4 Roos R-3 to R-4 Hoss Bros. Inc. MHR to C-3 Paul Weiser MA to MHR and C-3 City of Kent MA and M-1 to C-3 Durand seconded, motion carried. MC GRATH Upon Woodworth's motion, seconded by Strain, public hearings were set for August 15th ! ANNEXATION to consider zoning the McGrath ammexation R-1 and Mid Valley Land annexation MA, as & recommended by the Planning Commission. MID VALLEY LAND ANNEXATION MILES DRAKE The City Clerk introducted the 75% petition on the proposed Miles Drake annexation. ANNEXATION Woodworth moved to instruct the City Clerk to request a waiver of the Board of Review and to set the public hearing for August 1. Mooney seconded, motion carried. PARKS Upon Strain's motion, Barney Wilson was given power to act on the use of Kent's facilities for the forthcoming Am. Legion Baseball Tournament to be held August 30 and 31. Woodworth seconded, motion carried. Upon Woodworth's motion, the Park department was given permission to use property on 6th & Crow Streets for park purposes on a permissive use basis with the understanding that if it proved necessary, it would revert back to it's original planned use. Mooney noted that the street by the playground at 268th & Military Road is below park ground .level and it is becoming a traffic hazard. He moved that barricades be placed there, Buxton seconded, motion carried. Mooney noted this new playground also needs top soil, lawn seed and playground equipment. Acquisition. Mrs. Hogan noted that in compliance with Mr. McKay's letter, the city R should get an option on canyon property so that we can become eligible for federal funds. Woodworth reported that he would be in favor of having an appraisal made be- fore committing the City to an option. He moved for the Park Board to be authorized .to get an appraisal, seconded by Strain and carried. Mrs. Hogan noted that she would contact Dr. Rugg again, for more information on his property. Bereiter noted, for the record, that his partner, Don Holm was Rugg's attorney. LIBRARY It was noted that there is a need for additional space at the library. Mr. List furnished a number of applications for federal grants for possible use in financing such an addition. Armstrong noted he would study them and report back. By motion, Councilman Woodworth was elected to fill the position of Mayor Pro Tem during the absence of Mayor Thornton and Carl Pozzi.
