HomeMy WebLinkAboutCity Council Meeting - Council - Minutes - 12/21/1964 Kent, Washington December 21, 1964 Regular meeting, of the Kent City Council called to order at 8:00 P.M. Present: Mayor Thornton, (Councilmen: Armstrong, Buxton, Durand, Mooney, Pozzi and Strain. i (Minutes of the previous meeting approved as printed. HEALTH & Hospital Mooney commented on recent statements made concerning the ability of the City SANITATION to handle sewage for a proposed institution. He stated that the City could handle the situation, and that the Health & Sanitation Committee would meet at any time to dis- cuss plans for any future facilities, and that arrangements could always be made.for larger facilities if necessary. Reference was made to a letter sent to the proponents of a hospital from the Pollution Control Commission, wherein the Commission advised that Kent's facilities were equal to servicing a proposed hospital. Armstrong moved for a letter to be sent to the Kent Chamber of Commerce, outlining the above, with copies to be sent to the King County Commissioners and to Mr. Baylon. Motion passed. i Mooney stated further that Kent would provide sewage facilities to all, providing that the requirements set forth in city ordinances were met, and that the bills incurred were paid. A letter sent to Mr. Baylon from the City Engineer was discussed, wherein jit was pointed out that city sewer and water service for the proposed hospital was practical, and that it would be necessary for the hospital to bear the cost of extend- ing the lines to the site. Federal Funds Sherwood reported that it would be necessary for the city, by resolution to designate the Mayor as the city's representative to accept the federal grant. A motion was passed for the City Attorney to draft the necessary documents. North End Boeing It was ascertained that the city will accept Boeing's sewer payment at this time, although payment is not yet due. The City Engineer, City Attorney and Mr. Blange, of Boeing will meet to work out the arrangements. VALLEY CREST Sherwood reported that water mains, sewers and streets in the Valley Crest addition have been accepted and recommended that the city release the bond on same. Motion so made and passed. FRANCHISES Olympic Pipe Line Ordinance 1279, granting a franchise to the Olympic Pipe Company to lay pipe under certain city streets was read and passed by; motion. It was ascertained that Olympic would bear the cost of the publication of the ordinance, which was originally introduced Dec. 7th. White River Water Co. Ordinance 1278, granting a franchise to White River Water Co. for a 15 year period was read and passed by motion. This ordinance was introduced at the Dec. 7th meeting. CLAIMS Western Hauling Co. A letter from Western Hauling Co. was read, concerning reroOting i of one of their trucks by a Kent policeman. The truck failed to negotiate a turn and went into a ditch, requiring the services of two tow trucks, which Western would like the city to pay for. By motion, this was referred to the Ctiy Attorney. Doris Holten By motion, the claim of Mrs. Holten, in the amount of $1377.93, for dam- age allegedly sustained to her home ;by a city truck was held over pending a report from the insurance company. Brandstetter City Attorney Bereiter reported that a claim by Mrs. Brandstetter for damage to her property should be directed to the contractor, Frank Coluccio. CITY HALL Mayor Thornton requested City Clerk Bridges to make a rough draft of his suggestions on the remodeling of the City Hall. ZONING Jackson - Clements A communication was read in which the Planning Commission recommends that the property described in the original Jackson - Clements application be rezoned C-3. By motion, a public hearing was set for the Jan. 18th meeting. i BIDS 84th Ave. S. A motion to award the 84th Ave. S. storm sewer projeclt to Lige Dickerson, low bidder at $9,869. 18 was seconded, and under discussion, Armstrong objected to the j city paying for this job, stating that the people deriving the benefits therein should pay the costs. It was explained by Pozzi that funds for this job would come from the 65 budget, whereas the Van de Vant.er job will be paid from the 64 budget. The motion passed, with Armstrong voting nay. Drainage District An agreement between Drainage District #1 and the City of Kent, i whereby the District will pay for and supply pipe and the City will install same for 84th Ave. storm sewer, was read. Armstrong's above objections were noted, and o motion to have the Mayor and City Clerk sign was passed over his objections. Buxton refrained from voting. TRAFFIC S. 240th Sherwood reported that the county would prepare estimates and call for bids CONTROL for approximately $5000.00 worth of repairs to S 240th, and would bike to have the city,, express willingness to share in the expense. Motion so made and passed. At Mooney's request, Sherwood stated he would contact the John Graham Co. to again request a report on ;off street parking. FIRE DEPT. Ordinance 1280, adopting by reference certain statutes of the state to establish a Civil Service system for firemen for Kent was read and passed, by motion. Bereiter recommended that the Civil Service Commission for the Fire Dept. be reappointed after) this ordinance becomes effective. ITONELLI Bereiter stated that the report on the Tonelli Annexation Board of Review had been ANNEXATION favorable.
