Regular meeting, of the Kent City Council called to order at 8:00 P.M. Present: Mayor Thornton,
Councilmen: Armstrong, Buxton, Durand, Mooney, Pozzi , Strain and Woodworth, City Attorney Bereiter, i
City Engineer Sherwood, City Clerk Bridges.
Minutes of the last meeting approved as printed, by motion.

Clerk's, Treasurer's and Budget Reports submitted, accepted and placed on file.
WATER North End Strain reported that the final assessment roll for the north end water
project would probably be ready some time in August.

East Hill Strain reported that the call for bids for the East Hill water project
' would probably be forthcoming in December. Sherwood reported that the soil condition
I was favorable, though a depth of seven feet was necessary.

HEALTH & NORTH END Mooney moved for the City Engineer and Hill & Ingman to be authorized
SANITATION to amend the HHFA application to include a planning loan to cover location surveys,
easements, descriptions and soil investigations.
SOUTH END BIDS Bids read on the South Sewer Sustem (LID 249), contract #3. Tri-
State was low bidder in all categories. A letter from TriState was read declaring
that they had erred in the compilation of the bid in the amounn of $40,287.60, scat-
ing that this amount had been included in the work sheets, but had been left out of
the bid. It was noted that the work sheets had been examined and the engineers deem-
ed the error one of simple ommission. A motion was passed to reject all bids and
issue a call for new ones, with a breakdown that the work west of the Milwaukee tracks
will be completed this year and the balance by the Fall of 1966. It was noted that in
the future, the city will require that the worksheets be submitted with the bid.
Bids were read on Contract #1, (Pump Station) and #2, (Force Main). Low bidder for
both projects was Austin Construction Co at $60,400, and $45,677.89, respectively.
Awarding of these bids was deferred until approval was obtained from the Pollution
Control Commission and Public Health Service. Mooney moved for the City Engineer to
be authorized to submit Part B of the application on Contracts 01 and #2, and for
the Mayor to be authorized to sign them on behalf of the city. It was ascertained
that the bids were within 3% of the estimate. Motion passed.

Mooney's motion to have the City Attorney authorized to start condemnation procedure
for the south sewer system easements was passed. It was noted that there were only
a few easements that had been refused.
Flood Control A letter was read from the King County Engineer's office informing
the Mayor that an informal hearing will be held on June 29th at 7:30 P.M. at the
Renton City Half to review work plans for the "East Side Project" of the Green River
watershed project. Letter filed.
Des Moines Sewer District Resolution 543, authorizing the Des Moines Sewer District
to annex a portion of Kent into the sewer district was read and passed by motion.
Plant Sherwood reported that he and Kristofferson had visited Libby's to try to
determine if the odor coming from the treatment plant was caused by the dumping of
sauerkraut juice. The plant manager was most cooperative and samples from Libby's
and from the plant were sent to the University of Washington, but test results on
these were not conclusive. He further reported that Western Processing Co would
contact Libby's to determineif he had a use for the juice. Copies of further corr-
espondence on the matter will be sent to Mr. Carter.
RATES & It was ascertained that the Mayor would arrange a meeting of the Council as a whole
POLICIES and Paul Flint and the City Attorney to discuss the change of acreage charges for
both sewer and water service.
STREETS James A motion was passed for the Mayor and City Clerk to be authorized to sign the
agreement with the Milwaukee Railroad, and for the voucher to be submitted at the
next meeting if approval is received from the Washington Utilities & Transportation
Commission. Strain noted that the water line casings should be started soon so as
not to interfere with the extension of the street.
1 Parking A motion was passed giving the Street Committee power to act in negotiating
for a parking lot for city use. Consideration is being given to leasing the lot
next to the Episcopal Church from Stanley Taylor for $50 per month for 12 vehicles.
It was noted that negotiations were also underway with the Catholic Church to lease
a portion of their lot.

Freeway A letter was read from Fletcher Johnson opposing the Willis Street inter-
change extending as far east as 4th Ave. The letter was filed.
A letter was filed from the Washington State Highway Commission reporting that soft
sub soil and artesian water problems has slowed up the work on the freeway between
Kent and Renton.
STREETS Traffic Control Mrs. Frazier reported that a crosswalk or light would be needed on
(con't) Military Road at the new school site. Sherwood reported that he had talked to the
principal of the school and he was looking into the matter.

BUILDING Buxton reported that the City Treasurer and the City Engineer had moved into their
new offices in the old fire station.
BIDS Bids on a dump truck for the Street Department were read from Bill Hazelett Chevrolet,
Bowen Scarff and Valley Garage. Valley Garage was low bidder at $3,252.31, including
the tax and was awarded the bid by motion.

One bid was received on the sewer bucket machine for the Sewer Dept, and by motion
the bid was awarded to Flexible Pipe Tool Co, on their bid of $4,545.75, including
tax.
One bid was received on the static vibratory roller for the Street Dept, and by
motion the bid was awarded to Fray Equipment Co, on their bid of $5,545.75, including '
tax.
PLANNING A progress report from the John Graham Co was introduced. It was ascertained that
they had been requested to mail reports to each Councilman so that ample time could
be given to the study of the reports. The secretary was instructed to request Mr.
Erickson to send copies of this report, and all future reports to the Councilmen's
homes.

POLICE & A motion was passed granting the License Committee the power to act on an application i
FIRE for a card room.
FINANCE Ordinance 1302, authorizing the printing and sale of $37,588.67 in bonds for LID 245
(Horseshoe Acres water project), was read and passed by motion.
Mayor Thornton announced that a copy of the auditor's report on the most recent exam—
ination was on file in the City Clerk's office.
BONNEVILLE A motion was passed for the Mayor and City Clerk to be authorized to execute the
POWER easement for Bonneville Power after it has been cleared by the City Attorney.
PARK BOARD Bereiter reported that a new ordinance covering the Park Board and the Recreation
Supervisor was in the making and that he would send a copy to all Councilmen for
their perusal.
PIERCE'S The City Attorney reported that Mr. Richard Ranta was trying to resolve the Pierce's
PLAT Plat problem. Upon his recommendation, a motion was passed whereby the city agrees
to release Pierce from any further liability on the matter provided he turn over the
corrected replat to the city. The city will then turn the plat over to Ranta for
processing.
KENTHURST The Planning Commission has recommended that the petition for vacation of a portion
of the Kenthurst Plat be granted. By motion, a public hearing was set for the Aug.
2nd meeting.
GREEN VALLEY The Planning Commission has recommended that the Green Valley Heights #3 plat be
HEIGHTS #3 accepted. By motion a public hearing was set for the July 6th meeting.
BENSON A communication was read from the Planning Commission recommending that the Benson
CENTER Center be zone C3, R3 and RI and that the city request that an additional 20' set—
ANNEXATION back be made along the Benson Highway and along SE 240th. A public hearing on the
zoning was set for the July 19th meeting.
CONVENTION Mayor Thornton reported that he and the City Attorney had attended the AWC convention l
in Tacoma.

Mayor Thornton welcomed Mrs. Georgette Valle, legislator from the 30th District to
the meeting.
