October 16, 1965
Regular meeting of the Kent City Council called to order at 8:00 p.m. Present: Mayor Thornton,
Councilmen: Armstrong, Durand, Mooney, Pozzi , Strain and Woodworth; City Engineer Sherwood,
City Attorney Bereiter
Minutes of the last meeting approved as printed, and accepted by motion.

WATER Strain advised contracts had been awarded for water facilities and the contractors
are completing the required bond agreement forms. Work on the James Street line
will be done next week.
Derbyshire. Mr. Beckman, representing the people of Derbyshire, presented their
water problems as ( 1 ) Not enough water pressure (2) Rate of charging needs
clarification. Several people voiced objections to the present water conditions
and the rate of charge. It was suggested that the people from Derbyshire put
their protests in written form and present it to the Water Committee. It was
ascertained that Fire District 037 serves this area and would provide their own
water. Strain advised that the City is going to put up an elevated storage tank
so as to provide improved water service. Strain moved that a meeting be held
Monday, .October 25, 7:30 p.m. with Water Committee and people from Derbyshire
to consider the complaints with power to act in adjusting charges. Motion passed.
Bereiter advised that the Mayor had been served with a summons regarding the
matter of the leaky water line at 135th S.E. He recommended that the city
maintain its stated position.

Strain moved that the City Clerk and the Mayor be authorised to sign warrant
to Mr. Sanford on purchase of property directly west of water reservoir on
Scenic Hill for $ 1,500.00. Motion passed.
HEALTH & A complaint was noted that numerous rats were around 406 W. Smith Street. Mooney
SANITATION moved that the City Clerk be instructed to ascertain the owner of the home and
write a letter stating that the city will not tolerate this condition and that
they must take immediate action. Motion passed. The City Clerk was instructed
to obtain a report of the action taken.
North End. Mooney advised that the Health and Sanitation Committee is still
working on North End plans throughout the industrial area. A meeting was held
with Hill & ingman who are now working on easements.

Mooney requested that "No Hunting" signs be posted at the sewage lagoon, motion
carried.
Mr. Maki , President, Midway Garbage Protestors, presented a letter from the
Federal Aviation Agency advising they would have no aeronautical objection to
the proposed site for non—putrescible material, however, if a standard sanitary
fill for garbage is proposed, they would object, as it would attract sea gulls,
create a smoke problem and constitute potential hazard for airport operation.
Motion passed that this letter be placed on file.
STREETS Pozzi inquired as to the drainage problem on the East Highway, (culvert installa—
tion). The City Clerk read a letter from Roy Magnuson, State Highway Commission,
dated October 14, wherein they advised they have entered into a fully operated
equipment rental agreement with Northwest Boring Co. to place this culvert under
Primary State Highway No. 5 by a boring method thereby eliminating the interruption
of normal traffic flow. Placement of this culvert planned to be completed within
next two weeks.
Extension of Marion Street. A public hearing was opened on the extension of
Marion Street. Sherwood gave an explanation why this extension is necessary,
and reported that this matter had already been approved by the Planning Commission.
There were a number of objectors present who live on Marion Street who could see
no benefits to be derived from this extension. Mr. Rounds presented a petition
signed by 17 families against the extension. Sherwood pointed out that this
extension would be desirable from the standpoint of utility service, also police
and fire protection and garbage collection. Mr. Clark opined that the cost of
the work plus the condemnation would make the extension an expensive undertaking.
The hearing was then closed. Armstrong made a motion that an inspection of the
area be made by the council as a whole and a meeting held so that a decision
might be made by the next council meeting. Notion passed. Mr. Clark advised he
would prepare an easement for a sanitary sewer and water main.
A motion was passed to authorize the Mayor to execute the necessary documents for
a permit from the railroad for a 12" storm pipe in the area of the Pink Elephant
Bakery. The City Engineer explained that this would be quicker than waiting for
an easement.
CONFERENCES Sherwood reported that the APWA Fall meeting he had attended in Spokane last week
& was very worthwhile.
CONVENTIONS I
Sherwood advised there would be a Building Officials short course in Pullman
November I through 5, and requested permission for the Building Inspector to attend.
Motion so made and carried.

A motion was also passed authorizing Bob Kristofferson to attend the Pacific
I, Northwest Pollution Control Meeting in Vancouver, B.C. November 3 through 5.
A motion was passed authorizing Barney Wilson to represent the City of Kent at the
annual Washington State Recreation Society fall conference at Ellensburg, scheduled
for October 24, 25 and 26, this to Include reimbursement for travel, lodging, and
registration.
It was noted that the annual LDC dinner would be held at the new Renton Inn,
November 3, 6:30 p.m.
FIRE DEPART- A communication from the Fire Chief advised that the activities of the Fire Department
MENT during Fire Prevention Week included demonstrations to approximately 2,200 people at
the various schools and Cub Scout groups. More demonstrations are scheduled.
LIGHTS A motion was passed to install lights on the Benson Highway: One at the corner of
Benson and S.E. 236th Place and on every other pole south to 240th, and one on the
corner of 236th S.E. Place & 105th S.E. j
UTILITIES A communication was read from Benson Fabrics suggesting a utility collection station
in their store where customers could pay their water, garbage and sewer bills.
A motion was passed to inform them that the city could not enter into such an
arrangement since collectors must be bonded.
FINANCE A letter was read from John Livermore regarding Traffic Cause No. 5056, which was
held at court October 13, 1965. Upon the recommendation of the City Attorney, a
motion was carried for the $29.00 bail to be returned to Mr. Livermore and the
City Clerk send a certified copy of this action to Judge Fiori .

CITY A letter from F. E. Lewis, Commandant of Cadets, was read inquiring as to the
PROPERTY possibility of the City of Kent providing a parcel of land by lease to the Kent
Composite Squadron of the Civil Air Patrol, this land to be used for the erectlon of
a building which would be used for the training of cadet members, ranging in age
from 13 to 19 years. Notion carried instructing the City Clerk to advise them that
we will look into this matter more extensively.
A letter was read from Seattle-King County Civil Defense advising the City Engineer
that the application for disaster assistance for earthquake damage had been approved
by the Office of Emergency Planning in the amount of $8,603.00. I

PROPOSED Police Committee. The City Attorney summarized a proposed ordinance which would
ORDINANCE require the licensing of cats as well as dogs within the city limits. Woodworth's
motion to pass the ordinance was seconded by Pozzi . Under discussion, both Durand ,
and Armstrong objected to the ordinance, opining that it is unenforceable. Some
comments were heard from the floor both for and against the measure. The following
roll call vote was taken: Armstrong, Nay; Buxton, Absent; Durand, Nay; Mooney, Aye;
Pozzi, Aye; Strain, Aye; Woodworth, Aye. The Mayor announced that he would veto
this ordinance, and would have his report ready for the next meeting.

BOARD OF Mooney noted that t g y er Road had been completed,g 9
ADJUSTMENT and moved for the City Clerk to write Mr. Segale a letter asking that contour maps be
presented to the engineer so he may ascertain that the project has been completed
according to the specifications outlined in their performance bond. Motion passed.
