April 4, 1966
Regular meeting of the Kent City Council called to order at 8:00 p.m. Present, Mayor Thornton,
Councilmen: Buxton, Durand, Mooney, Pozzi , Strain and Woodworth, City Engineer Sherwood, City
Attorney Bereiter
Minutes of the last meeting approved -as printed, with this addition, approved by motion, "A
public hearing for the Parks rezone was set for the April 18th meeting".
STREETS Mr. Eckland requested that the deed for Street right-of-way that he deeded
to the city in 1961 be released to him. The City Engineer recommended the
matter be referred to the street committee and City Engineer for study.
Pozzi so moved, Durand seconded, motion carried.
212th Mrs. Miller complained about dust from passing trucks on 212th Street
in front of her home. Gib Kendall, street superintendent, stated that one
way to correct the situation would be to blacktop the shoulder of one side
of the ttreet.
WATER East Hill. Strain noted that the million gallon stand pipe is two thirds
complete, with one other pipe to change over before it will be completed.
He stated the project should be completed the latter part of May.
Fluoridation. A letter was read from City Engineer, Glen. Sherwood, in which
he recommended that certain "extras" be accepted on the Fluoridation Equipment
Contract. Strain so moved, seconded by Woodworth, motion carried.
HEALTH & South End. Mooney stated that the south end project by Tri-State Construction
SANITATION is 77% complete, but there have been complaints about excessive dust. Walt
Ramsey reported that the streets will be oiled Thursday.
North End. Mooney reported that Judge Agnew had lifted the restraining order
on the City regarding the proposed LID 250. He stated that three hours were
spent last Thursday by the councilmen reading each protestor's letter individually
and initialing same. The Mayor stated that Metro had made a new proposal and
the City feels it needs more time to examine It, therefore, the ordinance creat-
ing the North End sewer- LID will not be voted upon at this time. Woodworth moved
that the Mayor be authorized to discuss the proposal with Metro and that a cut-off
date of April 8 be established, after which the City will consider no further
proposals. Strain seconded, Mooney moved to amend the motion for the Mayor,
Consulting Engineers, our Engineer and our City Attorney to attend Metro's regu-
lar meeting on Thursday to evaluate the proposal and to accept or reject the pro-
posal at that meeting. Pozzi seconded the amendment and motion carried. Strain
and Woodworth voted nay on the amendment. The original motion carried unanimously.
North. Mooney moved for the City Clerk to be instructed to acknowledge receipt
of Mr. Curran's report. Mooney corrected items in the report, stating that the
historical background of sewage rates is "1954 - $ 1.50, 1959 - $2.50". The
$300,000.00 bond issue for sanitary sewers was for the West Hill, not for treat-
ment facilities. It was for development of real estate property in that area. He
reported that the health and sanitation committee will discuss the matter further
with Curran, if he so desired. Motion seconded by Strain and carried over Wood-
worth's nay.
Complaint. - Mr. Walton complained that sewage is still overflowing at Wilio Vista
Trailer Park. It was noted that authorities bad investigated. and found that faulty
lines had been repaired and a test of the well water showed no contamination. It
was noted that the trailer park should hook-up to sewers as soon as they are avail-
able. The City Attorney requested an affadavit from Mr. Walton giving names, dates
and locations before he can commence either criminal action or nuisance action.
BUILDINGS. Buxton moved for the tract of land in the .NW corner of the south end treatment
plant property to be 'set aside for the new utility building for street, water and
park departments. Pozzi seconded, motion carried.
LIGHTS Durand stated that the Fire Department was not in f'ovor of a spot light on top of
the building. Noel Bicknell offered to check to see if any of the city's old light
standards were available.
POLICE & Woodworth moved for a stop sign to be placed at West Titus Street and 4th Avenue.
FIRE Durand seconded, motion carried. Sherwood noted that this had not come through
the traffic engineer's office.
Woodworth stated he had received a copy of the Mutual Aid Agreement between Kent
and surrounding fire departments and that said agreement had been approved by Chief
Foster. A motion by Woodworth for the City to ratify this agreement was seconded
by Durand and carried.

FINANCE A letter from the City Treasurer was read recommending reinvestment of
$50,000.00 from 1964 Water Construction Fund in Treasurey Bills for a
period of 90 days. Strain so moved, Durand Seconded, motion carried.
A letter was read from the City Treasurer recommending reinvestment of
$ 100,000.00 from Arterial Street Funds in Treasurey Bills for a period of
90 days. Woodworth so moved, seconded by Strain, motion carried.
Resolution 553, declaring the City's intention to transfer as a loan $25,000.00
from the Water Revenue Fund to the Current Expense fund was read by the City
Attorney, noting that appropriate interest would be paid. Strain's motion to
pass the resolution was seconded by Durand and carried.
LIBRARY The Mayor requested he would like a change in the contract with the King
County Library System and requested a letter be written to the county regard-
ing the importance of a meeting on this problem before budget time. Mooney so
moved, Woodworth seconded, motion carried. Strain noted that this subject
could be brought up at the AWC Convention, as other cities have the same pro-
blem. Woodworth made a motion for the City Clerk to attempt to have it in-
cluded on the agenda, seconded by Strain, motion carried.
TAXI Woodworth stated that the Kent Taxi Co. had requested additional parking spaces
for their extra cabs and moved these be granted. He noted that the ordinance
provides for a $50.00 fee. Pozzi seconded, motion carried.
BEAUTIFICATION . Clean-up Week. Gib Kendall stated the street and garbage department will again
encourage the annual clean-up week now that weather permits. The Mayor requested
the newpapers to give the project some publicity.
GOODWIN Woodworth moved for the City to consider the proposed Goodwin Annexation with
ANNEXATION the understanding that the area will assume existing bonded indebtedness.
Durand seconded, motion carried.
MCGRATH HOMES A letter was read from Hugh G. Goldsmith and Associates, who represent McGrath
ANNEXATION Homes, Inc:, submitting a petition for annexation and sewer hook-up. Upon
Woodworth's motion, a meeting with the proponents was set for April 18th at
7:30 p.m., to inform them that the City would require the area to assume the
existing bonded indebtedness. Strain seconded, motion carried.
PARKS Mrs. Hogan reported that the Kiwanis Club requests the City purchase property
on Hemlock Street for a neighborhood park, to be equipped by the Kiwanis Club.
Mooney moved that the City Engineer study the site and report back in two weeks.
Strain seconded, motion carried.
Mrs. Frazier requested that rocks and litter be cleared from the park on West
Hill which was deeded to the City by the county. Barney Wilson noted that top
soil would be required for this job. Mrs. Frazier stated that there were many
children on West Hill and that improvements to this park would be justified.
CONFERENCES & AWC. Woodworth moved that Councilman Buxton and Mayor Thornton be designated
CONVENTIONS as Kent's voting delegates to the AWC Convention to be held in May at Yakima,
Strain seconded, motion carried.
SERVICE The City Engineer reported he had requests for sewer and water service on the
REQUESTS 8 acre tract between Park Orchard #4 and #I, however, he indicated the plat
did not meet the city's standards for street width. He recommended that the
council agree that service will be offered, provided minimum street right-of-way
width be 52 feet and the width of the street improvement is 32 feet from face
to face of curb. Woodworth moved to accept the City Engineer's recommendation,
seconded by Durand and motion carried.
The City Engineer read a letter received from Greg Wilson Co. requesting per-
mission to connect to water and sewer lines at 104th S.E. and S.E.. 256th on
Mrs. Skagen's property. Proposed is a 150 unit apartment building to be built
on 8 acres. It was noted that this tract is adjacent to the East Hill Shopping
Center, which has now completed the first stage of annexation procedure. The
City Attorney suggested that the council give the City Engineer power to act,
with help of water and sewer chairman. Woodworth so moved, Mooney seconded,
motion carried.
The City Engineer read a request from the Planning Commission for water and
sewer service in Lorentson's Park, a proposed plat due east of the Benson Shop-
ping Center. He noted a need for a city policy to require an announcement of
intention to annex)o the city before these services are given. Mooney moved
that a letter be directed to the King County Planning Commission reporting that
as yet no communication has been received from the plattors, with a copy of the
letter to be sent to the developer. Woodworth seconded, motion carried.

UTILITY Mrs. Bateman complained about the 375 tax on gas utility. She stated that she
TAX felt. that since she used it for a -fuel and not a utility, she should not be
taxed and asked why oil, which is used as a fuel, is not equally taxed. It
was explained that oil users paid the 4.2 sales tax. Woodworth moved that this
complaint be made a part of the official records. Strain seconded, motion carried.
