City Council called to order at 8:00 p.m. Present: Mayor Thornton, Councilman: Buxtbn, :Durand, Mooneyaand Strain, City Engineer Sherwood, City Attorney Bereiter Minutes of the l.ast 'meeting approved as printed and accepted by motion. Clerk's, Treasurer's and Budget Reports submitted, accepted and placed on file by motion. LIGHTS Durand moved for removal of a lumen light on Washington Avenue in front of Fitz Auto Rebuild explaining that a lighted advertisement gave sufficient light to the area. Strain seconded, motion carried. Durand reported a request for a light behind the fire station and will. ask Chief Foster if flood lights could be mounted on top of the building. Durand moved for installation of two lumen lights on 94th Avenue on the two poles in front of the Kent Alliance Church. Strain seconded, motion carried. Durand noted that he has been in contact with Puget Power and that the amount/ budgeted for street lights will run over by $2000 to •$3000.00. He further reported that Puget Power had made a report on the probable cost of lighting that part of Highway 99 which is inside the city. After study, the committee will report on this project. Strain commented that entire stretch of James Street has been lighted with proper street lights and commended Durand. WATER Water Source. Strain moved that Hill. & Ingman be authorized to make a survey of the Icy Creek property and of the Ranney Wells site. Durand seconded, motion carried. North End. Strain moved that Hill & Ingman be authorized to proceed with the necessary engineering work for additional mains in the North area 'so that these may be constructed this summer. Such work is to be coordinated with the City Engineer and water committee and follow terms outlined in existing contract dated May 7, 1.959. Mooney seconded, motion carried. Orillia Water Co. The City Clerk introduced a letter from James Curran, regarding the Orillia Water Works Co. , Inc. Mooney moved this be re- ferred to the water committee. Strain seconded.. motion carried. Strain moved that voucher from Shoreline Construction Co. for work on South 256th St. for new site for Sequioa Junior High be honored. Mooney seconded. It was noted that the city would be reimbursed by the School. District or by their contractor. Motion carried. Water District ill. The City Clerk noted that a letter had been received from Mr. Emerson Thatcher regarding contract for sale of water by City of Kent to King County Water District #111. Strain moved that this be referred to the water committee. Mooney seconded, motion carried. STREETS Freeway. A letter from P. J. McKay of Washington State Highway Commission was read confirming the meeting regarding the East-West Freeway, at the City Hall for Wednesday, February 23, at 1:30 p.m. Traffic Control. The City Engineer reported his office was making a study on traffic problems, including "no parking" possibilities on Central. A letter was read from Mr. Harold Heath, President of Kent Chamber of Commerce, commending the Mayor and the Council for cooperation shown Frank Abersfeller and his committeemen in accumulating information regarding road problems. HEALTH & Sewer Repair. Upon the City Engineer's recommendation, Durand moved for SANITATION the voucher for James Street emergency sewer repairs to be approved in favor of Tri-State in the amount of $5703.73 as submitted in the bills. Strain seconded, motion carried. Darbage. A letter was read from Mrs. W. E. Easter concerning her garbage bill and protesting the manner in which her queries were handled. Mooney moved that the $12.00 in question be deducted from the bill. Durand seconded, motion carried. Ordinance 1334, revising pr©'cedure for garbage collection charges was read by the City Attorney, Discussion was had on possible changes to the ordinance and on Mooney's motion, the ordinance was held over for the next meeting. South Sewer. Mooney commented that Joe Augustin is approaching the finishing touches on the South end LID. and that he is to be commended for a fine job. Mooney moved that City Attorney be instructed to file suit against Dolman & Cole for full amount owing the City of Kent. Strain seconded, motion carried. CONFERENCE & A motion was passed authoriA# he City Engineer and the Assistant City CONVENTIONS Engineer to attend the APW*1 he in Olympia, March 9th, 10th, and llth. Durand announced that the AWC annual convention will be held May 1 th, 12th and 13th at Yakima. MIDWAY LAND The City Engineer stated he had talked to Jim Curran regarding an agreement FILL SITE between Seattle and City of Kent in relation to Midway land Fill Site. Curran inquired if there was anything he could do to help expedite the agreement. The City Attorney stated he had sent the document to Seattle authorities and was awaiting their reply. OXFORD The City Engineer recommended that the city accept the bill of sale for the water and sewer lines in the Oxford Addition. Strain so moved,Durand seconded, I motion carried. CENSUS A letter was read from Calvin F. Schmid of the State of Washington Census Board inquiring as to whether we will. take a census count this year. Mooney moved we take a census this year, Strain seconded, motion carried. WATER Jenkins Creek. A letter was read from Mr. Charles Baker regarding right-of- way access to his property and requesting council action on this problem. Mooney moved this letter be referred to the Water committee. Strain seconded, motion carried. i KENT Mooney noted that the proponents of this annexation had declared their HIGHLANDS willingness to accept the bonded indebtedness of the city. The 75% petition ANNEXATION was then introduced along with a letter from the City Engineer stating that the signatures thereon represented the owners of property aggregating more than 75% of the assessed valuation. A motion was passed for the City Clerk to request a waiver of the Board of Review. A public hearing on the annexa- tion was set for March 21 by motion. Strain moved that the City Clerk ascer- tain that the proponents are willing to bear the costs of the annexation. Motion carried. Mooney moved for the City Clerk to write Jim Curran asking What has happened to the proposed Briscoe School Annexation. Strain seconded, motion carried. The City Attorney reported he had received word from Jack Lietz that his associate, Hope Eilerts. had died. It was noted that as a partner in Washington Appraisal Service, Mrs. Eilerts had been very helpful to the city on several occasions. Mr. Bereiter was asked to write a letter of condolence on behalf of the city.
