HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 03/21/1966 Kent, Washington March 21, 1966 Regular meeting of the Kent City Council called to order at 8:00 p.m. Present : Mayor Thornton, Councilmen: Buxton, Durand, Mooney, Pozzi , Strain and Woodworth, City Engineer Sherwood, City Attorney Bereiter. Minutes of the last meeting approved as printed and accepted by motion. Clerk's, Treasurer's and Budget Reports submitted, accepted and placed on file by motion. WATER East Hill. Strain reported that the East Hill stand pipe should be installed and ready for use around the end of May and that the Austin Construction Company should have the modification to the Park Orchard pump station completed before summer. He reported further that Hill & Ingman, the consulting engineers, have been instructed to start engineering on capital improvements to the water system. HEALTH & Hook-Up. Mooney moved for the City Engineer to write a letter to the School SANITATION District advising them that sewer facilities will be available for a new hook-up In the Panther Lake area and that the hook-up point would be at the Benson Highway and 124th Ave. S.E. South Sewer. Upon the recommendation of the City Engineer, Mooney moved for approval of estimate #1 for the Austin Construction Co. in amount of $47,429.70 for work done on LID 249. Strain seconded, motion carried. North. The City Attorney announced that after a full day of hearing, Judge Agnew ordered the North End LID protestors to submit to the City Engineer, by Wednesday, March 30th, in writing, all changes, data and information they want considered. Thereafter on noon, April 4th, if the City Attorney submits an affadavit signed by the majority of the council certifying that they have read and considered all of said new data, the court will dismiss the restraining order. Des Moines Sewer District. A letter was read from W. D. Beattie, Manager, Des Moines Sewer District, submitting a copy of additions and betterments to the compre- hensive plan of the district. By motion, these were referred to the City Engineer for his perusal. Woodworth seconded, motion carried. POLICE & Woodworth stated he had a request from Pied Piper Tavern for a cabaret license and FIRE moved that it be 'referred to the Police Committee, with the power to act. Durand seconded, motion carried. Woodworth read the year end report of the Fire Department and stated that the report will be available for review at the City Clerks office. A letter was read from Chief of Police, Robert E. Lee confirming his resignation to become effective June i, 1966. On Woodworth's motion, the resignation was accepted with regret. STREETS East-West Expressway. The City Engineer noted that the State Highway Department has asked that the City clarify its position regarding the East-West relocation of SSH5. Pozzi moved to approve the East-West right-of-way from the West Valley Highway to Kent-Des Moines Road, as indicated on the exhibit map. Motion seconded by Strain and carried. Woodworth moved that an additional letter be sent asking that the Highway Department continue that road in a South Easterly manner to connect to the East Valley Highway. Pozzi seconded, motion carried. 212th. Pozzi noted that the Street Committee plans to meet with residents of the South side of 212th to show them the proposed plans for the area, which will probably be done as an LID project. Traffic Control. A letter from P.J. McKay was read acknowledging the City's letter dated March 14 indicating Kent's intention to participate in the proposed traffic study of the Green River Valley to extent of $5000.00. Pozzi stated there was a chance that our cost could go down $ 1000.00. Letter placed on file, by motion. Pozzi announced there would be a meeting March 24th, Thursday, at 10:00 a.m. with Midway Chamber of Commerce in Kent Council Chambers. The City Engineer noted that the city had been criticized for holding up progress on the Valley Freeway and explained that the communication from the state on this matter did not state that action was required and was the type of document which becomes effective in 30 days if no action is taken by the city. Pozzi moved to approve the state's findings, with written notice that the city still objects to the state's deletion of the city's requests concerning the Smith Street underpass and revisions to the 228th interchange. Motion seconded by Buxton and passed. Sherwood noted that the Mayor was composing a letter requesting that the records show that both the City Engineer and Cysewski objected to the state's handling of the matter of the interchange at 228th. { i Pozzi moved to file formal application for the 1/2 cent gas tax money to finish James Street to the West Valley Highway. Woodworth seconded, motion carried. BUILDINGS Buxton reported he had met with the building inspector and superintendents of the water and street departments relative to a new location for the city shops, noting that he would soon set a meeting with the rest of the council to get their views on the subject.. CONFERENCES & A letter was read from Fire Chief Foster requesting authorization for himself CONVENTIONS and volunteer fireman Larcom to attend the 1966 Command School to be held in Yakima, April 11 through 14th. By motion, authorization was granted. . A letter from Warren Magnuson was read extending to the Mayor, City officials and and all interested parties, an invitation to the Statewide Community Development Conference in Seattle, Tuesday, April 22 at the Seattle Center. The City Clerk will reply with the names of those who. plan to attend. The Mayor noted that those wishing to attend the AWC Convention in Yakima, May II, 12 and 13 notify the City Clerk. FINANCE At the request of the City Treasurer, Woodworth moved for .$25,000.00 to be trans- ferred as a loan from the Water Revenue Fund to the Current Expense Fund, at a reasonable rate of interest to be determined in the covering ordinance and for the City Attorney to be authorized to draft said ordinance. Motion seconded by Buxton and carried. EAST HILL Woodworth moved for the City to entertain the 10% petition for the proposed East ANNEXATION Hill Shopping Center annexation, noting that the City would require the area to assume the existing bonded indebtedness. Buxton seconded, motion carried. BRISCOE SCHOOL A letter from James P. Curran was read withdrawing the notice of intention to ANNEXATION commence annexation proceedings for the Briscoe School. Woodworth moved that the letter be placed on file, Durand seconded, motion carried. KENT HIGHLANDS A public hearing on Kent Highland annexation was opened. There were no comments ANNEXATION or objections from 'the floor and the hearing was declared closed. Pozzi moved that the City Attorney be instructed to draft an ordinance approving the annexa- tion. Woodworth seconded, motion carried. GOODWIN ANNEXA- The 10% petition for Goodwin annexation was presented .along with a letter from TION the City Engineer certifying that signatures thereon represent owners of property aggregating more than 10% of the assessed valuation. Durand moved that a meeting be set for 7:30 p.m., April 4th with the proponents. Strain seconded, motion carried. BENSON CREST iA letter was read from The General Investment Company requesting verification as to the City's acceptance of utilities and streets in the Benson Crest Addition as is required by F.H.A. Pozzi moved the letter be referred to the engineering de- partment for proper action, Woodworth seconded, motion carried. ZONING Parks. A letter was .read from the Planning commission recommending that the application submitted by Gerald T. Parks for a change of zoning from C-3 to N-I be denied. Public hearing set for April 18th. Kent West Associates. A communication from the Planning Commission was read recommending that the application submitted by Kent West Associates for a change of zoning from M-1 to C-3 be approved. By motion, the public hearing was set for April 18th. City of Kent. A letter from the Planning Commission was read recommending the approval of the rezone from M-I to C-3 initiated by the City of Kent. By motion, the public hearing was set for April 18th. Commonwealth Investors. A communication from the Planning Commission was read recommending that the application submitted by Commonwealth Investors for a rezone from C-1 to C-3 be approved. By motion, the public hearing was set for April lath. GREEN VALLEY A communication was read from the Planning Commission recommending the approval HEIGHTS #5 of the final plat of Green Valley Heights No. 5. By motion, the hearing was set for April 4th. WEST CREST #2 A letter from the Planning Commission was read recommending the approval of the final plat of West Crest #2. By motion, the hearing was set for April 4th. PLANNING A letter from Noel Bicknell was read reporting that the Planning Commission intends COMMISSION to request that a Planning Director be hired in it's next budget request. Pozzi moved that the letter be placed on file, Strain seconded, motion carried. I i A letter was•read from the Planning Commission recommending that the City consider a. cross—valley arterial highway route extending from the west city limits to the East Valley Highway with an overpass over the railroad tracks. Woodworth moved that the letter be placed on file, seconded by Pozzi and motion carried. INITIATIVE A letter was read from G.C. Graep, Mayor of the City of Redmond, urging the Mayor's 226 of various cities to attend a meeting to be held Thursday, March 24 at 7:30 p.m. at the Renton Inn regarding circulating petitions for initiative 226. This initiativ would provide that the cities receive one—tenth of the 4.2 sales tax. Mooney moved we support this initiative, Pozzi seconded, motion carried. Strain voted nay. Mayor Thornton- stated he would attend the meeting.
