Mayor Thornton, Councilmen: Armstrong, Buxton, Durand, Mooney, Pozzi, Strain and Woodworth, City Attorney Bereiter, City Engineer Sherwood, City Clerk Bridges. I j Minutes of the last meeting approved as printed, with this addition to clarify the situation with Hansen Excavating Company on the north water project: "The penalty clause is to be invoked as of the extension date of Feb. 22nd, 1965." Motion so made and passed. ! Budget Report submitted, accepted and placed on file by motion. IWATER Bid A bid for gate valves for the water department was read from Western Utilities Supply Co. By motion, the bid was awarded to this firm on their bid of $4,237.92, plus tax. East Hill A motion was passed for Hill & Ingman to proceed as rapidly as possible with plans for the water tank for East Hill. North Kent Two letters from Comfort, Dolack & Hansler, attorneys for Hansen Excavating Co. were placed on file by motion, after it was asc- ertained that both the City Attorney and Ramsey had given their atten- tion to the matter. HEALTH & Des Moines Sewer District Resolution 539, consenting to the plan for SANITATION additions for the Des Moines Sewer District was read and passed, subj- ect to the approval of the City Attorney. Air Pollution Mr. Fred Frazier was appointed to represent the city at a meeting of the Citizens for Clean Air on April 20th in Seattle. A letter was read from Water District 75 reporting that water was available to the Jolly Rogers Motorcycle Club site. Dr. Hogan, Health Officer for the city, submitted a letter reporting that a well built, properly maintained privy would not present a health hazard to anyone j in the area. A letter from James Curran, attorney for Kent Highlands, was read containing excerpts from the city code, with his interpretat- ions of same, and a request that the 'stop work' order be continued. Mr. Eide, representing the club, stated they they wished to cooperate with the city and that a floor would be layed in the structure, and the facility would be pumped regularly, if this would be acceptable. Dis- cussion was had as to the use of the pond on the property as a water source, since the club, felt that the cost of laying lines to make use of Water District 75 facilities would be prohibitive. Mooney noted that disposable sanikans, such as were used by the Boy Scouts were available at $15 per day, and that he would see the issue taken to courts as a test case before allowing an outhouse to be built in the city. Eide requested that the matter be tabled till the May 17th meeting to j allow the club time to investigate solutions to the problem which would gain the city's approval. Motion so made and passed. Strain moved for the City Attorney to revise the ordinance so that there would be no doubt as to how it should be interpreted in the future. Motion passed, with instructions to have such revisions ready for discussion by the next meeting. Flood Control By motion, Emerson Thatcher was appointed to the Advis- ory Committee of the newly proposed Flood Control Zone District for the Green River Watershed area. North Kent A letter from the Planning Commission was read giving support to the proposal to add to the sewer system in the north end of the city. ! South Kent Resolution 538, declaring the intention of the city to arm an LID for the expansion of sewer facilities in south Kent was read and passed by motion. A public hearing was set for the May 17th meeting. Ordinance 1295, a plans and system ordinance for the formation of an LID for sewer facilities for south Kent was read and passed by motion, unanimously, after the City Attorney explained the. right of the people to protest, and explained that notices would be sent. Delmar The City Engineer recommended the Mayor be authorized to sign a release and satisfaction of lien for Delmar Homes and R.O. Hagan on the Kentwood Hills sewer agreement signed March 20th,, 1961 . Motion so made and passed, subject to the approval of the City Attorney. STREETS Vacation Ordinance 1293 , vacating a portion of 72nd Ave. S. was read and passed, by motion. i i A bulletin from the Association of Washington Cities regarding the Puget Sound Regional Transportation Study was referred to the Street ' Committee, by motion, over Pozzi 's nay. i First Avenue Woodworth requested Gib Kendall, Street Foreman, to sidewalks on First Ave. , where the investigate the condition of the Olympic Pipe Line is working. Tra ffic Control Barney Wilson, Recreation Director, commended Kendall', on the fine JoF done by the Street Dept. on extending Woodford Ave. through to the park. 1 FREEWAY Discussion was had on the city's acceptance of the state 's proposed resolution whcih sets forth the route plans for the freeway. It was j I Pointed out that the legal notice published in the Kent News Journal contained the changes the city had requested, although they are not contained in the resolution. The City Attorney explained that the resolution becomes firm if the city does not act within 30 days, and the city must request a Board of Review of they wish to object to the state 's proposal. A motion was passed to empower the City Attor- ney, Mayor, City Engineer and Chairman of the Street Committee to take I whatever steps are deemed necessary to have the state 's resolution amended to contain the two requests made to McKay at the last meeting. LIGHTS A motion was passed to install 7000 lumen lights on Pole # 26627 on Manchester Ave, on at the corner of Highland & Manchester, and one at 3629 S. 262nd in Cambridge. It was also noted that poles were up and power would soon be extended, so authorization was also given for lights at the corner of Reiten Rd and Maclyn and at the corner of i Reiten and Olympic Rise. motion ' CITY HALL Bids were read on three jobs for remodeling the City Hall. By , Job #1 was awarded to Schwartz Construction, low bidder at 13 ,975-00. 2,671.18, Job #2 was awarded to McIntyre Construction, low bidder at Bids on Job #3 rejected, by motion, and referred to the Building Committee. ZONING Rugg Ordinance 1294, approving a rezone from R1 to R3 and C3 for Dr. Rugg was read and passed by motion. , LIBRARY A letter from Dr. Drangsholt, of the Kent Library Board was read, in- viting city officials to attend a meeting with the Board of King County Library system on May 5, at 8:00 PM to discuss the fees charged to the city. Mrs.. Blanton reported that the meeting was set in the evening especially so Kent could be represented, and urged all who could attend to do so. CONFERENCES AWC Durand announced that the annual Association of Washington & CONVENTIONS Cities Convention would be held in Tacoma, June 16th, 17th and 18th. , Those planning to attend were requested to contact the secretary, who will make the arrangements. A letter was read from the King County Commissioners requesting the i city to send a representative to a meeting to discuss unifying the i building code regulations. Dick Scharff, the Building Inspector, was i authorized to attend the meeting. BOARD OF The City Engineer filed an appeal from the action of the Board of ADJUSTMENT Adjustment in granting a Conditional Exception to William E. Strobelt to allow 2 triplexes to be built in an R-2 zone. A public hearing was set for the May 17th meeting.
