June 6, 1966
Regular meeting of the Kent City Council called to order at' 8:00 p.m. Present: Mayor Thornton,
Councilmen: Armstrong, Mooney, Pozzi , Strain and Voodworth, City Engineer Sherwood, City
Attorney Bereiter
Minutes of the last meeting approved as printed and accepted by motion.
STREETS Traffic Control. Woodworth reported that the installation of a 4—way
stop sign at the intersection of 249th St. and 38th Ave. S. requested
by 15 people by letter, was not warranted at this time, according to
the traffic engineer and Chief of Police. He also stated that he would
write a letter to the' people advising them of the committee's decision.
Woodworth reported that a meeting was held with the Police Committee,
business and home owners on Central Avenue to consider prohibiting
parking on Central Avenue between James and Titus streets during the
hours of 7 — 9 a.m. and 3 — 6 p.m. Woodworth moved to remove the
parking during said hours, Armstrong seconded, motion carried. The
City Attorney was instructed to draw up the necessary ordinance. Wood—
worth reported that it will be necessary for the ordinance to go to the
State for approval .
LIGHTS Strain noted that mercury vapor lights have not been installed in the
Horseshoe Acres Annexation as yet, and moved that Council get recom—
mendation from the lighting chairman at the next meeting, Armstrong
seconded, motion carried.
WATER Strain reported that he had received a letter from Pittsburgh—Des
Moines Steel Co. asking for an extension of time on the one million
gallon standpipe from May 19, 1966 to June 21, 1966. Strain moved that
the liquadated damages be reduced to cover engineering and inspection
costs only for the period from May 19, 1966 to June 21, 1966 and that
no consideration be given to any further relief :from full liquadated
damages after June 21 . Woodworth seconded, motion carried.
Strain reported that he had received a letter from Mr. Frank Berger
asking the City to accept a water main at S.E. 272nd St. and 167th PI .
S.E. for maintenance, for FHA clearance. Woodworth moved to refer the
matter to the water committee with the power to act, Armstrong seconded,
motion carried.
HEALTH & Mooney reported that the EDA funds had been granted and that a law suit
SANITATION is still pending on LID 250, however, favorable bids for portions of the
job are being received. The City Clerk read the following bids for
Contract A:

Harold Kaeser Co. 850,648.00
Frank Coluccio Const. Co. 901, 185.40
It was noted that the engineer's estimate is $836,000.00. Upon Mooney's
motion, Contract A was awarded to Murphy Bros. , Inc. subject to satisfactory
financing arrangements and EDA's approval, Strain seconded, motion carried.
The following bids were read for Contract D:

It was noted that the engineer's estimate is $730,000.00. Upon Mooney's
motion, Contract D was awarded to Tri—State Const. Co. , subject to
satisfactory financing arrangements and EDA's approval, Strain seconded,
motion carried.

The following bids were read for Contract F:
Packard Pipe & Pump Co. 260,000.00
Austin Const.. Co. 268,000.00
Mottner & McCutchen 325,000.00
It was noted that the engineer's estimate is $265,000.00. Upon Mooney's
motion, Contract F was awarded to Packard Pipe & Pump Co., subject to
satisfactory financing arrangements and EDA's approval . The awarding
was also subject to the engineer's approval of the letter accompanying
Packard's bid. Strain seconded, motion carried.
Fluoridation— Vic Levesque reported on a seminar he had attended recently
regarding fluoridation and supplied the Councilman with .literature on the
subject.
FINANCE Armstrong stated that no reply had been received from the King County
Library Board and that a meeting will be held with the local library
board on June 23rd.
BIDS The City Clerk read the bids for the paving of James Street from Ist Ave.
to the West Valley Highway. Sea—Tac submitted the only bid for $6082.25
and $6.00 an hour for the grader. The City Engineer stated that the bid
was better than most in recent years and felt that though the grader price
was high, they didn' t anticipate using it. Woodworth moved to accept the
bid from Sea—Tac, Mooney seconded, motion carried. Pozzi noted that the
press should let the residents on James Street know when the street will
be closed.
POLICE Mayor Thornton appointed Lt. Dave McQuery as new Chief of Police, and
upon Woodworth's motion, seconded by Strain, the Council unanimously
confirmed the appointment. McQuery was sworn in by the City Clerk, with
the assistance of retiring Police Chief Robert E. Lee. Resolution 557,
honoring R. E. Lee and appointing him as Police Chief Emeritus was read
by the City Attorney, and passed unanimously.
LIBRARY A letter from the Kent Library Board was read recommending that Mrs.
Mary Johnson be retained as custodian. Armstrong moved for the City
to extend her retirement date one year, Mooney seconded, motion carried.
EMERGENCY The public hearing was opened to hear any objections or comments on the
ORDINANCE adoption of this ordinance, which was originally introduced at the last
meeting. There were no objections and the hearing was closed. Ordinance
1354, declaring an emergency and providing for issuance of warrants for
Police Department personnel and equipment was read by the-City Attorney.
Woodworth moved for passage and adoption of the ordinance, Mooney seconded,
motion carried unanimously.
MCGRATH The public hearing on the McGrath Annexation was opened, there were no
ANNEXATION objections from the floor and. the hearing was closed by motion. Woodworth
moved to approve the annexation and to instruct the City Attorney to draft
the ordinance, Mooney seconded, motion carried.
MID VALLEY LAND The public hearing on the Mid Valley Land Annexation was opened, there
ANNEXATION were no objections from the floor and the hearing was. ciosed by motion.
Pozzi moved to approve the annexation and to instruct the City Attorney
to draft the ordinance, Mooney seconded, motion carried.
ZONING Midway Associates. The public hearing on Midway Associates application
for a rezone from R—I to R-4 was opened. It was ascertained that the
applicants had originally asked for C-3 zoning, but the planning Commission
recommended R-4, which was agreeable to the applicant. Larry Fuller of
2416 South 249th PI ., stated that he felt it should remain R—l. Noel
Bicknell stated that the Planning Commission voted unanimously in favor
of .R-4 zoning. The public hearing was closed by motion. Woodworth moved
to approve the rezone for reasons stated by the Planning Commission,
seconded by Strain, motion carried. Ordinance 1349, approving the rezone
was read by the City Attorney. Woodworth moved for passage and adoption
of the ordinance, Pozzi seconded, motion carried.

Burke. The public hearing on Burke's application for a rezone from M-1 to
C-3 was opened. There were no comments or objections from the floor and
the hearing was closed by motion. It was noted that the Planning Commission
recommends approval of this request.. Woodworth moved to approve the request
for reasons outlined by the Planning Commission, seconded by Pozzi and passed,
Ordinance 1350, approving the rezone was read by the City Attorney. Mooney.
moved for passage and adoption'of the ordinance, Strain seconded, motion carried.
PLATS Green Valley Heights #4. The public hearing was opened on the final plat of
Green 'Valley Heights #4. There were no objections or comments from the
floor and the. hearing-..was closed by motion. It was noted that the Planning
Commission recommended approval. Upon Woodworth's motion, the City Attorney
was instructed to draft the necessary ordinance to approve the plat, Strain
seconded, motion carried.
Cambridge #4. The public hearing was opened on the final plat of Cambridge
#4. There were no objections or comments from the floor and the hearing was
closed by motion. It •was noted that the Planning Commission recommends approval
of this, plat. Upon.S rain's motion, the City Attorney was instructed to draft
the necessary ordinance to uphold the Planning Commission's recommendation.
Mooney seconded, motion carried.
Wynwood. The public hearing was opened on the final plat of Wynwood. There
were no objections or comments from the floor and the hearing was closed by
motion. It was noted that the Planning Commission recommends approval of the
plat. Upon. Woodworth's motion, the City Attorney was instructed to draft the
necessary ordinance to finalize the plat, Pozzi seconded, motion carried.
Kentwood Glen. The public hearing was opened on the final plat of Kentwood
Glen. There were no objections or comments from the floor and the hearing
was closed by motion. it was noted that the Planning Commission recommends
approval of the plat and Strain moved to have the City Attorney draft the
approving ordinance. Mooney seconded, motion carried.
ZONING Matelich. Ordinance 1351, approving the rezone submitted by Matelich from
R-3 to R-4 was read by the City Attorney. Pozzi moved for passage and adoption
of the ordinance, Mooney seconded, motion carried.
Sorenson. Ordinance 1352, approving the rezone submitted-by Sorenson from
M-1 to C-3 was read by the City Attorney. Strain moved for passage and adopt-
ion of the ordinance, Woodworth seconded, motion carried.
Peretti . Ordinance 1353, approving the rezone submitted by Peretti from R-3
to C-3 was read by the City Attorney. Armstrong moved to •adopt the ordinance,
Woodworth seconded, motion carried. Strain voted nay.
MILES DRAKE The 10%' petition for Miles Drake Annexation was presented along with the letter
ANNEXATION from the City Engineer certifying that signatures thereon represent owners of
property aggregating more than 10% of the assessed valuation. Strain moved that
a meeting be set for 7:30 p.m. , June 20th, with the proponents. Armstrong
seconded, motion carried.
PARKS Mayor Thornton's reappointment of Pete Baffaro to the Park. Board for three
years was unanimously confirmed on Strain's motion, Mooney .seconded.
Armstrong moved that the Park Department be authorized to negotiate with
Canyon Realty for a lot on Scenic Hill for a neighborhood park, Strain seconded,
motion carried.
CONFERENCES City Engineer Sherwood requested that he be given permission to attend the
& Western Regional APW Meeting to be held in Portland, June 12, 13 and 14th.
CONVENTIONS Woodworth so moved, Strain seconded, motion carried.
Woodworth moved for permission to be granted for Chief Foster and four firemen
to attend the Fire Convention' in Wenatchee, June 8 through June Ilth, Armstrong
seconded, motion carried.
CLAIMS The claim presented by Mrs. E. R. Staley was read, for damages to her car
allegedly, sustained when a street department truck sprayed insecticide on it.
The City Attorney noted that the Street superintendent recommended that the
claim -be denied. Upon Woodworth's motion, the claim was denied, Mooney seconded.-
motion carried.

The claim presented by Mr. Castonguay for damages to the gutter facer of their
new home was read by the City Attorney. He explained the City's liability in
the matter and Pozzi moved that the Council authorize the warrant. Strain
seconded, motion carried. It was noted that the facing was damaged by the City's
back hoe.
The Mayor stated that a staff meeting would be held once a month with Department
Heads, on the second Tuesday at 10:00 a.m, and invited council members to attend
when possible.
Dick Randall and Terry Brown, Kent Junior High students, were introduced by Mayor
Thornton. Girls State candidates, Sandy Molotte, Kathy Gregory, and Julie Hartnett
were present and received the congratulations of the City officials.
