Regular meeting of the Kent City Council called to order at 8:00 p.m. Present: Mayor Thornton,
Councilmen: Armstrong, Buxton, Durand, Mooney, Pozzi, Strain and Woodworth, City Engineer
Sherwood, City Attorney Bereiter

Minutes of the last meeting approved as printed, and accepted by motion,
WATER Strain reported that the work on East Hill is proceeding well.
LID 246. A public hearing was opened on the final assessment roll for LID 246.
Attorneys Watkins and Froelich, representing two groups of people, spoke against
the LID assessments on behalf of their clients. The protestors objected mainly to !
the method used in compiling the assessments. It was opined that the lines will
also benefit some land owners who were not assessed, and some owners stated that
their property was already being served water by the city. Individual objections
from Mr. Wilson and Mr. Starbuck were noted. Mr. Springer noted that he was not
against the LID, but felt that an error had been made in the compilation of his
assessment. A motion was passed to continue the hearing until the next meeting,
inasmuch as some of the objections had just been filed, and the engineers had not
had time to consider or check them.

HEALTH & South End. The City Engineer reported that Tri-State Construction was making good
SANITATION progress on the south end sewers. A motion was passed to allow work to be continued !
on the Northern Pacific tracks with continued approval of the Sewer Committee.
Sherwood advised he had received a letter from Vitafreze requesting that the city
. make a side sewer extension from main line to their building, and that this cost be
added to their assessment.. Motion made to grant this request, but the City Attorneys
pointed out that this action would establish a precedent, and the motion was with-
drawn.

Expansion. Mooney made the following motion: "To authorize Hill & Ingman to proceed
with necessary studies and preparation of plans and specifications to increase our
total sewage treatment plant capacity to enable us to meet the needs of increased
industrial plant and residential construction. All of the studies and designs are
to be coordinated with the City Engineer and the Sewer and Finance Committees.
Compensation to the Engineers is to be in accordance with the terms outlined in
Section X(f) of the existing engineering agreement with the city.': Motion seconded,
and under discussion it was noted that the engineering must be completed before
the application for a federal grant is filed. McLean and Company have agreed to
underwrite the engineering costs. Motion carried.
STREETS Sherwood advised he had received an estimate from the county on the cost of work
on South 240th near Highline College: $5,422.50 for street work, with an additional
$800.00 for curbs and gutters along north side. Motion carried to authorize the
county to proceed with this project.
NP - Ist & James. Sherwood reported that the lowering of the water main on James
would be completed tomorrow, and that the NPRR expects to start work in two weeks.
The city proposes a turn-out lane for trucks and school buses.
Extension of Gowe. Pozzi requested that the councilmen go through the Cole house
on Gowe Street to determine the disposition of same. Motion carried for the
Chairman of the Street Committee to be given power to act on this matter as soon
as the purchase of the house by the city is completed.
Extension of Marion Street. Mr. Clark advised he would be willing to waive any
compensation for a utility easement through his property, and it was determined that
the City Attorney would assist in the drafting of said easement. A motion was
passed to reopen the public hearing on the Marion Street extension. There were no
further comments from the audience, and the hearing was closed. A motion was passed
that the recommendations of the Planning Commission be denied, and that the request
for the extension of Marion Street be denied.
Freeway. A letter was read from Mr. Nels Barton, First Christian Church, inquiring
as to the progress of freeway plans in the area of their church. A motion was
passed for the City Clerk to write a letter to Mr. Prahl, with copies to Mr. McKay,
Cunningham, Warnke, and Baptist and Christian Churches advising them that when the
money is appropriated to acquire the property through Kent for the East/Vilest freeway,
the City of Kent will take the position of working with them on a definite location,
but until that time, the city will have nothing to do with it. The letter is to
include the question whether or not the state will do a study on a more southerly
route as had previously been discussed.
Note was made of a letter from Mr. Alton Richards recommending that the city purchase
the block bounded by State, East Meeker, Kennebeck and East Gowe. Motion carried to
place this letter on file.
Ordinance No. 1323, amending the Arterial Street Ordinance to include additional
streets was read and passed by motion.

BIDS Truck for Water Dept. Two bids were received on the truck for the Water Department.
Bill Hazelett - $2,307.25, plus tax; Bowen Scarff - $2,337.47 plus tax. Armstrong j
noted that the publication did not contain the date of the bid opening. After Strain
pointed out that the bids did not meet the specifications, the bids were rejected,
by motion. The City Attorney recommended a recall for bids. Motion so made and
carried.
LIGHTS Motion carried for installation of a 7,000 lumen at the end of 252 Place South and
also three additional 20,000 lumen on the "S" curve on the West Valley Highway on
Poles #728, #729 and 0730.

Motion passed instructing the City Clerk to write Heath Tecna Corporation advising
them that 200th Avenue South has not been accepted as a city street and therefore
the city is unable to authorize lights for this area.
FINANCE Ordinance No. 1322, Financing Training Programs for Police Officers, was approved
j and passed, with Strain voting nay.
CAT ORD. Several letters were read for and against the proposed animal control ordinance.
#1321 Mayor Thornton's reasons for vetoing this ordinance were read, and after discussion,
Pozii moved for the passage of the ordinance, over the Mayor's veto, and motion
seconded. A roll-call vote was taken as follows: Armstrong, Nay; Buxton, Aye;
Durand, Nay; Mooney, Aye; Pozzi, Aye; Strain, Aye; Woodworth, Aye. Ordinance 1321
regulating control of animals was passed.
2nd TRANS. Strain moved for a call for bids for December 3 be issued for fluoridation equipment
LINE for the 2nd transmission line. Motion passed.
UTILITIES Mooney moved for the City Clerk to advise the City Treasurer that unless the owner
requests a shut-off for the water, the garbage charges will still be made as usual
along with the sewer charges.
